A regular meeting of the Canton City Council was held on
October 4, 1988 in Council Chambers.
PLEDGE OF ALLEGIANCE OPENED THE MEETING FOLLOWED BY THE
INVOCATION GIVEN BY CITY CLERK NANCY WHITES.
Mayor Edwards asked for roll call at 6:30 p.m. Present
- Aldermen Kovachevich, Zilly, Steck, Sarff, Meade, Bohler,
May, Chapman. Absent - None.
MINUTES OF SEPTEMBER 6th. Motion by Alderman Sarff, second
by Alderman May, the minutes of September 6th, be accepted
and placed on file. Voice vote, motion carried.
: MINUTES OF SEPTEMBER 13th SPECIAL MEETING. Motion by
Alderman Zilly, second by Alderman Bohler, the minutes
of September 6th special meeting be accepted and placed
on file. Voice vote, motion carried.
MINUTES OF SEPTEMBER 20th. Motion by Alderman Steck, second
by Alderman Sarff, the minutes of September 20th be accepted
and placed on file. Voice vote, motion carried.
COMMUNICATIONS FROM DAVID LEEZER - COMMUNITY DEVELOPMENT
DIRECTOR AND BUDGET ADMINISTRATOR. David Leezer is on
vacation, no report available.
COMMUNICATIONS FROM CLIFF SAGASER - CITY ENGINEER. Crawford,
Murphy and Tilly sent a letter concerning Project 5 Sewer
Rehabilitation and Sewer Separation. Bidding has been
completed for the material on the project with CM&T making
the following recommendations for accepting bids.
Division A- Furnish Sewer Pipe & Fittings, Sidener, Inc.
$8,205.14
Division B- Furnish Manholes & Castings, Coady Co.
$8,891.25.
Division C- Steel Casing Pipe, Universal $2,655.00.
Division D- Furnish Granular Materials (Sand & Gravel),
no bid received.
Division D- 1 Granular Cradle, Type A, Weast Sand & Gravel
$2,730.50
Division D-2 Select Granular Backfill, Weast Sand & Gravel
$2,760.00.
Division E- Yet to receive bids.
Division F- Install Steel Casings for Sewer, Gene Miller
Co. $9,950.00.
Division G- Furnish Ready Mix Concrete, Fulton County
Concrete $405.00 Both bids the same, however, we recommend
award to Fulton County Concrete because they can furnish
concrete in the small quantities necessary for patching
on this project.
Division H- Furnish Bituminous Concrete, Pschirrer Asphalt
$105.00.
Division I- Furnish Granular Cradle,Type B, Moline Consumers
$31,336.80.
Division J- Furnish Fertilizer, Tarter Feed & Seed $104.00.
Division K- Furnish Grass Seed, F/S $370.00.

Division L- Furnish Aggregate Base Course, Moline Consumers
$291.60. (Does not met IDOT specifications)
Division M, N, O, P, Yet to receive all bids. '
Division Q- Earth Excavation, (Backhoe & Operator), Leo
Poggioli $72.50 per hour and Slack Excavating $75 per hour.
Cliff Sagaser is concerned as to what equipment will be
used as the work has to be done in 56 hours. Depending
on the equipment it could run up the cost. Cliff also
stated, when asked by the mayor, that he did not know why
item L base course does not meet IDOT specifications.
Motion by Alderman Sarff, second by Alderman Chapman, to
accept the recommendations of CM&T with Cliff Sagaser making
the decision on Division Q and the financial review from
* the mayor. Roll call. AYES - Aldermen Chapman, May,
Bohler, Meade, Sarff, Steck, Zilly, Kovachevich. NAYS - None.
O The Canton Union School District's Building & Trades class
~ will be building a house in Westview Estates. They are
~ requesting from the city to waive the fees on the building
permit, sewer tap and water meter.

m Motion by Alderman Sarff, second by Alderman May, to abate
a the fee of $75 for a water meter for 2 years and permanently
abate the building permit fee, sewer tap fee and water
meter fee to the Canton School District for the new house
in Westview Estates. Discussion. Alderman Zilly felt
that we should abate the fees for 2 years but not
permanently.
Alderman Sarff felt we're taking monies out of one taxing
bodies pocket. ' '
Cliff Sagaser City Engineer said the home owner will benefit
only. Roll call. AYES - Aldermen Kovachevich, Steck,
Sarff, Meade, Bohler, May. NAYS - Aldermen Zilly, Chapman.
6 AYES 2 NAYS 0 ABSENT. Motion carried.
The Canton School Board is requesting the extension of
sidewalk repair north of the administration building on
the South side of the street for 66 feet of sidewalk that
needs to be replaced. They are asking the city to bear
one-half of the expense of $660. Mayor Edwards said the
area is not in the Tax Increment area.
Alderman Meade asked if this is the area that people are
falling and getting injured?
Cliff said it was.
Motion by Alderman Bohler, second by Alderman Meade, to
repair a 4X4 area of sidewalk north of the administration
building on the South side of the street. Roll call. AYES
- Aldermen Chapman, May, Bohler, Meade, Sarff, Steck, Zilly,
Kovachevich. NAYS - None. 8 AYES 0 NAYS 0 ABSENT. Motion
carried.
Slack Excavating has cleaned sludge ponds at the lake at
$75.00 per hour for 11 hours, with a total cost of $825.00.
The city is holding a$1,000 retainer on the dam project.
The mayor said since we have a leak to hold off on returning
the retainer. ~

