ORDINANCE NO. 4477
AN ORDINANCE APPROVING AN AGREEMENT WITH AMERICAN GEOSPATIAL
FOR GREENWOOD CEMETERY MAPPING SERVICES
WHEREAS, the City of Canton (the "City") is an Illinois municipality and a non-home
rule municipality in accordance with the Constitution of the State of Illinois of 1970; and
WHEREAS, American Geospatial (Steven M. Di Naso) performs cemetery mapping
services for cemeteries; and
WHEREAS,the City owns, operates, and maintains the Greenwood Cemetery; and
WHEREAS, American Geospatial (Steven M. Di Naso) desires to perform cemetery
mapping services for Greenwood Cemetery; and
WHEREAS, the services to be provided by American Geospatial (Steven M. Di Naso)
requires services of individuals possessing a high degree of professional skill when the ability or
fitness of the individual pays an important part;
WHEREAS, the City Council finds that it is in the best interests of the City and its
residents that the City enter into the Agreement between City of Canton, Illinois and American
Geospatial (Steven M. Di Naso) for the Greenwood Cemetery Mapping Services, a copy of such
agreement is attached hereto as Exhibit A; and
WHEREAS,the corporate authorities find it to be clearly in the public's interest to
proceed with the approval of the Agreement and has agreed,by this Ordinance and by a vote of
two-thirds (2/3) of the alderpersons holding office,to waive competitive bidding requirements in
relation to same.
NOW,THEREFORE,BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
CANTON,FULTON COUNTY,ILLINOIS,AS FOLLOWS:
SECTION 1. The City of Canton hereby finds as fact the recitals set forth above and are
incorporated herein as though fully set forth.
SECTION 2. That the Agreement Between the City of Canton and American Geospatial
(Steven M.Di Naso)for the provision of Greenwood Cemetery Mapping Services,a copy of which
is attached hereto as Exhibit A(the"Agreement")is hereby approved. Any applicable competitive
bidding requirements set forth by Illinois law and the Canton Municipal Code are hereby waived.
SECTION 3. That the Mayor, or his designee, of the City of Canton, Illinois is hereby
authorized and directed to execute the Agreement.
SECTION 4. That all ordinances or parts thereof in conflict with this Ordinance are hereby
expressly repealed.
SECTION 5. If any part or parts of this Ordinance shall be held to be unconstitutional or
otherwise invalid, such unconstitutionality or invalidity shall not affect the validity of the
remaining provisions of this Ordinance.
SECTION 6. This Ordinance shall be in full force and effect upon its passage, approval,
and publication as required by applicable law.

AGREEMENT BETWEEN
CITY OF CANTON,ILLINOIS
AND
AMERICAN GEOSPATIAL
Executed on February 180,2025
PURPOSE:To provide the City of Canton with a new and accurate map of all Sections, Lots,
and Spaces in histori.c_Green_.wood Cemetery. Services to include an aerometric survey of the
grounds to a triangulated rietvuork of high-precision horizontal and vertical control
=spddesJp
nts covering 78acres��ies of detailed cemetery maps illustrating all sections,
the cemetery;-including lot ownership and space status,and a full record
of interment as illustrated in the pilot project provided with this proposal. Printed and
laminated maps andthe associated record books will be billed separately for a nominal,fixed
cost per map print and book,as outlined under the Proposed Schedule of Services,and will be
provided in print at various scales and as digital media for reproduction. This field-based
mapping initiative and digital transformation of40.75 acres ofthe cemetery's necropolis will
provide a turn-key Geographic Information System the Village can independently maintain.
Work is to be performed between March 15; 2025, and December 315; 2027, subject to
weather conditions. Note, the scope and acreage of the desired area to be mapped is
negotiable based on the City's immediate needs.
A retainer in the amount of$8,395 shall be made to American Geospatial prior to beginning
the project. Payments can be divided into two (2) or three (3) fiscal years as needed. Given
three years, a payment in the amount of$ 11,195 shall be paid no later than December 315,
2026, or upon completion of one-third of the project acreage (-14 acres of the necropolis),
whichever occurs first,a second installment of$11,195 after completion of two-thirds of the
project, and a third and final installment of$ 11,195 upon completion of the project for a
contracttotal of$41,980.Checks should be made payable to American Geospatial and mailed
to Steven M.Di Naso,2341 Saratoga Pl.,Charleston,IL 61920.
IN WITNESS WHEREOF, the parties have caused this agreement to be duly signed and
executed with the intention of becoming legally bound thereby.

