Edwards Way th 50 North 4 Avenue, Canton, Il 61520 A special meeting of the Canton City Council was held on February 10, 2025 (6:00pm) at the th Historic Depot located at 50 North 4 Avenue, Canton, Illinois. STAFF IN ATTENDANCE: Mayor Kent McDowell, City Clerk Andi Walters, City Attorney Chris Jump, Police Chief Michael Eveland MEDIA IN ATTENDANCE: PLEDGE OF ALLEGIANCE OPENED THE MEETING INVOCATION – Mayor Kent McDowell PUBLIC PARTICIPATION – ROLL CALL Yes No Absent Alderperson Gossett x Alderperson x Lingenfelter Alderperson Grimm x Alderperson Hale x Alderperson Ketcham x Alderperson Lovell x Alderperson Nelson x Alderperson x Chamberlin ADDITIONS OR CORRECTIONS TO THE AGENDA FINANCE ALDERPERSON: ANDRA CHAMBERLIN (CHAIR) ORDINANCE AUTHORIZING THE CITY OF CANTON, FULTON COUNTY, ILLINOIS TO BORROW FUNDS FROM THE WATER POLLUTION CONTROL LOAN PROGRAM OF THE ILLINOIS ENVIROMENTAL PROTECTION AGENCY. City Engineer Keith Plavec explained this project has been going on for awhile and is water pollution control which is at the wastewater treatment plant. There are a lot of things needing updated/improved and once the final project is finished there will be at most 2 buildings left standing. The ordinance that was presented is essentially requesting the City to borrow up to $50 million from the EPA. This is through a revolving loan program, a 30 year loan with up to a 1.4% interest. The loan payments do not start until 6 months after the construction is completed. There is principle forgiveness that is up to 30% but tops out at $4.8 million. For this loan, the City is asking for the full $50 million. The loan includes construction costs and construction engineering and there is no penalty to prepay. If this gets approved tonight, the City will need the City Clerk to fill out the papers that are required, as well as assigning an Ordinance number that will be advertised in the newspaper. There is a 30-day petition period. People can file a petition up to a certain number to protest. If there aren’t enough petitions, then the clerk will fill out another paper stating she did not get that number of petitions, and the process will continue . The goal is to put this project out and advertise for bids prior to st March 31. The EPA is essentially holding those dollars for the City. The concern was if this timeline is not met the funds will not be held and it is unsure what the principle forgiveness would be in the future. Motion and second were made by Alderpersons Chamberlin/Grimm to approve and ordinance authorizing the City of Canton, Fulton County, Illinois to borrow funds from the Water Pollution Control loan program of the Illinois Environmental Protection Agency in the amount of $50 million with principle forgiveness up to 30% not to exceed $4.8 million. HICKORY STREET, CANTON, IL. Plavec stated this agreement is a contract for about $1,550,000 that is split between the three firms over a 3-year period. Motion and second were made by Alderpersons Hale/Gossett to approve a resolution approving a standard short form proposal and agreement for professional services with Maurer-Stutz for Canton Wastewater Treatment Plant improvements-construction engineering located at 350 W. Hickory Street, Canton, IL. The City is trying to decide on what to do with the ARPA money. There was discussion on using it towards the Street Department building. They are working with some numbers and a contractor/builder. The council had previously decided to take a step back and look at design bidding. What was presented to council was the design bid agreement. Motion and second were made by Alderpersons Hale/Gossett to approve a resolution approving a short form proposal and agreement for professional services with Maurer-Stutz for Canton Street Department design and bidding phase services located at Locust and Avenue F, Canton, IL. ROLL CALL Yes No Absent Alderperson Gossett x Alderperson x Lingenfelter Alderperson Grimm x Alderperson Hale x Alderperson Ketcham x Alderperson Lovell x Alderperson Nelson x Alderperson x Chamberlin IT AND CYBERSECURITY ALDERPERSONS: GREG GOSSETT (CHAIR) APPROVAL OF THE QUOTE FROM SYNERGETIC TECHNOLOGIES FOR THE CONFIGURATION OF ADVANCED FIREWALL RULES FROM EXISTING SONICWALL APPLIANCE TO MERAKI APPLIANCE AND ONSITE INSTALLATION OF NETWORK HARDWARE INCLUDING FIREWALL, SWITCHES AND WIRELESS ACCESS POINTS AT CITY HALL IN THE TOTAL AMOUNT OF $9,999.99 TO COME OUT OF THE CANNABIS FUND. Gossett stated he checked with synergetic and price wise everything was in line. Motion and second were made by Alderpersons Gossett/Hale for approval of the quote from synergetic technologies for the configuration of advanced firewall rules from existing sonicwall appliance to Meraki Appliance and onsite installation of network hardware including firewall, switches, and wireless access points at City Hall in the total amount of $9,999.99 to come out of the cannabis fund.