there might be a air gap and will have to get the lake
back up to full level to be able to tell.
Mayor Edwards asked if the lake is providing an adequate
supply of water with this area of concern presen.t?
Cliff Sagaser said, no!
Mayor Edwards suggested the retainer of $1,000 be sent
to the Mechanical Committee.
Motion by Alderman Zilly, second by Alderman Kovachevich,
to continue to hold the retainer of $1,000 of Slack
Excavating for the dam project until all problems are solved
and bring back to the next council meeting. Voice vote,
motion carried.
Motion by Alderman Zilly, second by Alderman Chapman, the
approval to pay Slack's Excavating $825 for cleaning the
sludge ponds at the lake. Roll call. AYES - Aldermen
Kovachevich, Zilly, Steck, Sarff, Meade, Bohler, May,
Chapman. NAYS - None. 8 AYES 0 NAYS 0 ABSENT. Motion
carried.

Motion by Alderman Meade, second by Alderman Sarff, to
accept the quote for salt of 300 tons with the city picking
up the salt at the terminal and salt supplied by Cargill
at $23.75 per ton. Roll call. AYES - Aldermen Chapman,
May, Bohler, Meade, Sarff, Steck, Zilly, Kovachevich. NAYS
- None. 8 AYES 0 NAYS 0 ABSENT. Motion carried.

Council Action
Motion by Alderman May, second by Alderman Chapman, the
approval to replace the motor for the skid loader at the
amount of $2,395. Roll call. AYES - Aldermen Kovachevich,
Zilly, Steck, Sarff, Meade, Bohler, May, Chapman. NAYS
- None. 8 AYES 0 NAYS 0 ABSENT. Motion carried.
COMMUNICATIONS FROM MAYOR EDWARDS. Western Illinois
Educational Co-op is still interested in leasing Firehouse
#2, no check has been received or the lease agreement. If
either have not been received by the next Council meeting
the ordinance should be rescinded.

Mayor Edwards said he was concerned about an additional
water supply. After the dryness this past summer, if another
year of dryness continues, we could be hurting. Appointment
of 3 members to this committee.
Motion by Alderman Sarff, second by Alderman Bohler, the
appointments of Alderman Zilly as chairman, Ray McKinney,
Cliff Sagaser to find another source of water be confirmed.
Voice vote, motion carried.
And executive session of Personnel and Imminent Threatened/
Pending Litigation to be added to the bottom of the agenda.

~ ORDINANCE - ABATING ALL OF THE BOND LEVY FOR THE 1988-1989
= FISCAL YEAR ($480,000 PRINCIPAL AMOUNT OF SEWER BONDS,
~ SERIES 1988). First reading, read by title. Jim Malmgren
Q City Attorney said the council will be acting on this
annually.
ORDINANCE - ABATING 60~ OF THE SPECIAL SERVICE AREA TAX
PREVIOUSLY LEVIED BY THE CITY IN THE CITY OF CANTON'S SERVICE
AREA NO. SIX FOR THE FISCAL YEAR BEGINNING MAY 1, 1988
AND ENDING APRIL 30, 1989. First reading, read by title.
Jim Malmgren City Attorney said this is an annual ordinance
reached with the tax payers.
ORDINANCE - REMOVING RESTRICTED PARKING ON THE NORTH SIDE
OF WEST WALNUT STREET FROM SOUTH MAIN STREET TO MARTIN
AVENUE IN THE CITY OF CANTON, ILLINOIS. First reading,
read by title. Motion by Alderman Bohler, second by Alderman
Sarff, the last 3 ordinances be sent to the Legal & Ordinance
Committee. Voice vote, motion carried.
RESOLUTION - APPROVING A PRE-ANNEXATION AGREEMENT (WHESTINE).
First reading, read by title. Motion by Alderman Steck,
second by Alderman Sarff, the resolution be adopted. Roll
call. AYES - Aldermen Chapman, May, Bohler, Meade, Sarff,
Steck, Zilly, Kovachevich. NAYS - None. 8 AYES 0 NAYS
0 ABSENT. Motion carried. Resolution being #2043.

First reading, read by title. Motion by Alderman
Kovachevich, second by Alderman Bohler, the resolution

LITIGATION. Motion by Alderman Sarff, second by Alderman
May to go into executive session. Voice vote, motion
carried.
