A regular meeting of the Canton City Council was held on July
15 1986 in the Council Chambers.
PLEDGE OF ALLEGIANCE OPENED THE MEETING FOLLOWED BY THE
INVOCATION GIVEN BY CITY CLERK NANCY WHITES.
In the absence of Mayor ponald Edwards Alderman Victor
Kovachevich was nominated to serve as Mayor Pro-Tem.
Motion by Alderman Zilly, second by Alderman Chapman, the .
nominations be closed. Voice vote, motion carried.
Motion by Alderman Chapman, second by Alderman Workman, that
Alderman Kovachevich serve as Mayor Pro-Tem for tonights
meeting. Voice vote, motion carried.
Mayor Pro-Tem Kovachevich asked for roll call at 6:30 p.m.
Present: Aldermen Kovachevich, Zilly, Workman, Bohler, riay,
Chapman. Absent: Aldermen Steck, Sarff.
MINUTES OF JULY 1, 1986. Motion by Alderman Workman, second
by Alderman Zilly, the minutes of July lst be accepted and
placed on file. Voice vote, motion carried.
BILLS FOR JUNE 1986. Motion by Alderman Bohler, second by
Alderman Workman, all bills properly approved be paid. Roll
call. AYES - Aldermen Chapman, May, Bohler, Workman, Zilly,
Kovachevich. NAYS - None. Motion carried. 6 AYES 0 NAYS
2 ABSENT.
COMMUNICATIONS FROM DAVID LEEZER -COMMUNITY DEVELOPMENT DIRECTOR
AND BUDGET ADMINISTRATOR. Bob Orr of the Department of
Corrections and the Director of the Dept. of Corrections Michael
Lane came to Canton last week to view the four possible sites
to place the prison. They spent an hour here, without any
assistances from the city or the county.
A dinner has been set for July 29 with officials from Graham
Hospital and the City. The officials of Graham Hospital are
wanting to open up discussions to better our relationships
with them. If council members have any questions, submit
them in advance to David Leezer and he will relay them to
the Graham Hospital officials.
At Spoon River College the Dept of DCCA and the office of
Local Management will sponsor a workshop. Conducting the
meeting will be William Waldmeier from DCCA former Mayor of
Pekin.
I have provided updated material on this fiscal year's budget.
Recommendations are enclosed within.
COMMUNICATIONS FROM CLIFF SAGASER - CITY ENGINEER. The P~FT
work will begin next week.
There was an error on addition of the bid of River City
Construction for Project #3 Wastewater Treatment Plant. The
bid should be corrected to read, without Tertiary filters
$2,683.045, with Tertiary filters $3,559.995.

Motion by Alderman Zilly, second by Alderman Bohler, the release '
of the second mortgage for property at 342 E. Locust with
FmHA at a minimum of l0o be received, for a total of $790.
Roll call. AYES - Aldermen Chapman, May, Bohler, Workman,
Zilly, Kovachevich. NAYS - None. Motion carried. 6 AYES
0 NAYS 2 ABSENT.
Motion by Alderman Zilly, second by Alderman Bohler, the
Fredman/Ferrol lot be offered for sale at a minimum of $2.00
per square foot for the 72~' by 79~' lot. Roll call. AYES
- Aldermen Kovchevich, Zilly, Workman, Bohler, May, Chapman.

Motion by Alderman Workman, second by Alderman May, the low
bid for the 1986 MFT work from Pschirrer Asphalt in the amount
of $17,780.35 for oil and chip, and $139,940.50 for I-11 work
be accepted. Roll call. AYES - Aldermen Kovachevich, Zilly, '
Workman, Bohler, May, Chapman. NAYS - None. Motion carried.

Motion by Alderman Zilly, second by Alderman Workman, to
purchase 3 main brooms for the street sweeper at a cost of
$8&.00. Roll call. AYES - Aldermen Chapman, May, Bohler,
Workman, Zilly, Kovachevich. NAYS - None. Motion carried.

Motion by Alderman Bohler, second by Alderman Workman, recommend
the purchase of a police car at a cost of $10,534. Roll call.

Motion by Alderman Workman, second by Alderman Zilly, to approve
the purchase of a new bar light for a marked squad car, at
a cost of $437. Discussion. Chief Molleck is requesting
that new bar lights be replaced for four marked squad cars
one at a time. Roll call. AYES - Aldermen Chapman, May,
Bohler, Workman, Zilly, Kovachevich. NAYS None. Motion
carried. 6 AYES 0 NAYS 2 ABSENT.
Motion by Alderman Zilly, second by Alderman Workman, that
the rehabilitation of some sewers under Project #5 be placed
under Project #1 for the work to proceed on Ravine Court at
a estimated cost of $12,200, from Sycamore to Main Street '
at a estimated cost of $22,100, and an additional 400 feet
on Sycamore with a$5,000 contingency. Roll call. AYES -
Aldermen Kovachevich, Zilly, Workman, Bohler, May, Chapman.
NAYS - None. Motion carried. 6 AYES 0 NAYS 2 ABSENT.

