PLEDGE OF ALLEGIANCE OPENED THE MEETING FOLLOWED BY THE INVOCATION GIVEN BY NANCY WHITES CITY CLERK. Mayor Edwards asked for roll call at 6:30 p.m. Present - Aldermen Kovachevich, Zilly, Steck, Sarff, Meade, Bohler, May, Chapman. Absent - None. MINUTES OF FEBRUARY 21 MEETING. Motion by Aldermam Zilly, second by Alderman May, the minutes of February 21, 1989 be accepted and placed on file. Voice vote, motion carried. COMMITTEE REPORTS: Public Safety & Traffic. Council Action ~ ~ None. ~ Streets & Garbage. _ m Council Action a None. Lake, Building & Grounds. Council Action None. Motion by Alderman Chapman, second by Alderman Sarff, to accept the report from the Lake Ad Hoc Committee as guidelines for implementation. Discussion. Mayor Edwards said he had been considering a permanent Lake Ad Hoc Committee to advise the council on problems and to be a watch dog at the lake and at the water shed. This would be handled similar to a Comprehensive Plan. Voice vote, motion carried. Public Works, Water & Sewer. Council Action Motion by Alderman May, second by Alderman Chapman, the approval for yellow lines to be painted on the road surface from llth Avenue to 13th Avenue on East Myrtle Street. Discussion. Alderman Sarff asked what part of the block? Cliff Sagaser reported on the South side of the street, which this street is in the worse condition. Between 9th and lOth & lOth and llth the same condition exist. Police Chief Robert Molleck said we would have to declare no parking on that side of the road. Motion and second withdrawn. Motion by Alderman Meade, second by Alderman Zilly, the hiring of additional laborers for the sewer plant be sent to the Negotiations & Personnel Committee. Voice vote, motion carried. Motion by Alderman May, second by Alderman Steck, the approval for additional program for the water billing to accomodate the provisions of the recently passed Ordinance on Water Conservation at a cost of $800. Motion~~ carried. 488 CONTINUED March 7, 1989 COMMUNICATIONS FROM MAYOR EDWARDS. The Chamber of Commerce will have a kick off of "Community Beautification" the last week of April. This will be for a block at a time. This will need to be brought before the Clerical Committee to consider using Tax Increment Funds for purchasing of paint. A memo was sent to the Public Works Departments for the general clean up of alleys and streets because of the usual ciders and things that come from winter. OLD BUSINESS: ORDINANCE - ANNEXING CERTAIN TERRITORY TO THE CITY OF CANTON IN BAR-MAC SUBDISION, OWNED BY JIMMIE GUMBEL/VERNON COURTNEY. Second reading, read by title. Motion by Alderman Sarff, second by Alderman Bohler, the ordinance be placed on its passage. Roll call. AYES - Aldermen Kovachevich, Zilly, Steck, Sarff, Meade, Bohler, May, Chapman. NAYS None. 8 AYES 0 NAYS 0 ABSENT. Motion carried. Ordinance being #1232. NEW BUSINESS: BIDS - CONSTRUCTION OF A 12 INCH DIAMETER FINISHED DEEP WELL. Motion by Alderman Steck, second by Alderman Sarff to open the bids. Voice vote, motion carried. Bidders are: Albrecht Well Drilling, Inc. bid for Division I$58,882, Division II $230,560 for a total bid of $289,442. Brotcke Engineering bid for Division I$75,665., Division II $213.990 for a total bid of $289,655. Layne-Western bid for Division I$48,255., Division II $280,560 for a total bid of $328,815. Wehling Wellworks, Inc. bid for 5 Division I$69,310 and Division II $193,063 for a total bid of $262,393. Cliff reported that the bids can not divided/split by Divisions. Mayor Edwards said that money to pay for this is available by borrowing. We could also increase our water rates by an additional .lOG. Cliff said he has been talking to Illinois Water Resources and our other options have been the Illinois River which would cost one million and a quarter. Also the recycling of sewage assuage has been considered. Cliff said they would be drilling in an area that has St. Peter Sandstone. The exact location is around the Water Plant Building, back of the hill west and with the pipe coming in at the old boat dock around 200 feet West. Motion by Alderman Sarff, second by Alderman Chapman, to accept the low bid of Wehling Wellworks, Inc. of Beecher Illinois at a bid price of $262,393 for both divisions I and II with built in variables. RESOLUTION - ACCEPTING AND AUTHORIZING THE EXECUTION OF A GRANT AGREEMENT BETWEEN THE CITY AND THE ENVIRONMENTAL PROTECTION AGENCY. First reading, read by title. Motion by Alderman Steck, second by Alderman Sarff, the resolution be adopted. Discussion. Mayor Edwards said this is a $27,000 reduction in the grant. Roll call. Those involved in making the film possible is a new company known as Channel 1 Productions, and owned by Gayle Ellis, Cliff Phillips and Gordon James. Alderman Kovachevich reported that Illinois is known to _ have the highest utility rates. Our Commerce Commission members need to be elected to answer to the voters. Motion by Alderman Kovachevich, second by Alderman Zilly, a letter be written to our representatives recommending election of the Commerce Commission. Voice vote, motion carried. EXECUTIVE SESSION - IMMINENT, THREATENED/PENDING LITIGATION. Motion by Alderman Kovachevich, second by Alderman May, to go into executive session. Voice vote, motion carried. Minutes of the executive session are on file in the office of the city clerk. Council reconvened in open session at 7:32 p.m. Discussion was held on the bid for well drilling and a motion made and seconded to accept Wehling Well Works, Inc.
