A regular meeting of the Canton City Council was held on
September 20th, 1988 in council chambers.
PLEDGE OF ALLEGIANCE OPENED THE MEETING FOLLOWED BY THE
INVOCATION GIVEN BY Donald E. Edwards, Mayor.
Mayor Edwards asked for roll call at 6:30 p.m. Present.
Alderman Kovachevich, Zilly, Steck, Sarff, Meade, Bohler,
May, Chapman. Absent. None.
COMMUNICATIONS FROM DAVID LEEZER - COMMUNITY DEVELOPMENT
DIRECTOR. David presented a budget for the Historic
Preservation Commission for FY 88-89. The total budget
is $1,100 with the following outlined for those expenditures,
Travel Expenses $100; Training $350; Postage $50; Advertising
$100; Printing $75; Other Professional Services $200; Other
Contractual $225.
Motion by Alderman Zilly, second by Alderman Meade to approve
the budget of Historic Preservation Commission for FY 88-89.
AYES - Aldermen Chapman, May, Bohler, Meade, Sarff, Steck,

COMMUNICATIONS FROM CLIFF SAGASER - CITY ENGINEER. Bids
were received for a used truck for the Water Department. ,
Bidders were: Coleman Pontiac 1985 Chevy $6,992; James
McKee 1979 Ford Explorer $3,400; Velde Ford Sales, Inc.
1983 Dodge Custom $4,100; Jim McComb Chevrolet 1985 $7,260,
1986 Scottsdale $9,251, 1985 P.U. $7,995, 1987 Dodge $9,484;
Lewis Sandefur 1987 Fleetside $11,500; Ray Dennison Chevrolet
1982 Ford $6,500, 1985 Ford $8,191, 1987 Ford $7,406, 1985
Dodge $7,994, 1986 GMC $9,492. I'm requesting permission
to purchase a 1986 Ford F-150 for a total of $7,250 from
Velde Ford in Pekin. This vehicle was not submitted in
the bidding process.
Motion by Alderman Sarff, second by Alderman Bohler, the
approval to purchase a 1986 Ford truck from Velde Ford
for the amount of $7,250. Roll call. AYES - Aldermen

Informational: Some eighty-five days ago the city sumbitted
plans for the East Walnut Street water line extension. The
Illinois EPA related to the city it would take about twelve
weeks to get a permit. The EPA called on September 19th
and stated that the city was still on the restricted status
list of Trihalomethanes. Today, I asked the water plant
to gather togather information on the Trihalomethane level,
which the number of .058 is a parts per million of
trihalomethane in the water. The quarter before that the
level was .060, before that it was .105, and the quarter
before that, it was .180. Those 4 added togather, taking
the average out, yields the number .101. If were over
.099 we automatically go on a restricted status level.
The last report was submitted in August and we don't have
the tabulations, but we expect them to be .060 or there

about, and if they are anything less than .100 we will
be removed from the restrictive status list. We feel very
positive it is going to happen.
The custodial bid letting will be on October llth.
We have received Project #5 bids which is the final project
for the water line. Recommendations to accept the bids
will be done at the committtee meeting.
The sidewalk project for South Main and West Pine Street
has commenced. The contractor submitted l0o of the bid.
The awarding of the bid was qiven to Fulton County Concrete.
They have progressed thru the project and have completed
more than 10% of the work. Cliff is asking for approval
to give Fulton County Concrete back their cashier's check
in the amount of $1,577.16.
Motion by Alderman May, second by Alderman Chapman, the
bid check of Fulton County Concrete be returned to them.

I have had numerous request from those living outside the
city limits for city water. Cliff said he would be working
up a cost list for the committee.
Alderman Zilly said she had noticed the water level at
the lake which seems low, does this have any affect on
the Intake Tower?
Cliff said no, as a matter of fact the water level last
week was 62 inches. If it got down 10 feet low Ray McKinney
and Cliff would be making recommendations to the council
on cutting back.

