ORDINANCE APPROVING AND AUTHORIZING THE EXECUTION OF A CANTON BUSINESS
DEVELOPMENT DISTRICT NO. 1 REDEVELOPMENT AGREEMENT BY AND BETWEEN THE CITY OF
CANTON, FULTON COUNTY, ILLINOIS AND NEWBURN ENTERPRISES INC, AND KIM NEWBURN

Lovell stated the work being done is siding, roof and fence. The agreement would be to reimburse
them 25%, not to exceed $10,000.00

ORDINANCE APPROVING AND AUTHORIZING THE EXECUTION OF A CANTON BUSINESS
DEVELOPMENT DISTRICT NO. 1 REDEVELOPMENT AGREEMENT BY AND BETWEEN THE CITY OF
CANTON, FULTON COUNTY, ILLINOIS AND JBP PROPERTIES, LLC AND JACOB T. AND BROOKE T.
POSTIN (25-29 E. SIDE SQUARE)
This agreement involves renovations to the back side of the building with a reimbursement of
35% not to exceed $2,170.00

authorizing the execution of a Canton business development district No. 1 redevelopment
agreement by and between the City of Canton, Fulton County, Illinois and JBP Properties, LLC and

ORDINANCE APPROVING AND AUTHORIZING THE EXECUTION OF A REDEVELOPMENT
AGREEMENT BY AND BETWEEN THE CITY OF CANTON, FULTON COUNTY, ILLINOIS AND
ENCORE DANCE ACADEMY, L.L.C. AND WEST LOCUST CANTON, L.L.C AND ANGELA ORWIG
This will end up being approximately a $1,000,000.00 renovation. The agreement is a 25%
reimbursement that will be broken up into a $175,000.00 forgivable loan over the course of
seven years. The remaining 75,000.00 will be a TIF reimbursement

DISCUSSION ON THE TIF/BDD APPLICATION AND /OR AGREEMENTS FROM RED DOG.
Lovell stated this involves the Red Dog CF office on S. Main. There is a window that can’t be
repaired without considerable cost, so they are wanting to put siding on the front of it and then
fix the interior with the total cost being around $1,500.00. Lovell suggested putting together an
agreement with a reimbursement of 25% not to exceed $375.00

APPROVAL OF AN AGREEMENT WITH AMERICAN GEOSPATIAL FOR GREENWOOD CEMETERY
MAPPING SERVICES.

MFT RESOLUTION APPROVING TO FUND THE 2025 MFT MAINTENANCE PROGRAM IN THE
AMOUNT OF $525,000.00
City engineer Keith Plavec stated that this is the City’s 2025 program. There are two projects
this year and they are in the works right now working with the street department on
developing the City’s next five-year plan where they will evaluate all the streets in town. The

two that were selected were Buckey Street, 78 and 4. The main areas we are seeing issues

with are on 4 and towards Main Street. The building that will be coming in front of Wal-Mart
th
will create a high traffic area. Also, they will be working on 11 Avenue from Ash Street to the
City limit. Plavec stated that when they start evaluating the five-year plan they will be looking at
roadways, resurfacing, as well as the cost of ADA ramps.

approving to fund the 2025 MFT maintenance program in the amount of $525,000.00

RESOLUTION APPROVING A DEMOLITION REIMBURSEMENT AREEMENT RELATED TO
PROPERTY LOCATED AT 338 WEST LOCUST ST., CANTON, IL 61520
Mayor McDowell explained that the City has received numerous complaints on this property.
Jon McQuilkin, Drake Wilson and Keith Plavec worked together and condemned this property.
The owner has been contacted and wants to demo it and is asking for the City’s help. He sought
out bids and the lowest was $15,000.00. Mayor McDowell requested that the City reimburse
him 50%.

ORDINANCE ESTABLISHING THE POSITION OF AND JOB DESCRIPTION OF BUDGET OFFICER

AND ECONOMIC DEVELOPMENT ADMINISTRATOR (1 Reading)
Attorney Jump explained that this is the clean, revised draft of the job description. He went on
to say the edits entailed incorporating the statutory budget officer duties and making them
clearer. The ordinance is based on the one the City already has. Jump stated that once we have
gone through the process and council is approving the contract to appoint that person then
council will probably the same night approve an ordinance repealing the old one that has it as
the Treasurer
PROPERTY
ALDERPERSON PATRICK KETCHAM, CHAIR
ORDINANCE APPROVING THE PURCHASE OF REAL ESTATE FROM FULTON COUNTY AS
TRUSTEE (FOR THE TAXING DISTRICTS) AND AUTHORIZING BIDDING FOR DEMOLITION OF
REAL ESTATE
Attorney Jump explained they worked with the Fulton County Trustee who holds the taxes
during the process of a tax sale who’s willing to sell to the City six different properties for
$750.00 per property plus recording and filing fees. What this will allow the City to do is
streamline the process of demolishing significantly. The City would be able to go in and demo
the properties before taking title.
Motion and second were made by Alderpersons Ketcham/Pickel to approve the Ordinance for
the purchase of real estate from Fulton county as trustee (for the taxing districts) and authorizing
bidding for demolition of real estate.
