A regular meeting of the Canton City Council was held
on May 2, 1989 in council chambers was the second meeting
for the' evening.
PLEDGE OF ALLEGIANCE OPENED THE 1~IEETING FOLLOWED BY
THE INVOCATION GIVEN BY DONALD E. EDWARDS, NEWLY ELECTED
MAYOR.
City Clerk Nancy Whites asked for roll call at 7:00
P.M. Present - Aldermen Kovachevich, Zilly, Steck, ,
Sarff, Meade, Bohler, May, Chapman. Absent - None.
City Clerk Nancy Whites then administered the oath
of office to newly elected officials, Mayor, Donald
E. Edwards, City Treasurer, Patricia Wright, Aldermen,
Linda Zilly, Harry Steck, Jerry Bohler, James T. May.
COMMUNICATIONS FROM MAYOR EDWARDS. Mayor Edwards said
this is the first time he believes that everyone was
returned to council after an election.
Mayor Edwards than spoke about a letter that was sent
to the Daily Ledger concerning negative comments about
Cable Channel 14. The mayor said he was the one who
was responsible for Channel 14 being available to the
public and feels a majority of people enjoy watching
the council meetings.
I wish to thank the people who supported my campaign,
not only by voting, but money, time and efforts. In
1969 I was first sworn in. Complaints are the same
as twenty years ago.
A plan of beautification in taking pride in your
community was the idea of the Chamber of Commerce.
This last Saturday members swept the downtown sidewalks.
Alderman Steck with the aid of work fair employees ;
collected 45 bags of garbage several weeks before on
4th Avenue. I'd like to see gardens growing along
the railroad right-of-way of N. 4th Avenue.
I have set a meeting for next Tuesday for Canton to
become more involved in the Spoon River Drive. Alderman
Zilly will chair the meeting as Community Development
Director, and inviting those who are associated with
Spoon River Drive, Fulton County Tourism and Chamber
of Commerce.
I asked Cliff Sagaser to draw a proposed building for
the Fredman Lot. This empty lot is a top priority
of mine, it is time we seen new buildings.
Motion by Alderman Sarff, second by Alderman Bohler,
the appointements to the Canton City Council Committee's
as chairman and members be confirmed. Voice vote,
motion carried.

ORDINANCE - AUTHORIZING THE ISSUANCE OF UP TO $300,000
, WATERWORRS ALTERNATE REVENUE SOURCE BONDS OF THE CITY
OF CANTON, FOR THE PURPOSE OF DEFRAYING THE COSTS OF
IMPROVING AND EXTENDING ITS EXISTING WATERWORRS
FACILITIES. Second reading, read by title. Motion
by Alderman Bohler, second by Alderman Sarff, the
ordinance be laid over to the meeting of May 16th.
Voice vote, motion carried.
Mayor Edwards then administered the oath of office
to newly elected City Clerk Nancy Whites.
ADJOURNMENT: Motion by Alderman Meade, second by
Alderman Chapman, the meeting adjourned Sine Die. Voice
vote, motion carried. Council adjourned at 6:53 p.m.

& Zoning Commission as representatives of the City
Council.
Motion by Alderman Steck, second by Alderman May, the
appointments to the following committee's be confirmed.
Voice vote, motion carried.

the mayor be allowed to sign the request from Mutual
Medical for the reinsurance to be effective May 1,
1989. Voice vote, motion carried.
Motion by Alderman Bohler, second by Alderman Sarff,
the city participate in the Summer Youth Program. Voice
vote, motion carried.
Motion by Alderman Sarff, second by Alderman Meade,
to grant a Class A Tavern License to George Fulton
at 725 [nlest Locust. Voice vote, motion carried.
Motion by Alderman Bohler, second by Alderman Zilly,
to grant a Class F Special Event one day license for
June lOth to St. Mary's Church. Voice vote, motion
carried.
A petition was presented by Alderman Zilly and had
been signed by 19 homeowners requesting that a house
located at 541 Thompson Court be declared a health
hazard and the building be condemned. The City Clerk
read the petition by title.
Motion by Alderman Zilly, second by Alderman Kovachevich,
the petition be placed on file. Voice vote, motion
carried. Petition being #536.
NEW BUSINESS:
ORDINANCE - AMENDING ORDINANCE NO. 308 CONCERNING
RESTRICTING PARRING ON THE WEST SIDE OF NORTH SECOND
AVENUE FROM EAST LOCUST STREET TO EAST ELM STREET.

ORDINANCE - ESTABLISHING TITLE 6, CHAPTER 20 CONCERNING

RESOLUTION - APPROVING AN AGREEMENT BETWEEN THE CITY
OF CANTON AND ORVILLE AND LEIGHANN BRINSON. First
reading, read by title. Motion by Alderman Steck,
second by Alderman Zilly, the resolution be adopted.
Roll call. AYES - Aldermen Chapman, May, Bohler, Meade,
Sarff, Steck, Zilly, Kovachevich. NAYS - None. 8

RESOLUTION - APPROVING SPECIFIC SALARIES FOR THE VARIOUS
DEPART1yiEN~ HEADS, SUPERINTENDENTS, FULL-TIfi1E APPOINTIVE
EMPLOYEES AND PART-TIME APPOINTIVE EMPLOYEES. First
reading, read by title. Motion by Alderman Sarff,
second by Alderman Kovachevich, that the fire chief's
salary be set the same as the police chief's salary,
for an annual salary of $31,283.82. Roll call. AYES
- Aldermen Kovachevich, Zilly, Steck, Sarff, Meade,
Bohler, May, Chapman. NAYS - None. 8 AYES 0 NAYS
0 ABSENT. Motion carried.
Motion by Alderman Kovachevich, second by Alderman
Steck, the resolution be placed on its passage. Roll

RESOLUTION - APPROVING AN AGREEMENT BETWEEN THE CITY
OF CANTON AND BARTON L. AND MARY L. BROWN AND DIRECTING
THE MAYOR AND CITY CLERR TO EXECUTE AND DELIVER SAID
AGREEMENT ON BEHALF OF THE CITY OF CANTON, ILLINOIS.
First reading, read by title. Motion by Alderman Sarff,
second by Alderman Chapman, the resolution be placed
on its passage. Discussion. Cliff Sagaser City Engineer
stated that the property is immediately West of Basement
Dewatering's lot in the Industrial Park. Roll call.
AYES - Aldermen Chapman, May, Bohler, Meade, Sarff,
Steck, Zilly, Kovachevich. NAYS - None. 8 AYES 0
NAYS 0 ABSENT. Motion carried. Resolution being #2057.
ORDINANCE - GRANTING A HOME OCCUPATION PERMIT TO ELMER
H. JACOBS, AND WILMA C. JACOBS AT 658 W. WALNUT STREET,
CANTON, ILLINOIS. First reading, read by title.
Motion by Alderman Sarff, second by Alderman Meade,
to adopt Roberts Rule of Order, and the meeting time
of the lst and 3rd Tuesdays of each month. Voice vote,
motion carried.
ADJOURNMENT: Motion by Alderman Meade, second by
Alderman May, to adjourn. Voice vote, motion carried.
