Nlayor Edwards asked for roll call at 6:30 p.m. Present - Aldermen Steck, Sarff, Meade, Bohler, May, Chapman. Absent - Alctermen Kovachevich, Zilly. Alderman Kovachevich's mother-in-law is very ill. Alderman Zilly will be out of town. ~ ~ MINUTES OF OCTOBER 17, 1989. Motion by Alderman Steck, second by Alderman May, the minutes of Uctober 17 be accepted and placed on file. Voice vote, motion carried. COMMITTEE REPORTS: Public Safety & Traffic. Council Action Motion by Alderman Steck, seconci by Alderman Sarff, the approval for Police Chief Robert Niolleck to attend a law enforcement ~dministration seminar in Springfield on December 13-15 at a cost of approximately $177, with state reimbursement of $260.50. Roll call. AYES - Aldermen Chapman, May, Bohler, Meade, Sarff, Steck. NAYS - None. 6 AYES 0 NAYS 2 ABSENT. Motion carried. Informational: I~iike Elam had been nominated for the FBI P~ational Academy. He will be on stand by if he passes his exam. If someone drops from the class, Nlike will be going for training April lst, if no one drops, he will be attending the July 1 session. ~ Streets & Garbage. ~Irr Council Action Motion by Alderman Meade, second by Alderman Nlay, approval for the replacement of a cylinder for the garbage truck- at a cost of $1,3~1.20 plus freight. Public Works, Water & Sewer. Council Action None. COMMUNICATIONS FROM DiAYOR EDVi1ARDS. Negotiations chairman Alderman Sarff asked for an executive session to discuss ~ Negotiations, immediately after this meeting. • i STS Consulatants Ltd had made a presentation at the committee level for the Fairview Landfill concerning the treatment of the leachate from the Fairview Landfill to our sewer pldnt. They called the mayor since that meeting and asked that the council delay any action or ciiscussion on this for a lengthy period of time. Cliff Sagaser, city ~nc~ineer, had talked 100 CONTINUED November 8, 1989 to Doug Hermann a executive of the company about their reasons for withdrawing their request. The reasons being because of the State of Illinois having some new standards that will be imposed on our sewer plant regarding the requirement of amonia-nitrogen, as this could affect our decision, and until that is stablized, we don't want to address bringing in any other material until that's finalized and we know exactly where we're at. Motion by Alderman Meade, second by Alderman May, to table the request of STS Consultants, Ltd. for treatment of leachate from the Fairview Landfill indefinite, or until the city knows the exact requirements on the amonia-nitrogen control. Voice vote, motion carried. Al1 unanimous. The Public Works department was complimented for their assistance and work on Project 5. Three departments have worked togather on this project, that is alot of team work and it is appreciated. State Representative Tom Homer was able to get a bill passed giving $300,000 to the city for financing of Well #2. Appreciate the efforts of Tom Homer, this is the second time he has come thru for the city, the first time was on our Dam project. Cliff Sagaser, city engineer gave the following update on Well #2. The contractor reported that the pump has not been delivered yet. The lake level to date is down to 12 feet 11~ inches according to Water Superintendant Ray McKinney. Cliff reported that we're having problems with brown water in various locations in town, basically in the area of Van Dyke Drive and Van Winkle. Gary Orwig and i flushed many water hydrants in the area of VanWinkle. I then reviewed the water lines drawing in that area and decided that probably the reason for this problem, the prison draws water from 2 lines, one on West Walnut that's an 8 inch line and the other line is on West Locust that is an 6 inch line. Because of the flow of water coming thru 4~alnut Street, there is a loop going to the north of Walnut and also one on the south. The biggest problem is the one to the south and I suspect because of the heavy draw on demand of water, the water has a tendency to go both directions in these loop lines. So as a result of that we have closed a valve on the 8 inch line forcing all the water to go thru these two 4 inch lines. We're hoping this will take care of the brown water problem. We were instructed to advertise for bids for purchasing a backhoe. We haven't done that yet, but did ask for quotes. Received quotes from Martin Equipment on a 410 John Deere and Eighmy Equipment on a F80-K Case. I realize this is riot in accordance to receiving sealed bids, but as a result of renting a 310-C John Deere and our own backhoe, we knew more of what we needed. I want to call your attention to the backhoe from Martin Equipment Company, this is a John Deere 410 with extended hole, to dig 18 feet 