Finance.
Council Action
Motion by Alderman Kovachevich, second by Alderman Sarff,
approval of the Health Care premium increase of $20 for
the employee and an additional $30 for dependent coverage
per month. Discussion. This will make the cost per month
for each employee $117.64 and dependent coverage $274.86.
Roll call. AYES - Aldermen Kovachevich, Zilly, Steck,
Sarff, Meade, Bohler, May, Chapman. NAYS - None. 8 AYES

Motion by Alderman Kovachevich, second by Alderman Bohler,
to pay the pay estimate for Project #4 to Hillyer Excavating
in the amount of $7,315.52. Roll call. AYES - Aldermen
Chapman, May, Bohler, Meade, Sarff, Steck, Zilly,
Kovachevich. NAYS - None. 8 AYES 0 NAYS 0 ABSENT. Motion
carried.

Motion by Alderman Kovachevich, second by Alderman Zilly,
that $200 be appropriated to purchase ballons and brackets
to be placed on downtown buildings to help eliminate the
bird problem. Discussion. Alderman Zilly asked if any
business or the chamber had been contacted to help defray
the cost? Mayor Edwards said that 2 business's have been
contacted. Roll call. AYES - Aldermen Kovachevich, Zilly,
Steck, Sarff, Meade, Bohler, May, Chapman. NAYS - None.

Motion by Alderman Kovachevich, second by Alderman Sarff,
a bill in the amount of $3,456.95 be paid to ICBO for the
third time, (the previous 2 checks paid have never been
cashed) for the review of building plans of the Graham
Hospital and the Elks Lodge. Roll call. AYES - Aldermen
Chapman, May, Bohler, Meade, Sarff, Steck, Zilly,
Kovachevich. NAYS - None. 8 AYES 0 NAYS 0 ABSENT. Motion

a on recruiting? Robert DeRenzy said about 5-6 fire volunteers

of Main and Elm Streets at a cost of $2,500. Roll call.

Motion by Alderman Kovachevich, second by Alderman Steck,
to continue the pledge to Spoon River Marketing for the
fourth year in the amount of $3,655. Roll call. AYES
- Aldermen Kovachevich, Zilly, Steck, Sarff, Meade, Bohler,
May, Chapman. NAYS - None. 8 AYES 0 NAYS 0 ABSENT. Motion
carried.
Motion by Alderman Kovachevich, second by Alderman Sarff,
city attorney Jim Malmgren be allowed to attend a one day
seminar on Wrongful Discharge in Chicago at a cost of $295
for registration. Roll call. AYES - Aldermen Chapman,
May, Bohler, Meade, Sarff, Steck, Zilly, Kovachevich. NAYS
- None. 8 AYES 0 NAYS 0 ABSENT. Motion carried.

the approval to purchase 2 free standing gas heaters for
city hall at a cost of $225 each. Roll call. AYES -
Aldermen Kovachevich, Zilly, Steck, Sarff, Meade, Bohler,

carried.

Council Action
Motion by Alderman Sarff, second by Alderman Bohler, that
three temporary police officers be reinstated with back
pay do to adjustments in the pay scale. Roll call. AYES
- Aldermen Kovachevich, Zilly, Steck, Sarff, Meade, Bohler,

COMMUNICATIONS FROM MAYOR EDWARDS. Motion by Alderman
Bohler, second by Alderman May, the appointment of Douglas
Whitehead as a Auxiliary Policeman be confirmed. Voice
motion.
Motion by Alderman Sarff, second by Alderman May, to approve
the recommendaton of the Liquor Commission to issue a Class
A liquor license to Larry Brown (The Office) at the address
of 154 E. Elm (Tom's Pub). Roll call. AYES - Aldermen
Chapman, May, Bohler, Meade, Sarff, Steck, Zilly,
Kovachevich. NAYS - None. 8 AYES 0 NAYS 0 ABSENT. Motion
carried.
Jim Malmgren City Attorney reported that he had received
a phone call from Jim Burke president of IPRI. On behalf
of IPRI Jim Burke authorized Jim Malmgren to make the
following statement. Jim Burke will not be here tonight
and did want to confirm with Jim Malmgren, although there
has been discussion with various companies who are interested
in the company those discussions will not bear fruit until
at least November of this year. They are planning on seeking
protection of Chapter 11 Bankruptcy filing.
A drawing was held to award 4$50 savings bonds to those
who registered at the Y.W.C.A. the day of the Festival
Parade. Winning a$50 bond is Don Buck, Gretchen Duchardt,
Roland Pettit, Don Hopper.
Mayor Edwards reported that an item became a hot issue
before one of the committee's for the Chamber. The
discussion was about some of the buildings in the downtown.
I thought we would bring this up for discussion and Cliff
Sagaser can add what went on. A citizen contacted me and

