Edwards Way th 50 North 4 Avenue, Canton, Il 61520 A regular meeting of the Canton City Council was held on April 1, 2025 (6:30pm) at the Historic th Depot located at 50 North 4 Avenue Canton Illinois. STAFF IN ATTENDANCE: Mayor Kent McDowell, City Clerk Andi Smith-Walters, City Treasurer Crystal Wilkinson, Police Chief Mike Eveland, Fire Chief Scott Roos, Public Utilities Director Joe Carruthers. PUBLIC PARTICIPATION: MAYORAL COMMUNICATIONS/REQUESTED ACTION: CITY CLERK COMMUNICATIONS /REQUESTED ACTION: DEPARTMENT HEAD COMMUNICATIONS/REPORTS: City Treasurer Crystal Wilkinson, as requested by Council handed out actuarial evaluations to the council that came from the actuarial pension funds. Both the fire and police funds are doing well. Fire Chief Scoot Roos announced the fire department received a small equipment grant through the Office of the State Fire Marshall in the amount of $21,907 to buy cribbing for safety, rollover accidents, and vehicles. This is an annual event. Motion and second were made by Alderpersons Hale/Lingenfelter to approve a special event and road closure for Canton Bicentennial 5k and 1 mile run/walk at Greenwood Cemetery to be held on June 28. Motion and second were made by Alderpersons Hale/Nelson to approve a special event and road closure for the bicentennial parade of history to be held on June 28. COMMUNITY & ECONOMIC DEVELOPMENT ALDERPERSON JOHN LOVELL, CHAIR ORDINANCE APPROVING AND AUTHORIZING THE EXECUTION OF A FIRST AMENDMENT TO THE TIF DISTRICT REDEVELOPMENT AGREEMENT BY AND BETWEEN THE CITY OF CANTON AND WHITE COURT, LLC AND FRANK MORGAN (135, 141, 147 WHITE CT.) This was previously approved for renovation of the White Court Apartments. It was amended due to the fact that Morgan could not get the whole thing remodeled within stated time frame so he would like to break it up into three different phases. He has already completed phase 1 and is currently finishing up phase 2 and 3. Morgan is looking to amend the agreement to release the additional $30,000 in funds. The original agreement was for $45,000. Motion and second were made by Alderpersons Lovell/Chamberlin for approval of an ordinance approving and authorizing the execution of a first amendment to the TIF district redevelopment agreement by and between the City of Canton and White Court, LLC and Frank Morgan (135, 141, 147 White Ct). ACTION TO BE TAKEN ON THE FOLLOWING TIF/BDD APPLICATIONS AND/OR AGREEMENTS : ANGELA ORWIG FOR ENCORE DANCE ACADEMY (1000 W. LOCUST STREET). They have purchased the Kemper’s Rental Building. The intentions are to do quite a bit of renovations. Lovell thinks the breakdown would be $750,000 for the interior and $250,000 for the exterior. The hope is for the agreement to be written up soon and potentially do a small upfront BDD/loan and then do 95% reimbursement through TIF. PUBLIC WORKS ALDERPERSON ANGIE LINGENFELTER, CHAIR ORDINANCE AUTHORIZING THE PURCHASE OF A NEW BACKHOE/LOADER FROM ALTORFER INC. AND AUTHORIZING THE SALE OR TRADE-IN OF MUNICIPALLY OWNED EQUIPMENT. The purchase price of the backhoe/loader is $174,073. $25,000 was taken off this amount for the model being traded in so the total purchase price is $149,073. This was processed through the Source Well Company. Motion and second were made by Alderpersons Lingenfelter/Gossett to approve an ordinance authorizing the purchase of a new backhoe/loader from Altorfer INC and authorizing the sale or trade-in of municipally owned equipment in the total amount of $149,073. ORDINANCE AUTHORIZING PURCHASE OF A 2025 FORD F-350 FROM MORROW BROTHERS FORD. The purchase price is $70,031. This is a replacement vehicle for the Street Department. Motion and second were made by Alderpersons Lingenfelter/Gossett to approve an ordinance authorizing purchase of a 2025 Ford F-350 from Morrow Brothers Ford in the amount of $70,031 for the Street Department. ORDINANCE AUTHORIZING PURCHASE OF A 2024 FORD F-350 FROM MORROW BROTHERS FORD. INC. The purchase price for this is $80,877. This is a vehicle for the lake/campground. Motion and second were made by Alderpersons Lingenfelter/Ketcham to approve an ordinance authorizing purchase of a 2025 Ford F-350 from Morrow Brothers Ford in the amount of $80,877 for lake/campground usage. ORDINANCE AUTHORIZING THE PURCHASE OF A NEW 2025 ELGIN BROOM BEAR STREET SWEEPER; APPROVING AND AUTHORIZING REPURCHASE AGREEMENT; AND AUTHORIZING THE SALE OR TRADE-IN OF MUNICIPALLY OWNED EQUIPMENT. The purchase price is $319,048 and will be financed locally through Ipava State Bank at 4.002% for five years. This purchase is through a general fund expenditure account. There has to be a five year service agreement in order to repurchase. Motion and second were made by Alderpersons Lingenfelter/Lovell to approve an ordinance authorizing the purchase of a new 2025 Elgin Broom Bear Street Sweeper; approving and authorizing repurchase agreement; and authorizing the sale or trade-in of municipally owned equipment in the amount of $319,048.