CEMETERY AEROMETRIC&CADASTRAL MAPPING PROPOSAL

Greenwood Cemetery—Overview
The Greenwood Cemetery consists of approximately 78.04 acres(per Fulton County GIS),40.75
acres of which comprises the cemetery's necropolis(extent of existing interments),and can be generally
described as a large aliquot located in the center of Section 34,Township 7 North,Range 4 East of the
4'h Principal Meridian in Canton Township,Fulton County,Illinois.Existing maps of the cemetery consist
largely of non-spatial,hand-drawn digitally rendered maps with no photogrammetry.
Aerial Photogrammetry
An accurate base map is required to properly align the cadastral data(Sections,Lots,and
Spaces)to real-world geographic coordinates.Aerial reconnaissance of the entire cemetery with our
commercial Unmanned Aerial Vehicle(UAV)will consist of an amalgamation of approximately 2,900
high resolution,low altitude(85-95 ft.AGL)aerial photos covering some 73 acres,offering ample
overlap beyond that of the cemetery proper.The aerial photogrammetry will be'stitched'together
using a proprietary algorithm to produce a single,seamless aerial photo of the cemetery,far exceeding
the resolution of any commercially available product.Our UAV flights typically produce imagery with
pixel resolutions 512 mm.
DGPS/TPS Ground Control Network
To'secure'the photogrammetryto the landscape,we will set and monument temporary bench
marks(TBM's),i.e., precision horizontal and vertical control(survey-grade±1-2cm)using Static DGPS
and TPS(Total Station)methods.Our aerometric control network and base line survey will be tied into
this network pre-flight.Thus,our photogrammetry of the cemetery,and the cadastral fabric we draft
(Sections, Lots,and Spaces),will be tied to the control network and will be of equal H/V resolution.This
wilt permit detailed mapping and orientation of all cadastral data on the physical landscape.Note,
although we produce survey-grade maps,these should not be considered a Not of Survey.Our spatially
accurate maps can,however,be used to accurately measure distance and direction when printed to-
scale.Our intent is to use the ILSPC93E(Illinois State Plane West Coordinate System,NAD83(2011)).
When officially released,we will project these data to the new Illinois Coordinate System 2022
(ICS2022),as defined by the modernized National Spatial Reference Frame(NSRS)using the National
Terrestrial Reference Frame of 2022(NATRF2022)by the National Geodetic Survey(NGS).However,we
can tie your data to any coordinate system you prefer.
Greenwood Cemetery New&Accurate Maps
A new and accurate series of cemetery maps illustrating the Lots,Spaces,Lot Ownership,and
Interment Status within each Section,will be produced to-scale for the entire cemetery.The first series
of maps will be produced at smaller scales(i.e.,covering a large area), highlighting general details such
as sections and lot boundaries,lot numbers,etc.The second series of maps will be produced at larger
scales(i.e.,covering a smaller area),highlighting greater detail such as lot owner and interment status,
name of decedent,etc. Note,the quantity and scale of all maps will be discussed prior to issuing any
deliverables and ultimately can be customized to include any level of detail at any desired scale,
including laminated,paneled wall maps for your maintenance shed.
Greenwood Cemetery Turn-Key Geographic Information System
A'dignal'copy and'turnkey'Geographic Information System(GIS)of the cemetery data will be
provided at the end of the project which will permit the Village to maintain these digital data into the
future.There are numerous options available for continued maintenance of these data and we can
discuss this in more detail at a future cemetery board meeting.The Proposed Schedule of Services
below is for cemetery mapping services only and is necessary to bring all existing maps and data into a
current technological framework for additional services,such as online,interactive mapping.The
following are the foundational steps needed to build a digital fabric of the entire cemetery and a turn-
key GIS system.
Proposed Schedule of Professional Services
Horizontal& Vertical Control
Static GPS Surveys 4to 6 hours of GPS ephemeris @ 6 sec interval,multi-baseline.
This includes data from NAVSTAR,GLONASS,and GALILEO GNSS:
TPS Survey Set temporary benchmarks and triangulation using TPS to establish
precision horizontal and vertical control across the cemetery.
Aerometric Services
Aerial Survey Multiple flights covering 66 acres,±2,900 aerial images at 95'AGL.
Aerometric HV Control Precision HV Control Network to tie-in Aerometric Data.
Aerial Processing Photogrammetric data post-processing to produce a single aerial mosaic
from acquired imagery.
RDBMS&Programming
Cemetery dB Build and Compile,the Greenwood Cemetery Relational Database
Management System and Geodatabase(GDB)for digital storage of
cemetery Cadastral geometry,associated attribute table(s),and
photogrammetry.
Cadastral(G!S)Services
Cadastral (Sections) Build all Sections.
Cadastral (Blocks) Build all Lot Boundaries.
Cadastral (Lots) Build all Space Boundaries
Cadastral Splits Segmentation of Lots and Spaces(lot divisions,double interments,
cremains,etc.)as necessary.
Cemetery Attributes Attribution of all Sections, Lots,and Spaces(e.g.,section number,lot
number,lot ownership,space and interment attributes such as
decedent first and last,date of birth/death/interment,etc.,as
necessary).
Cartographic(GIS)Services
Cemetery Mapping Author 2025 Greenwood Cemetery maps. Produce detailed maps of the
entire cemetery at a scale and size agreed to upon acceptance of the
contract.Number of maps to be determined.
Inventory Assessment
Record Books Author cemetery record books.Production of the Lot Owner's Book.The
Lot Owner's Book consists of two(2)books.The first book is organized
by Section, Lot,and Space.The second book is organized by Owners
Last(name).Production of the Record of Interment Book.The Record of
Interment Book also consists of two(2)books.The first book is
organized by Section, Lot,and Space.The second book is organized by
Decedent Last.These books are generally spiral bound and printed on
acid-free,high-quality paper,and will have a spatial index for quick
reference between the map(s)and record entries. Note, because of the
large number of interments,a set of books will likely be produced for
each section as necessary.A professionally bound,hard cover,set of
books can be printed for an additional fee.
Deliverables
Cemetery Maps Estimated number,scale,and size,to be determined.
Inventory Assessment Two(2)Ownership Books and two(2) Record of Interment Books.
Digital Maps Copies of all maps and books in digital format(e.g.,.pdf,jpg,etc.,as
desired).
Turn-Key GIS A high-resolution,geospatial model of the Greenwood Cemetery,
including all cadastral and attribute data,and the 2025
photogrammetry.
