PLEDGE OF ALLEGIANCE OPENED THE MEETING, FOLLOWED BY THE INVOCATION GIVEN BY MAYOR DONALD E. EDWARDS. Mayor Edwards asked for roll call at 6:30 p.m. Present - Aldermen Steck, Sarff, Meade, Bohler, May, Chapman. Absent - Aldermen Kovachevich, Zilly. MINUTES OF NOVEMBER 15 MEETING. Motion by Alderman Sarff, second by Alderman May, the minutes of November 15th be accepted and placed on file. Voice vote, motion carried. COMMUNICATIONS FROM DAVID LEEZER - COMMUNITY DEVELOPMENT DIRECTOR. Motion by Alderman Sarff, second by Alderman Bohler, an ordinance be drafted for the sale of the city owned lot at 559 East Elm Street. Voice vote, motion carried. On December 1, Larry Krulac of CIC presented the city a check for $43,134.44 for its Rural Development Loan Fund. Of that amount, $15,102.00 is for principal and interest due from February 22, 1988 (date of filing of bankruptcy) to June lst, 1988. The remainder of the amount $27,626.01 is interest and principal due for December lst, 1988. Motion by Alderman May, second by Alderman Chapman, the payment complys in conformity with the note of CIC. Voice vote, motion carried. The new water system being installed for residents on East Walnut Street, of all contacted, only two residents have not paid the $750 nor returned the service agreement. One of the homeowners that has not signed nor paid is Robert Wheeler. One of the problems that he was experiencing was the difficulty in allocating $750 in a lump sum. Thus we are proposing a payment schedule in an effort to ease Mr. Wheeler's financial burden. We propose that Mr. Wheeler obligate six (6) semi-monthly payments of $125 each. This would be similar to our normal water billing schedule for most users. The payments would come due the twentieth day of December, February, April, June, August & October. This $125 cost would be above and beyond any other water bills that Mr. Wheeler would accure during the period. I had a letter sent to Mr. Wheeler detailing the plan that city engineer Cliff Sagaser and I have put togather. Mr. Wheeler is very much aware that the proposal is contingent upon city council approval. If council concurs, we will be asking city attorney Jim Malmgren to develop a contract regarding the plan to protect both parties. Motion by Alderman Steck, second by Alderman Bohler, the city attorney draft an agreement with Robert Wheeler to pay the rate of 10% per annum for the water line on East Walnut Street. Discussion. David said the other party who has not signed or paid has asked for an extension but has not set up any schedule as yet. Roll call. AYES - Aldermen May, Bohler, Meade, Sarff, Steck. Motion carried. s 455 CONTINUED December 6, 1988 Motion by Alderman Sarff, second by Alderman Meade, the . city attorney draft an ordinance with a$750 tap on fee for other lots on East Walnut Street. Discussion. Jim Malmgren city attorney said he thinks its appropriate to leave a time limit on both East Walnut Street and the Bar-Mac Subdivision, for if you don't you leave it open ended. A definite time limit of some ten or twelve years so at the end of that period of time will know who has rebate forth coming. Roll call. AYES - Aldermen Steck, Sarff, Meade, Bohler, May, Chapman. NAYS - None. 6 AYES 0 NAYS 2 ABSENT. Motion carried. COMMUNICATIONS FROM CLIFF SAGASER - CITY ENGINEER. The new car wash on East Linn is being reconstructed and their requesting permission to install a new 8x5 sign on an existing post that will extend by 2 feet. O Motion by Alderman Chapman, second by Alderman May, the approval granted for a 8x5 sign for the car wash on East ~ Linn Street and the owner of the property would be required ~ to remove the sign at his/her expense if the city should = decide a need for that property. Cliff reported the following for informational purposes: The water line on East Walnut Street is completed except for fire hydrants not being installed. The water line on North 20th Avenue is completed except for tying into the system at both ends. The Bar-Mac Subdivision water line is planned to begin tomorrow by the state's contractor. Jerry Leander's water line for Rt 78 is on hold at his request. The sewer for the prison property that is going thru the city's lift station to the prison property is approximately 55~ complete today. All items are completed on firehouse #2 the city was instructed to perform as part of our agreement. Cliff Sagaser City Engineer gave an update of the agreement the city has with Don Inmans of Sherwood Forest Trailer Court. The original agreement states that a water meter is to be on each one of the 50 or so trailers. Mr Inmans was to install the meters, then the city was to read the individual meters two times and then hand deliver the bill to Mr. Inmans. Mr. Inmans was to pay the difference of what goes thru the individual meters on the trailers and the two big meters at the beginning of the trailer court. Mr. Inmans was to be responsible for all bills. His agreement from Sherwood Forest and the city's water department was an agreement for two billing periods, or until December, and then he is to take over ownership. He is now requesting an extension of time. 456 CONTINUEU December 6, 1988 Cliff said he thought Mr. Inmans was to disburse the bills and to collect the money from the homeowners and the city would be given one check from Don Inmans for the bills. Mr. Inmans said not all homes have meters. He thought all the meters were to be read until he purchased the property. He wants the city to read the meters and send the bills to the homeowners, and is also requesting an extension on reading the water meters until he `purchases~ the property. He plans to purchase within 5 months. Motion by Alderman Bohler, second by Alderman Chapman, an extension of 6 months be granted. Voice vote, motion carried. Mayor Edwards asked for bids on the furnaces for the Public Safety Building? No one responded to the request. COMMITEE REPORTS: Public Safety & Traffic. Council Action None. Streets & Garbage. Council Action None. Public Works, Water & Sewer. Council Action Motion by Alderman May, second by Alderman Chapman, to purchase computer memory of 85 megabytes at a cost of $2,500. Roll call. AYES - Aldermen Steck, Sarff, Meade, Bohler, May, Chapman. NAYS - None. 6 AYES 0 NAYS 2 ABSENT. Motion carried. (The committee minutes reflect the purchase of 45 megobytes at a cost of $1,260.00. Upon purchasing of 45 megobytes they were know longer available) Motion by Alderman May, second by Alderman Sarff, to purchase pipe to hook up the surface wash filters at a cost of $6,821 and to be paid from the depreciation account and to wave the bidding requirements. Motion by Alderman Steck, second by Alderman May, the appointment of Dave Chaddock, Bob Matuesik to the Zoning Board of Appeals to fill vacancies be confirmed. Voice vote, motion carried. Dave Scott will be holding a benefit for the area churches food pantry at the Elks Club for December 14. Motion by Alderman Sarff, second by Alderman May, to open the bids. Voice vote, motion carried. Bidders are: White Easley for the brand of furnace is Whirlpool, for one furnace $3,980, for two $7,520 and for three $11,280. G.M. Mechanical for the brand of furnace is Carrier, and for one furnace $3,500, and for two $6,800 and for three $9,900. G.M. Mechanical for the brand of furnace is Lennox and for one $3,700, and for two $7,100, and for three $10,100. Automatic Heat for the brand of furnace is Comfortmaker, for one $3,975, for two $7,850 and for three $11,625. Motion by Alderman Bohler, second by Alderman Meade, to send the bids to the Clerical Committee.
