A regular meeting of the Canton City Council was held on
February 2, 1988 in council chambers.
PLEDGE OF ALLEGIANCE OPENED THE MEETING, FOLLOWED BY THE
INVOCATION GIVEN BY CITY CLERK NANCY WHITES.
Mayor Edwards asked for roll call at 6:30 p.m. Present:
Aldermen Kovachevich, Zilly, Steck, Sarff, Meade, Bohler,
May. Absent: Alderman Chapman.
MINUTES OF JANUARY 19 MEETING. Motion by Alderman Zilly,
second by Alderman Sarff the minutes of January 19 be
accepted and placed on file. Voice vote, motion carried.
COMMUNICATIONS FROM DAVID LEEZER COMMUNITY DEVELOPMENT
DIRECTOR AND BUDGET ADMINISTRATOR. The second utility
tax check was received. The check for the month of December
totaled $42,119.43.
0 Aldi's Inc opened for the first time today, the store
~ experienced a very strong response.
~ The Illinois Enterprise Zone Association met in city hall
= recently. A very good presentation was given by Larry
m Krulac of CIC and Dennis Dawson of Basement De-Watering.
Q Dennis presented a very impressive show.
COMMUNICATIONS FROM CLIFF SAGASER - CITY ENGINEER.
Quotations were received from a John Deere dealer and a
Case dealer for a new backhoe. No quotes were received
from Caterpillar Tractor.
Streets need to be considered for the MFT program for this
year. The aldermen need to turn in their request of streets
that are in need of repair.
A permit was granted to proceed on the water line to the
Canton Correctional Center.
We have been trying to find where the other water leak
is. We think it's wasting about 200,000 gallons a day.
One leak was found, that one was the major cause of the
extra 2 million gallons of water that were treating.
I was surprised in the number of chips at the IPRI plant.
Their laying all over the place.

Council Action
Motion by Alderman Steck, second by Alderman May, the
approval to purchase a police car at a cost of $11,214
from the Illinois Association Chief of Police. Discussion.
Chief Molleck said Art & Gene's tried very hard to meet
that price. Bob suggested keeping the old cars and saving
them for parts. The diplomat models are used heavily in
police work. Roll call. AYES - Aldermen May, Bohler,
Meade, Sarff, Steck, Zilly, Kovachevich. NAYS - None. 7
AYES 0 NAYS 1 ABSENT. Motion carried.

Motion by Alderman Steck, second by Alderman Zilly, the
approval to purchase bar lights for a police car at a cost
of $509.45. Roll call. AYES - Aldermen Kovachevich, Zilly,
Steck, Sarff, Meade, Bohler, May. NAYS - None. Motion
carried. 7 AYES 0 NAYS 1 ABSENT.

Council Action
Motion by Alderman May, second by Alderman Sarff, to approve
the repair for the water main on East Elm Street at a cost
of $2,500. Roll call. AYES - Aldermen Kovachevich, Zilly,
Steck, Sarff, Meade, Bohler, May. NAYS - None. 7 AYES
0 NAYS 1 ABSENT. Motion carried.
Motion by Alderman May, second by Alderman Sarff to approve
the expenditure of $1,440 to upgrade the lift station at
the industrial park. Discussion. Mayor Edwards said the
money will be reimbursed from the tap fees. Roll call.
AYES - Aldermen May, Bohler, Meade, Sarff, Steck, Zilly,
Kovachevich. NAYS - None. 7 AYES 0 NAYS 1 ABSENT. Motion
carried.
Informational: Cliff Sagaser City Engineer said that council
should consider buying 2 machines that allows the repair
of water mains or the installation of a valve with the
water on. They cost $7,500 each. Referred to the Finance
Committee.
COMMUNICATIONS FROM MAYOR EDWARDS. None.
OLD BUSINESS:
ORDINANCE - AUTHORIZING THE ISSUANCE OF UP TO $480,000
OF GENERAL OBLIGATION BONDS, SERIES 1988. Second reading,
read by title. Motion by Alderman Sarff, second by Alderman
Zilly, the ordinance be placed on its passage as amended.
Discussion. Jim Malmgren City Attorney said this is the
ordinance as amended that was presented to council at the
last regular meeting. Tentatively the closing is scheduled
for March lst at the National Bank. Roll call. AYES -
Aldermen Kovachevich, Zilly, Steck, Sarff, Meade, Bohler,
May. NAYS - None. 7 AYES 0 NAYS 1 ABSENT. Motion carried.

NEW BUSINESS:
RESOLUTION - APPROVING AN AGREEMENT BETWEEN THE CITY, THE
NATIONAL BANK, STATE BANR, AND COMMUNITY BANK AND TRUST
COMPANY. First reading, read by title. Motion by Alderman
Steck, second by Alderman Sarff, the resolution be adopted.
Discussion. Jim Malmgren City Attorney said hopefully
the city would be able to use the Water & Sewer funds for
at least to partially abate the tax levy on this. Roll
call. AYES - Aldermen May, Bohler, Meade, Sarff, Steck,
Zilly, Kovachevich. NAYS - None. 7 AYES 0 NAYS 1 ABSENT.
Motion carried. Resolution being #2023.
ORDINANCE - AMENDING TITLE 5, CHAPTER l, RELATING TO THE
FIRE DEPARTMENT AND ITS ADMINISTRATION. First reading,
O read by title. Referred to the Legal & Ordinance Committee.
~ ORDINANCE - ESTABLISHING TITLE 5, CHAPTER 9 RELATING TO
~ HAZARDOUS MATERIALS. First reading, read by title. Referred
= to the Legal & Ordinance Committee.