8 inches deep, 4-wheel drive. This machine can be leased with the intent to purchase. The lease arrangement is a$7,500 payment the first year, with f the balance being $40,000. Annual payments of $7,693 includes 82% interest if you calculate that at 7 years you'll pay about $14,000 in interest. I recommend to the council consider purchasing this piece of equipment. Alderman Steck stated that the motion was to go out for sealed bids and specifications. I'm a little upset it wasn't, but I still feel this way, it should be advertised for seal bids. 101 CONTINUED November 8, 1989 Alderman Sarff asked about a trade-in? Cliff Sagaser, city engineer, commented that since we considered lease purchase we never considered asking for a trade-in as we want to keep the backhoe we have now and give it to the Water Department as a backup machine. This particular machine is larger than any we have talked about. This machinery would not be considered when going out for bids, nor would we be asking for a trade-in unless you direct me to do so. Cliff O'Brien, assistant department head, the frame is still stressed after repairs were made and always will be, on the machine we have now, it is a 1976 model. F~e have an antifreeze leak we can't find. The rear tire shredded today, and it took me two hours to get the generator straighten out. C1iff Sagaser, city engineer, reported that the Eighmy Equipment quote came in today. Since working with a John Deere 310 on Project #5 we decided we should have the next size larger which is the equivalent of the 410-C. This quote then would be the equivalent of a o80 Case, 436 Caterpillar, 1600 Series JCB. I do have prices on the smaller pieces of equipment, and what I found is you can buy the larger John Deere on a lease purchase plan almost as cheap as you can on the other companies I have quotes on for their smaller pieces of equipment. Alderman Sarff asked what the cash price would be for each machine? From Eighmy Equipment for a F80-K Case $33,923; Martin Equipment Company for a 410 John Deere $46,869. Motion by Alderman Steck, second by Alderman Sarff, to send out for sealed bids and draw up specifications with the equivalent to the 410 John Deere with option to lease and option for trade-in. Discussion. Bids are to be received at the next Nlechanical Committee meeting. Voice vote, motion carried. 1 nay (Alderman May). Nlotion carried. OLD BUSINESS: ORDINANCE - CREATING TITLE 8, CHAPTER 19, RELATING TO THE USE OF PUBLIC AND PRIVATE SEWERS AND DRAINS, PRIVATE SEWAGE DISPOSAL, THE INSTALLATION AND CONNECTION OF BUILDING SEWER, THE DISCHARG~ OF WATERS AND WASTES INTO THE PUBLIC SEWER SYSTEM, PENALTIES FOR VIOLATIONS THEREOF AND, THE LEVYING OF CHARGES FOR WASTEWATER SERVICE. Mayor Edwards saici this ordinance mirrors ordinance #1263 on increasing the sewer rate and passed on October 17 and since, I have vetoed. You need to review this ordinance and ordinance #1263 at the next Legal & Ordinance Committee. I'm requesting you hold off passing this ordinance until you can have a chance to bring both ordinances back to the council. Motion by Alderman Bohler, second by Alderman Meade, to refer the ordinance to the Legal & Ordinance Committee. Voice vote, motion carried. All unanimous. ORDINANCE - AUTIiORI Z ING THE I S SUANCE OF UP TO $ 3 0 0, 0 0 0 GENERAL OBLIGATION BONDS (ALTERNATE REVENUE SOURCE), SERIES 1989. Second reading, read by title. Jim Nialmgren, city attorney, this ordinance approves a bond purchase agreement between the city and Blunt, Ellis & Loewi for a$300,000 principle amount bonds to be paid over a 7 year period. 102 CONTINUED November 8, 1989 The interest rate runs from a 6.6% to 7% in increments of 1/10 of one percent. The balance of the ordinance should be the same as you have seen it upon first reading. By the terms of this ordinance and the bonds that will be issued, you are required to see to it that your treasury is receiving 1.25% of the amount of the funds necessary to fund this particular debt service. So you have to receive by your general obligatio~-tax' against real estate 1250 of the principle and interest necessary to service this debt. This is a series of bonds that will be issued to pay for Well #l. Jim Malmgren said the approval of this ordinance also approves the form and content of the bond purchase agreement. NEW BUSINESS: Quotes received for the fence around Well #2 are S&S Fencing & Carpenter Work of Canton, $1,734.25; Stockyarci Security Fence Company of Peoria, $1,193.60; Hohulin Brothers Fence Company of Goodfield, $1,705. Ray McKinney said that Well #2 requires a smaller area to be fenced. Nlotion by Alderman Sarff, second by Alderman Steck, to accept the low bid contingent upon investigation by Ray McKinney.
