5. WWTP Chlorination System Improvements Change Order # 1 from Leander Construction
Keith Plavek explained this is regarding a time change.
The new date's are-- (initial) Nov 16~, 2010 with the final completion of 12-14-2010.

Communications from Mavor Kevin R. Meade
1. Appointment of Interim Fire Chief Ernie Russell- Oath of Office
Interim Fire Chief Tom Shubert sent a letter to the Mayor and the Council dated October
15th, 2010 and asked to withdrawal his name from the position of Fire Chief.
Motion and second were made by Hartford/Ellis to accept the letter from Tom Shubert.
Mayor Meade asked for approval to appoint Ernie Russell as the new Interim Fire Chief
starting November 15th, 2010 at a monthly salary of $6,500.00. Ernie will not have any
additional benefits. Public Safety Director Mike Elam will be on staff until November 15th,
2010.
Motion and second were made by Aldermen West/Reed to accept the appointment of
Ernie Russell as Interim Fire Chief beginning November 15th, 2010.
2. Special Event License-Bloom Box Inc.
Mayor Meade reported the opening is this Friday/Saturday with specials on wine baskets.
The license is for the special event which will include wine tasting.
Motion and second were made by Aldermen Sarff/Reed to approve the special event
license.
3. Illinois Enhancement Transportation Grant
The City of Canton was awarded the grant in the amount of $ 455,000.00 for the downtown
streetscape. Mayor Meade gave a special thanks to all involved in the downtown
streetscape project.
4. Leaf Program
Mayor Meade stated the program is currently in process all citizens in Canton need to put
the leaves on the terrace not on the streets.

AN ORDINANCE GRANTING A SPECIAL USE PERMIT TO ANDREA PULEO AND
PARASKEVA, INC. FOR MULTI-FAMILY DWELLINGS ON THE SECOND AND THIRD
FLOORS OF THEIR BUSINESS BUILDING. (2nd Reading) #2019

Discussion took place regarding the requirements for sprinkler systems in the buildings.
Keith Plavec stated it depends on the number of units. A sprinkler would not be required
for this particular building.
Attorney Peterson reported that the apartments shall meet minimum code requirements.
This has been discussed with the petitioners and is documented in the plans.

NEW BUSINESS:
Resolution for temporary Construction Easement to IDOT #3943
Motion and second were made by Aldermen Hartford/Pickel to approve the resolution.
Keith Plavec explained that at the intersection of Main and Locust an entrance is in place that goes
into the parking lot where the Cook hotel is being built. IDOT wants to redo the entrance coming
into the property. IDOT is asking for permission for a temporary construction easement to go onto
the property to do the work.

An Ordinance Amending Section 6-9-10 (Auxiliary Police Force; Powers) of the Canton
Municipal Code (1St Reading) # 2020
Police Chief Dan Taylor explained that this ordinance was previously passed in 2006, however the
ordinance was not codified. A signed copy of the ordinance is needed to submit with appropriate
paperwork.

Enterprise Drive Improvement Bid Results
Keith Plavec reported this is for the concrete pad on enterprise drive
The following were the bid results:
The engineers estimate was $15,000.00. The low bidder was Jon Newburn Construction with a bid
of $13,900.00. Kemper Construction bid was $14,279.00. The high bid received was $22,350.00.

Processing and crushing of concrete removed from 3rd and Maple Street project
Keith Plavec reported:
That crushed concrete remains from the project at 3rd and Maple Street. The landfill will
not take the crushed concrete and options are limited on what to do with the concrete.
Keith Plavec and Clif O'Brien met with Iron Hustler to discuss the possibility of crushing
the concrete into smaller pieces. Keith Plavec estimated approximately 5,000 tons. The
total cost would be $58,470.00. The proposed method of payment is the IH-TIF.
Keith Plavec recommends having Iron Hustler crush the concrete onsite from the Maple
Street extension.

Processing of bituminous material removed from Canton 2010 MFT project
Keith Plavec estimated approximately 1500 Tons at 2 days. The estimated cost is
$12,250.00. This material would be used on alleys outside of the TIF area. Keith Plavec
does not feel this would come out of the TIF fund, but rather would come from the general
fund.
This will hold over for two weeks for further discussion.

session for the purpose of: police public works negotiations, personnel and pending
litigation
