Mayor Meade called the meeting to order at 6:30 p.m.

Police Report
Chief Taylor reported:
The citizen's academy started on February 21, 2011 as an eight week program with 11
people attending this year's academy.
Officer Greg Lingenfelter taught the gun safety program to the Lewistown elementary
school.

The Chief commented on a recent child abduction. Five children were taken as part of
the parental/child abduction. The suspect was located and the children are safe.
Charges were filed and the case is pending at Fulton County Courthouse.
The Chief discussed a new ID machine that will be needed in the police department.
The ID machine is used for the police department personnel, taxi permits, bartender's
permits for the City. A proposal will be brought to Council to reflect the actual costs
involved in replacing the current ID machine.
Motion and second were made by Aldermen Hartford/Ellis to send to Council with no
recommendation.
The motion carried.
Fire Report (Monthlv)
Assistant Chief Tom Shubert reported that the monthly report was distributed with the
packet. No additional comments were made.
Fire Report (Annual)
Assistant Chief Tom Shubert reported:
The Canton fire department responded to 1888 calls during the year, which is a 5.5%
increase from the previous year. The department responded to 1370 emergency
medical calls. Cardiac is the largest number of emergency alarms. The Hazmat
department responded to two incidents during the year. The Canton fire department
investigated 22 fires that were suspicious in nature during 2010. The Canton fire
department took part in various community educational programs during the past year.
Chief Russell indicated in the report that he has a dedicated fire department and the
department will continue to provide excellent service to the community in 2011.
Citizens are encouraged to call the fire department at 647-0040 with any questions, or
stop in for a tour and learn more about the fire department.
Agreement between ESDA and the Fulton Countv Amateur Radio Club to loan ESDA a
radio
ESDA director Phil Fleming reported that some minor items need to be worked out with
the agreement and it should be brought back at next week's Council meeting for further
discussion.

ESDA Report
Phil Fleming reported that the monthly and the annual report were distributed for
review. Phil Fleming encouraged citizens to visit the ESDA department and see what is
happening in the department.

Streets & Garbage

Parking Issue- West Spruce
Alderman Ellis reported that he received a call last week about a parking issue on the
100 block of West Spruce. The street is narrow and a citizens wanted to know if
something could be done to correct the parking currently permitted on the north side of
the street.
Chief Taylor reported the size of the street allows ample room for parking on the north
side. Only one accident was reported during the last year on this street. Chief Taylor
recommends continued parking on the street, but would like to remind people to take
extra precautions when backing out of driveways on this street.
IDOT Joint A~reement RT 78/9 Improvements
Keith Plavec reported that currently this area is set for a March bid. The agreement is
regarding the traffic signals and street lighting for this area. The traffic signals and
lighting would be paid by the City. $33,500.00 is the approximate cost of the project.
The City would pay 80% and the other 20% would be paid when the project is
completed. IDOT is asking how the City will be paying for this project. The City could
use either MFT or TIF funds for this project.
Alderman Schenck indicated it would be in the best interest of the City to use TIF funds
for this project and save the MFT funds for those designated specifically to MFT
projects.

Motion and second were made by Aldermen Hartford/Ellis to send the agreement to
Council for consideration and use TIF funds for the project.
The motion carried.

Lake, Buildings & Grounds

Alderman Reed reported that within the next few weeks the dock process at the lake
will begin. All three sections of the dock should be here by next week.
Alderman Schenck asked if ordinances dealing with access to the Canton lake could be
addressed at next month's meeting. Last year Alderman Schenck expressed some
concerns regarding public access for people wanting to pick mushrooms at the Canton
Lake area. He would like to address this again and allow public access. This will be on
the next lake, building and grounds agenda in March.

Public Works, Water & Sewer

Citv of Canton Structural Demolition No. 1 proiect Invoice #227 from Accurate Site
Specialists for $8,500.00
Keith Plavec reported this is for the house on 17th Avenue and Cherry Street. The
contract was originally for $10,000.00 which will leave $1500.00 for final phases of this
project. $4250.00 will come from the TIF fund and $4250.00 will be insurance
reimbursement. Attorney Peterson reported that the City has received a check in the
amount of $5,000.00 for the house on 17th Avenue.
Motion and second were made by Aldermen Ellis/ Hartford to send to Council for
consideration.

Canton 2010 MFT Pro~ram approval of Municipal Estimate of Maintenance Costs (BLR
14231) and Maintenance En~ineerin~ to be performed bv a Consultin~ En~ineer (BLR
05520
Keith Plavec reported that Maurer and Stutz assisted the City with MFT projects on Linn,
Main, Vine and 5th Avenue. This agreement is for the work on these projects.
Motion and second were made by Aldermen Ellis/Reed to send to Council for
consideration from MFT funds.
The motion carried.
Secondarv Clarifier Chan~e Order
Keith Plavec reported that Joe Carruthers wanted to have a stainless steel material used
instead of steel material for this project. Using the stainless steel material is more
expensive but will create a longer life span. The cost difference is $12,138.50.
Motion and second were made by Aldermen Ellis/Hartford to approve the change order
in the amount of $12,138.50 and send to Council for consideration.
The motion carried.
