ADDITIONS OR CORRECTIONS TO THE AGENDA: PUBLIC PARTICIPATION: MAYORAL COMMUNICATIONS/REQUESTED ACTION: Mayor McDowell presented a proclamation for Joseph Ginger. CITY CLERK COMMUNICATIONS /REQUESTED ACTION: DEPARTMENT HEAD COMMUNICATIONS/REPORTS: Police Chief Mike Eveland announced in Fulton County you can now text 911 if you are unable to make the phone call, and the phone must be registered to a phone plan in order to work. Fulton County urges that residents still call so they can explain what’s happening unless they are in a situation where they cannot call. This information can be found on the city website. Fire Chief Scott Roos stated Fulton County is still in the dry category for potential fires, even with the most recent rain. A fire can escalate very rapidly and there is a burn order in affect. Going forward, use precautions when burning, stay with the fire until it is fully put out, and on windy days do not burn. Secondly, cigarette fires are very common, even if you think you put them out all the way. A cigarette can stay lit or relight up to 3 hours after being “put out”. Public Utilities Director Joe Carruthers explained within the packet the council was given a copy of the equipment replacement program. For fiscal year 25 at the next council meeting some of those items will be brought to attention once resolutions have been made for them. Carruthers also provided pictures of the progress that has been happening uptown. CONSENT AGENDA - APPROVAL OF THE COUNCIL MEETING MINUTES HELD MARCH 4, 2025. COMMITTEE REPORTS: PUBLIC SAFETY AND LEGAL ALDERPERSON JUSTIN NELSON, CHAIR RESOLUTION APPROVING A LEACHATE TREATMENT AGREEMENT BETWEEN THE CITY OF CANTON AND ILLINOIS POWER RESOURCES GENERATING, LLC. Public utilities director Joe Carruthers explained this is a contract that needs renewed and will be good for another couple of years. Motion and second were made by Alderpersons Nelson/Lovell to approve a resolution approving a Leachate treatment agreement between the City of Canton and Illinois Power Resources Generating, LLC. REGULATORY AND POLICY ALDERPERSON ANGELA HALE, CHAIR COMMUNITY & ECONOMIC DEVELOPMENT ALDERPERSON JOHN LOVELL, CHAIR Michelle Spiva from SRPED stated she had a few projects to update the council on. The first one being a broadband project. She was approached by Illinois Broadband Lab and the U of I extension and they are interested in having Fulton County in a 12 week program. The state of Illinois released another billion dollars’ worth of funding for broadband expansion, and we are entitled to additional funding. The purpose of the project is for research to find out where our unserved and underserved areas are. Secondly, the Office of Economic and Empowerment is a small business grant that a majority of the Canton small businesses qualify for. Spiva is working with many businesses, and this will be open for another month. It is anywhere from $10,000- $245,000. You can use this money for a startup, purchasing a property, and equipment. It is a very open ended grant. Not all of Fulton County qualifies, but Canton does. ORDINANCE APPROVING AND AUTHORIZING THE EXECUTION OF A CANTON BUSINESS DEVELOPMENT DISTRICT NO. 1 REDEVELOPMENT AGREEMENT BY AND BETWEEN THE CITY OF CANTON, FULTON COUNTY, ILLINOIS AND BILLY’S TAP, INC. AND ASHLEY N. HARPER (172 E. ELM ST.). The project total is $92,000 with a reimbursement not to exceed $23,000. Motion and second were made by Alderpersons Lovell/Nelson for approval of an ordinance approving and authorizing the execution of a Canton business development district No. 1 redevelopment agreement by and between the City of Canton, Fulton County, Illinois and Billy’s Tap, INC., and Ashley N. Harper for a total project cost of $92,000 with a reimbursement not to exceed $23,000. Conover and Robin A. Fewkes D.B.A Blessings Primitives with a project cost of $36,150 with a reimbursement not to exceed $9,213. PUBLIC WORKS ALDERPERSON ANGIE LINGENFELTER, CHAIR RESOLUTION APPROVING REPAIRS TO THE BRIDGE CARRYING WALNUT STREET OVER BIG CREEK IN THE AMOUNT OF $8,597.00 TO COME OUT OF THE MOTOR FUEL TAX FUNDS. City Engineer Keith Plavec explained was a project that was