also Alderman Kovachevich. They are naming the Mason
building, Capitol Theatre and Hulit School. I have talked
to John Davis and he is making progress on his building
(Edwards building) and is working inside.
Cliff Sagaser City Engineer said the Edwards building was
mentioned at the meeting, also the Dahm Hall building. The
committee members were very concerned about what is being
done to these buildings. The entire meeting was the
discussion on these buildings. They want something done
to them, they didn't like the idea that their just sitting
there. They discussed the fact that they had waited along
time to see if something happened to these buildings. They
felt that fixing up the fronts of the buildings would not
be as expensive as having to fix up the entire interior.
Charlie Wright was at the meeting and is planning to have
a progam on the air where by people can call in and discuss
0 this, like a straw vote as to how the citizens feel about
~ it.
~ I don't know if there's anything legal that we can do as
= far as making them tear them down. I did tell them that
m I had searched the code book as a building official and
Q the only thing I could make them do is cover up openings
in a building that are over 3 feet, and I have no choice
on what they cover it with.
Mayor Edwards said that what you reported to me, that was
what irritated me, and that was someone said that Mason
was a friend of mine so he could do what he wanted to,
and that's far from the truth.
Cliff said there was alot of discussion about various people
who own certain buildings. The fact that the city gave
Vic Mason his building for $1 and some of them felt he
should give it back for $1. I'm sure there probably are
some liens on the building, you can't just give it back
to whom you so choose. These things were discussed and
it did come out that perhaps the mayor was a friend of
the owner of the building.
Mayor Edwards stated the he thinks its a very poor excuse
for somebody to want to stick Vic Mason on him, I resent
that, if he was a friend he'd fix it up, or take care of
it. I don't mean to say he's not a friend.
Cliff said it was also metioned that the Dahm Hall building
should be torned down. Cliff said he strongly told them
it should not be torned down because it is not a structly
unsafe building. It should not be condemned just because
its not being used.
Mayor Edwards said he would like for something to happen
to these buildings, the downtown would be much better served
if these buildings were put back in use. When the market
place is there, there will be buyers for these buildings.
As far as Mason's case I have no idea what he has in that
building. I'm sure he has more than a$1 in it as we've
seen him cut planks, put windows in it, and spent many

many dollars on it. If he even wanted to give it back
to the city for $1.00 I'd just as soon accept it and give
it to someone else and make the same kind of agreement
again.
Jim Malmgren city attorney said so far all the monies spent
is the city's, the chamber has never came up with money
to help out. One of the buildings that is being examined
is the Hulit School. My concern is the amount of money
legally required to demolish, again at the city's expense.
You may see several years budgets going into buildings.
I've asked that 3 buildings be examined by the architect
and by the Fulton County Health Department with a written
report back to the city.

NEW BUSINESS:
ORDINANCE - AN ORDINANCE PROVIDING FOR AN ANNUAL SALARY
FOR THE MAYOR OF THE CITY OF CANTON, ILLINOIS. First Reading,
read by title. Motion by Alderman Sarff, second by Alderman ~
Kovachevich, these three ordinances concerning salaries
of elected officials be sent to the Legal & Ordinance
committee and all council members to attend that meeting.
Voice vote, motion carried.
