A regular meeting of the Canton City Council was held on
March 3rd, 1987 in Council Chambers.
PLEDGE OF ALLEGIANCE OPENED THE MEETING FOLLOWED BY THE
INVOCATION GIVEN BY CITY CLERK NANCY WHITES.
Mayor Edwards asked for roll call at 6:30 p.m. Present: '
Aldermen Zilly, Steck, Sarff, Workman, Bohler, May, Chapman. '
Absent: Alderman Kovachevich.
MINUTES OF FEBRUARY 17 MEETING. Motion by Alderman Zilly,
second by Alderman May, the minutes of February 17th be
accepted and placed on file. Voice vote, motion carried.
COMMUNICATIONS FROM DAVID LEEZER - COMMUNITY DEVELOPMENT
DIRECTOR AND BUDGET ADMINISTRATOR. Representatives from
the NBC "Today Show" will be in Canton to highlight the
accomplishments of CIC.
O Jeff Johnson from DCCA and director of Enterprise Zone .
~ programs will also be marketing CIC.
~ The "Good Deed Project" has reached a total of $23,000 with
= the Moose Lodge donating $2,100 from a weekend fund raiser.
~ On March 27 I'll be attending a meeting of the Illinois
Q Enterprise Zone Association, which will be held in Champaign
Illinois, to obtain marketing money.
At the committee level I'll be requesting permission for '
the city attorney and myself to attend a one day seminar
on collective bargaining and arbitation on March 2yth in '
Chicago.
COMMUNICATIONS FROM CLIFF SAGASER - CITY ENGINEER. Cliff
and David Leezer reported that they had approached Aldi's
to see if the city could offer some assistance when they
both heard the project was not going to go. We wanted to
encourage that particular site. David and Cliff both stated
that they had not offered any money, but to date, Aldi's
is still interested. Dave said the effort was to clean
up an eyesore in the most used intersection in town. I'd
like to see it become a TIF District. The approval for
demolition and site preparation must come from council.
Richard Rogers who spoked for Aldi's said it would cost
$65,000 to $80,000 for footings. Aldi does not want tq
spend that much money. Cliff Sagaser said the footings
shouldn't cost that much.
Jim Malmgren City Attorney asked if the city obligates itself
and has out of pocket expenses and the project doesn't go
thru, will Aldi's reimburse the city for those funds?
Mr. Rogers said Aldi's will enter into an agreement if two
conditions are met. 1) a letter of guarantee from the
Illinois EPA for on site problems. 2) demolition of buildings
and preparation of the land.
Mayor Edwards said a TIF District will bring in increments
of $1,300 per year after a building is built.
The EPA became involved because the area formerly housed
gas stations.

Alderman Sarff said it really is a blighted area. I would
really like to see that area developed. This sounds like
the same plan as Fred Palin with the difference being in
the sales tax, which would go to the taxing bodies. I would
be willing to go along with the demolition of buildings
and the preparation of land.
Motion by Alderman Workman, second by Alderman Sarff the
staff be directed to proceed with discussions with Aldi
Inc. and approve the demolition of buildings and preparation
of the land concept, contingent upon receiving the EPA letter.
Discussion. Alderman Zilly said to proceed with caution
and spend less than what a TIF District would bring in.
Roll call. AYES - Aldermen Zilly, Steck, Sarff, Workman,
Bohler, May, Chapman. NAYS - None. Motion carried. 7

COMMITTEE REPORTS:
Public Works, Water & Sewer.
Council Action
Motion by Alderman Chapman, second by Alderman May, to accept
the petitions presented at committee for annexation of
properties on E. Walnut Street between 17th Avenue and 20th
Avenue and the petitions be sent to the Planning & Zoning
Commission. Voice vote,motion carried.
Lake, Buildings & Grounds.
Council Action
Motion by Alderman Chapman, second by Alderman May to approve
the concept of the Illinois Water Commission for the city
to offer its support to assist in finding funds for a
feasibility study for the copperas creek lake project. Voice
vote, motion carried.
Motion by Alderman Chapman, second by Alderman Bohler, to
lease 3 acres of lake property. Discussion. Mayor Edwards
said a check had been received for last year in the amount
of $120. Voice vote, motion carried.
Motion by Alderman Chapman, second by Alderman Workman,
to instruct the staff to negotiate with officials of the
Village of Banner to work out an agreement for two acres
of the 9.9 acres the city owns. Voice vote, motion carried.

Motion by Alderman Chapman, second by Alderman May, to approve
the bid for work at the dam to grout and plug the concrete
conduit from Specialized Engineering at $46,600. Roll call.
AYES - Aldermen Chapman, May, Bohler, Workman, Sarff, Steck,
Zilly. NAYS - None. Motion carried. 7 AYES 0 NAYS 1 ABSENT.
Motion by Alderman Chapman, second by Alderman Workman,
the approval of an maintenance agreement from Wallace &
Tiernan for the standpipe for cathodic protection in the
amount of $1,100. Roll call. AYES - Aldermen Zilly, Steck,
Sarff, Workman, Bohler, May, Chapman. NAYS - None. Motion
carried. 7 AYES 0 NAYS 1 ABSENT.