set aside by the state. There was $52,440 of covid money that could be used for certain projects and the city decided to use these funds for the Walnut Street project. The total project cost ended up being $118,552. Between the MFT and Covid dollars, there is an additional $8,597 to be paid out to the contractor. This is essentially a supplemental resolution requesting money from MFT to cover the rest of the costs. Motion and second were made by Alderpersons Lingenfelter/Ketcham to approve a resolution approving repairs to the bridge carrying Walnut Street over Big Creek in the amount of $8,597 to come out of the Motor Fuel Tax funds. RESOLUTION APPROVING A WATER PRE-ANNEXATION AGREEMENT BETWEEN THE CITY OF TH CANTON AND SHERRILL RUEY INVOLVING REAL PROPERTY LOCATED AT 625 N. 20 AVENUE, CANTON, IL 61520 (PIN #09-08-25-201-015). This was discussed at the public hearing prior to the council meeting. Mayor McDowell added th this is the 20 Avenue water line the city crews put in during the fall. There are people out by the lake area who have opted to tap into city water. Motion and second were made by Alderpersons Lingenfelter/Ketcham to approve a resolution approving a water pre-annexation agreement between the City of Canton and Sherrill Ruey th involving real property located at 625 N. 20 Avenue, Canton, IL 61520 (PIN #09-08-25-201-015). FINANCE ALDERPERSON ANDRA CHAMBERLIN, CHAIR UPDATE FROM PHILLIPS, SALMI AND ASSOCIATES ON FINAL AUDIT RESULTS FOR FY24. Tom Burrows, who is an audit manager from Phillips, Salmi and associates gave an update to the council regarding the FY24 audit. Some of the testing that was completed this year included bank reconciliation, confirming cash amounts, debt balances, and tax revenues that were received. They were pleased to report there were no disagreements with management during the audit and there weren’t any standard changes implemented. Burrows provided a brief financial statement stating they offered an unqualified opinion, which is the best auditing opinion that can be given, which means they were provided with information needed to be able to perform the audit and it is believed that the financial balances provided in the statement are materially correct. The city’s long term debt increased by roughly around $150,000 from FY23 and a large portion of that was due to the $2.8 million loan that was taken. Total governmental revenues decreased by approximately $200,000 during the fiscal year, the main factor being the city did not receive any more ARPA funds. Garbage revenues increased by roughly $21,000 during the fiscal year. The financial statements that Burrows went over was provided to the council to look over. Total revenues received for FY24 were $17.3 million and compared to FY20 with a revenue of $13.1 million, there was an increase of around 31%. On the expense side, there were $16.5 million in expenses for FY24 compared to $11.8 million in FY20. Cash investments for FY24 were $13.7 million and FY20 was $6.5 million. Burrows believes the city is in a good financial position and the city has done well at generating money back into the community. IT AND CYBERSECURITY ALDERPERSON GREG GOSSETT, CHAIR LABOR AND EMPLOYMENT ALDERPERSON RALPH GRIMM, CHAIR PROPERTY ALDERPERSON PATRICK KETCHAM, CHAIR APPROVAL OF THE HISTORIC DEPOT ADA ACCESS IMPROVEMENTS BID FROM OTO BAUM COMPANY, INC IN THE AMOUNT OF $108,688.00. City Engineer Keith Plavec explained that the project consists of adding steps so there won’t be such a significant drop and adding a new ramp. The current ramp that the depot does have is not wide enough nor does it meet ADA requirements. Public utilities director Joe Carruthers touched based on where the funding for the project is coming from. The city applied for a county grant and received $25,000. There was $40,000 in the FY25 budget for improvements and then there is a safety reimbursement grant for $21,022. Plavec provided a diagram for the council to look over. OPERA HOUSE UPDATE AND CHANGE ORDER 01. There were updates provided in the packet that was handed out to the council. The weather has been good so there has been a lot of progression on this project.
