A public hearing for the City of Canton was held on March 4, 2025 (6:OOpm) at the historic depot.

City Engineer Keith Plavec called the public hearing to order at 6:02 pm
� Purpose of Public Meeting
o City is applying for an IEPA Water Pollution Control Loan (IEPA Loan #L174635)
for construction of the improvements to the wastewater treatment plant
including: demolition of four existing primary clarifiers, demolition of existing
aeration tanks and aerobic digesters, demolition of the blower building and
system that provides air to the aerobic digesters and aeration tanks, demolition
of the four secondary clarifiers, demolition of the current sludge
building/process, demolition of the existing influent pumps and admin/lab
building, demolition of the existing garage, demolition of the existing bar screen
and grit tank and building, removal of the existing tertiary pumps and demolition
of the existing sludge drying beds, installation of a new headworks building with
bar screens, grit system and influent pumps, installation of two parallel oxidation
ditch systems with aerator/mixing units, regenerative blowers, and mixers in
both aerobic and anaerobic zones, prior to new aeration basins, installation of
two new secondary clarifiers, installation of new aerobic digesters, installation of
new sludge drying beds, installation of new sludge screw press and building,
installation of new piping, electrical, sluice gates and valves, installation of
standby generator, installation of a new garage, installation of new office/lab
building, partial replacement of perimeter fence.
o As part ofthis process, a Public Meeting is required to conduct an assessment of
the environmental impacts of proposed water pollution control projects to be
funded with loans.
o The City received an Amended Project Summary and Preliminary Environmental
Impacts Determination (PEID) from the IEPA dated February 11, 2025 that is
published on the City's website and has been available at City Hall. A map
showing the location of the proposed facility is included with this document.

■ Part II—Project AfFordability for Residents and Utility Customers
� Canton does qualify for partial principal forgiveness up to 30% of
the loan amount, capped at a maximum of$4,800,000 per
applicant in the current fiscal year. Principal forgiveness is not
guaranteed until a loan agreement is issued.
� Canton would also qualify for the hardship loan rate of 1.0%
(current rate and change annually on July 15t)
«� Based on current project cost estimate, principal forgiveness and
hardship loan rate,the annual payment for a term of 30 years is
$1,572,817.
� If the cost was divided by the City's 5,210 residential sewer
customers,the average user would pay an additional $25.16 per
month.
• With a median household income (MHI) of$52,749,the
percentage of MHI needed to pay the projected average annual
residential cost of water service is 1.50%with an average monthly
bill of$65.83.
■ Part III —Environmental Review and Impacts
• Temporary adverse environmental impacts such as construction
related noise, blowing dust, air emissions, soil erosion, and traffic
disruptions will likely occur during construction.
+� Project was reviewed by Illinois Department of Natural Resources
(IDNR)to determine compliance with the IL Endangered Species
Act, IL Natural Areas Preservation Act and the IL Wetlands Act.
The Department concluded that adverse effects are unlikely.
� Project was reviewed by State Historic Preservation Office for
compliance with the National Historic Preservation Act. The
Department concluded that adverse efFects are unlikely.
• Project was reviewed by IDNR Office of Water Resources and a
determination was made the construction activities will require a
permit. Final design was approved but the permit has expired.
The permit must be renewed prior to receipt of a loan agreement.
�► Project was reviewed by U.S. Army Corps of Engineers and a
determination was made that the proposed project will not
impact water features or wetlands and has no potential for the
placement of dredged or fill material into water of the United
States. Therefore, a Section 404 permit will not be required.
� Public may submit written comments within 10 days (Friday, March 14,
2025) of this Public Hearing to either the City of Canton (attention Ms.
Andi Smith-Walters—City Clerk, 2 N. Main Street, Canton, IL 61520) or to
Ellen Jordal, Project Manager with IEPA. Ellen's contact information is
included on page 5 ofthe Amended Project Summary and PEID.