Motion by Alderman Zilly, second by Alderman Workman, permission
granted for a position of part-time at $4.00 per hour for
8 weeks for the Garbage Dept. Roll call. AYES - Aldermen

None. Motion carried. 6 AYES 0 NAYS 2 ABSENT.
OLD BUSINESS:
ORDINANCE - APPROPRIATION ORDINANCE. Second reading, read
by title. Motion by Alderman Chapman, second by Alderman
Zilly, the ordinance be placed on its passage as amended. Roll
call. AYES - Aldermen Kovachevich, Zilly, Workman, Bohler,
May, Chapman. NAYS - None. Motion carried. 6 AYES 0 NAYS
2 ABSENT. Ordinance being #1112.
ORDINANCE - AMENDING TITLE 3, CHAPTER 2 REGULATING SECOND
HAND DEALERS. Second reading, read by title. Motion by
Alderman Kovachevich, second by Alderman Chapman, the ordinance
be sent back to the Legal & Ordinance committee. Voice vote,
motion carried.
ORDINANCE - CLASSIFYING FIRE INVESTIGATOR JOHN L. STANKO A
PEACE OFFICER. Second reading, read by title. Motion by
Alderman Zilly, second by Alderman Bohler, the ordinance be
placed on its passage. Roll call. AYES - Aldermen Chapman,
May, Bohler, Workman, Zilly, Kovachevich. NAYS - None. Motion
carried. 6 AYES 0 NAYS 2 ABSENT. Ordinance being #1113.
NEW BUSINESS:
RESOLUTION - APPROVING SPECIFIC SALARIES FOR DEPARTMENT HEADS,
SUPERINTENDENTS, FULL-TIME APPOINTIVE EMPLOYEES AND PART-TIME
APPOINTIVE EMPLOYEES. First reading, read by title. Motion
by Alderman Workman, second by Alderman May, the resolution
be adopted. Discussion. Alderman Kovachevich said the
resolution would be retroactive back to May lst. Roll call.
AYES - Aldermen Kovachevich, Zilly, Workman, Bohler, May,
Chapman. NAYS - None. Motion carried. 6 AYES 0 NAYS 2 ABSENT.

RESOLUTION - RECALLING LAID OFF EMPLOYEE DAVE BURNHAM TO ACTIVE
STATUS AS A FIREMAN WITH THE CANTON FIRE DEPARTMENT. First
reading, read by title. Motion by Alderman Zilly, second
by Alderman Bohler, the resolution be adopted. Discussion.
Alderman Chapman asked how many firemen are laid off? Chief
Derenzy said that 2 had orginally been laid off, with one
of those laid off firemen taking his money out of the pension
fund. The other fireman has been working as a temporary
fireman, that being Dave Burnham. Roll call. AYES - Aldermen
Chapman, May, Bohler, Workman, Zilly, Kovachevich. NAYS -
None. Motion carried. 6 AYES 0 NAYS 2 ABSENT. Resolution
being #1171.
ORDINANCE - AMENDING TITLE 10 BY ADDING CHAPTER 15.1 RELATING
TO HOME OCCUPATIONS. First reading, read by title. Motion
by Alderman Chapman, second by Alderman May, the ordinance
be sent to the Planning & Zoning Commission for a public hearing
on August llth. Voice vote. motion carried.

BIDS - DEMOLITION OF PROPERTY AT 54 WEST MAPLE. Motion by
Alderman Bohler, second by Alderman Workman, the city clerk
be instructed to open the bids. Voice vote, motion carried.
Bidders are: Stambaugh & Sons in the amount of $2,632 with
an alternate bid without federal guidelines of $1,840. Bid '
secured with a cashier's check in the amount of $390.80. The
other bidder Chuck Kinsel in the amount of $2,650 and no
alternate bid. Bid secured with a cashier's check in the
amount of $400. Discussion. Cliff Sagaser City Engineer
said the bid forms are the same kind used in government finance
projects. Cliff also said he verbally told each of the
contractors to submit a bid as advertised, using the federal
scale. And to take the liberty of submitting a second bid '
to allow for irregularities and specifying you would not adhere
O to the federal guidelines.
