Edwards Way th 50 North 4 Avenue, Canton, Il 61520 A regular meeting of the Canton City Council was held on February 18, 2025 (6:30pm) at the th Historic Depot located at 50 North 4 Avenue Canton Illinois. STAFF IN ATTENDANCE: Mayor Kent McDowell, City Clerk Andi Smith-Walters, City Treasurer Crystal Wilkinson, Police Chief Mike Eveland, Fire Chief Scott Roos, Public Utilities Director Joe Carruthers. PUBLIC PARTICIPATION: MAYORAL COMMUNICATIONS/REQUESTED ACTION: The wrestling team is heading to sectionals, and the girls basketball team is playing for the regional championship. Fire Chief Scott Roos explained one of the Special Olympic teams advanced to state and will compete at ISU for a state championship in March. CITY CLERK COMMUNICATIONS /REQUESTED ACTION: DEPARTMENT HEAD COMMUNICATIONS/REPORTS: City Treasurer Crystal Wilkinson presented the treasurer’s report along with documents showing economic development funds. Public Utilities Director Joe Carruthers explained they have one vehicle left for the vehicle replacement program on this fiscal years 25 budget, which is a street sweeper. COMMITTEE REPORTS: PUBLIC SAFETY AND LEGAL ALDERPERSON JUSTIN NELSON, CHAIR DISCUSSION REGARDING INTERVENTION IN PENDING FULTON COUNTY BOARD OF REVIEW CASES. This item was tabled for this meeting. REGULATORY AND POLICY ALDERPERSON ANGELA HALE, CHAIR COMMUNITY & ECONOMIC DEVELOPMENT ALDERPERSON JOHN LOVELL, CHAIR Michelle Spiva from SRPED gave an update to the council and handed out a 2024 annual report for review. Spiva pointed out that she spent a year talking to business owners, community leaders, and community members through a series of meetings to figure out what was important to them so going forward she could focus on what was most important to the community. A strategic plan was put together where a list of stakeholders was also put together that met frequently over the course of 6 months. 4 main goals were put together that include business recruitment and expansion, residential housing, quality of place, and downtown revitalization. The annual report follows those goals. In each section of the report it goes over what was accomplished in 2024 for each of the goals. This will be posted later this week on the Canton page. Lastly Spiva explained she is applying for additional USDA funds for the revolving loan fund. Since the report was made they gave out two additional revolving loan funds, one went to Nini’s Bridal on the square in which she wanted to expand from bridal dresses to prom dresses as well. The loans are at a 1% interest rate over a five year period. The other loan went to a brand new business that will be opening around March/April called Bowty’s Music Emporium that will be located at the former Bloom Box building, they will be selling musical instruments, repairing instruments, and providing a sound booth for recording as well as many other things. The USDA says the best chance of getting funded is to apply for $99,000 or less. That application will be due next Friday. ORDINANCE APPROVING AND AUTHORIZING THE EXECUTION OF A REDEVELOPMENT AGREEMENT BY AND BETWEEN THE CITY OF CANTON, FULTON COUNTY, ILLINOIS AND JARVIS WELDING, L.L.P. AND BRIEN JARVIS AND BRAD JARVIS. This project came about several months ago but was put on hold for a little bit but are now ready to move forward. They essentially want to add another building behind the current one they have which will also create about 8-9 fulltime jobs. For this project, they are looking for a reimbursement not to exceed $152,500 in which the agreement states $62,500 of that amount will come from 90% of the net real estate TIF for the remaining life of the TIF, which Alderman Lovell believes will expire at the end of 2027. The other $90,000 will come in the form of BDD repayments, which is essentially $18,000 a year. Motion and second were made by Alderpersons Lovell/Grimm to approve the ordinance approving and authorizing the execution of a redevelopment agreement by and between the City of Canton, Fulton County, Illinois, and Jarvis Welding, L.L.P. and Brien Jarvis and Brad Jarvis. PUBLIC WORKS ALDERPERSON ANGIE LINGENFELTER, CHAIR FINANCE ALDERPERSON ANDRA CHAMBERLIN, CHAIR APPROVAL TO PURCHASE A FINGERPRINT SCANNER FOR THE POLICE DEPARTMENT FROM ID TECHNOLOGIES IN THE AMOUNT OF $5,190.00 TO COME OUT OF THE POLICE BUDGET. Police Chief Mike Eveland explained the current model they are using has been discontinued since 2015. Eveland was advised about two years ago to get a new one but kept putting it off. Since then, they have been budgeting for a new one because the old one is starting to not be as efficient. Motion and second were made by Alderpersons Nelson/Gossett for approval to purchase a fingerprint scanner for the police department from ID Technologies in the amount of $5,190.00 to come out of the police budget. RESOLUTION APPROVING AN INSURANCE RENEWAL FOR THE CITY OF CANTON EMPLOYEES AND RETIREES, EFFECTIVE MAY 1, 2025, AND AUTHORIZING THE MAYOR AND/OR CITY CLERK TO EXECUTE ALL NECESSARY AND RELATED AGREEMENTS AND DOCUMENTS IN RELATION TO SAID INSURANCE PLANS. Alderman Grimm explained there was an insurance meeting held last week with a presentation from Tim Wyman. The overall renewal rate came in at 5% but because the City kept the ancillary coverage where they are, the City is eligible for a 2% discount so the net increase will be 3%. This is through Blue Cross Blue Shield. Motion and second were made by Alderpersons Grimm/Hale to approve a resolution approving an insurance renewal for the City of Canton employees and retirees, effective May 1, 2025, and authorizing the Mayor and/or City Clerk to execute all necessary and related agreements and documents in relation to said insurance plans with Blue Cross Blue Shield. A document was sent out that outlines this and the background. Motion and second were made by Alderpersons Grimm/Ketcham for approval to hire a firefighter to fill an upcoming open position. PROPERTY ALDERPERSON PATRICK KETCHAM, CHAIR OPERA HOUSE UPDATE. Alderman Ketcham gave a brief update stating some progress was delayed last week due to the th weather. They plan to break ground on February 27 depending on the weather. There are some detail decisions still currently being made, otherwise everything else is still on track.