Council Action
Motion by Alderman Workman, second by Alderman Chapman,
to relocate a street light from one end of West Elm to 465 '
West Elm Street. Roll call. AYES - Aldermen Chapman, May, '
Bohler, Workman, Sarff, Steck, Zilly. NAYS - None. Motion
carried. 7 AYES 0 NAYS 1 ABSENT.

Q COMMUNICATIONS FROM MAYOR EDWARDS. Mayor Edwards reported '
~ that Georgia Morgan's liquor license should be for a class ~
~ A Tavern license, as the ordinance states a Supper Club
= cannot have a bar area.
[n Motion by Alderman Sarff, second by Alderman Workman, the
Q liquor license for Georgia Morgan be changed from a Supper
Club license to a Class A Tavern license. Discussion.
Alderman Bohler asked if they would be staying open all '
night? Mayor Edwards replied they close at midnight. Voice
vote, motion carried.
Mayor Edwards said he would be sending out a memo to the
Legal & Ordinance Committee and asking them to review the
Class B Supper Club license.
The "Good Deed Project" is receiving much activity. Letters
were sent from my office to mayors in the surrounding
communities to participate and sell the idea. So far, I'm
not having good results. Money is coming in from far away
places.
The Moose Lodge was thanked as well as musicians for all
their work in making the day a successful one for the "Good
Deed Project.°
Received communications from the Canton Historical
Preservation & Development Commission and the Betterment
Commission on the subject of the landscaping in front of
the Daily Ledger. Both letters are recommending the
landscaping be retained as it lends itself aesthetically
to downtown development.
OLD BUSINESS:
ORDINANCE - GRANTING A HOME OCCUPATION PERMIT FOR THE
OPERATION OF A BEAUTY SHOP AT 107 HARVESTER LANE. Second
reading, read by title. Motion by Alderman May, second
by Alderman Workman, the ordinance be brought before the
council for reconsideration. Discussion. Alderman Sarff
stated that he had calls pro and con. The opposition to
this is not just on Harvester Lane. The residents are
wondering what will be next? They moved in that area with
no businesses and they would like to leave it that way.
Alderman Steck said he agrees with Alderman Sarff. Alderman
Zilly responded to the issue by saying she's always been
against Home Occupations, but there is an ordinance in effect
that allows the Home Occupations. Roll call. AYES - Aldermen
Zilly, Steck, Sarff, Workman, Bohler, May, Chapman. NAYS
- None. Motion carried. 7 AYES 0 NAYS 1 ABSENT. Ordinance

ORDINANCE - ANNEXING CERTAIN TERRITORY TO THE CITY OF CANTON, '
FULTON COUNTY ILLINOIS. (WEST LOCUST LIMITS) Second reading,
read by title. Motion by Alderman Chapman, second by Alderman
Sarff, the ordinance be placed on its passage. Roll call.
AYES - Aldermen Zilly, Steck, Sarff, Workman, Bohler, May,
Chapman. NAYS - None. Motion carried. 7 AYES 0 NAYS 1
ABSENT. Ordinance being #1135.
ORDINANCE - AMENDING ORDINANCE NUMBER 1129, ENTITLED: AN
ORDINANCE PROHIBITING PARKING ON LINDEN STREET FROM NORTH
MAIN TO NORTH FOURTH AVENUE. Second reading, read by title.
Motion by Alderman Zilly, second by Alderman Steck, the
ordinance be placed on its passage. Roll call. AYES -
Aldermen Chapman, May, Bohler, Workman, Sarff, Steck, Zilly.
NAYS - None. Motion carried. 7 AYES 0 NAYS 1 ABSENT.

NEW BUSINESS:
CANVASS OF THE VOTES FEBRUARY 24 PRIMARY ELECTION. The
city clerk reported that a canvas of the votes was done
with the members of the canvassing board composed of Mayor
Edwards, city attorney Jim Malmgren and city clerk Nancy
Whites. A total of 336 votes were cast with 4 spoiled
ballots. Victor Kovachevich received a total of 168 votes.
Sue Ellen Oatman received a total of 164 votes.
Motion by Alderman Bohler, second by Alderman Sarff to approve
the canvass of votes. Voice vote, motion carried.
ORDINANCE - ANNEXING AND REZONING CERTAIN REAL PROPERTY.
(PROPOSED PRISON PROPERTY) First reading, read by title.
ORDINANCE - AUTHORIZING AND DIRECTING THE TRANSFER OF FUNDS
FROM THE WORKING CASH FUND TO THE GENERAL CORPORATE FUND.
First reading, read by title.
RESOLUTION - DESIGNATING THE CANTON AREA CHAMBER OF COMMERCE
AS AGENT FOR THE CITY OF CANTON TO COLLECT "PROJECT GOOD
: DEED" DONATION. First reading, read by title. Mayor Edwards
said the ordinance would allow the contributions to be tax
exempt and the chamber is not tax exempt. The city appointed
the Chamber of Commerce as their agent. Out of pocket
expenses that the chamber has incurred will be all that's
deducted and the balance will be deposited in the city's
account at the bank, which was announced at the kick off
dinner. Pdotion by Alderman Sarff, second by Alderman Zilly,
the resolution be placed on its passage. Roll call. AYES
- Aldermen Zilly, Steck, Sarff, Workman, Bohler, May, Chapman.
