Edwards Way th 50 North 4 Avenue, Canton, Il 61520 A regular meeting of the Canton City Council was held on January 7, 2025 (6:30pm) at the Historic th Depot located at 50 North 4 Avenue Canton Illinois. STAFF IN ATTENDANCE: Mayor Kent McDowell, City Clerk Andi Smith-Walters, City Treasurer Crystal Wilkinson, Police Chief Mike Eveland, Fire Chief Scott Roos, Public Utilities Director Joe Carruthers. OTHERS IN ATTENDANCE: City Attorney Chris Jump, City Engineer Keith Plavec, Comptroller Beka Shultz MEDIA IN ATTENDANCE: Fulton Democrat MEETING CALLED TO ORDER PLEDGE OF ALLEGIANCE OPENED THE MEETING INVOCATION – Mayor Kent McDowell ROLL CALL Yes No Absent Alderperson Gossett x Alderperson x Lingenfelter Alderperson Ketcham x Alderperson Hale x Alderperson Grimm x Alderperson Lovell x Alderperson Nelson x Alderperson x Chamberlin ADDITIONS OR CORRECTIONS TO THE AGENDA: PUBLIC PARTICIPATION: MAYORAL COMMUNICATIONS/REQUESTED ACTION: Mayor McDowell presented the Proclamation for the Canton Bicentennial 1825-2025. There will be a bicentennial celebration held in June. This year the Canton Chamber of Commerce will turn 100 years old, and their celebration will be held at the end of February. Mayor McDowell explained there were a lot of calls regarding Jacob Breese and Gavin Eddy (garbage men) dressed as elves and it made the public joyous to see this. There were a lot of compliments with the recent snow regarding timely removal. Mayor wanted to commend the Public Works department. CITY CLERK COMMUNICATIONS /REQUESTED ACTION: APPROVAL AND NOTICE OF CANTON CITY COUNCIL 2025 REGULAR MEETING SCHEDULE PURSUANT TO 5ILCS 120/2.02(A) Motion and second were made by Alderpersons Nelson/Grimm for approval and notice of Canton City Council 2025 regular meeting schedule pursuant to 5ILCS 120/2.02(a). RESOLUTION WHETHER (1) THE NEED FOR CONFIDENTIALITY STILL EXISTS AS TO ALL OR PART OF THE CLOSED MINUTES OR (2) THAT THE CLOSED MEETING MINUTES OR PORTION THEREOF NO LONGER REQUIRE CONFIDENTIAL TREATMENT AND ARE AVAILABLE FOR PUBLIC INSPECTION. No discussion. Motion and second were made by Alderpersons Nelson/Lovell to approve a resolution whether (1) the need for confidentiality still exists as to all or part of the closed minutes or (2) that the closed meeting minutes or portion thereof no longer require confidential treatment and are available for public inspection. Option 1 was the decided choice. REGULATORY AND POLICY ALDERPERSON ANGELA HALE, CHAIR COMMUNITY & ECONOMIC DEVELOPMENT ALDERPERSON JOHN LOVELL, CHAIR ORDINANCE APPROVING AND AUTHORIZING THE EXECUTION OF A BUSINESS DEVELOPMENT DISTRICT NO. 1 REDEVELOPMENT AGREEMENT BY AND BETWEEN THE CITY OF CANTON, FULTON COUNTY, ILLINOIS AND THE JOSEPH COMPANIES, INC., AND BRAD M. JOSEPH (2073 N. MAIN ST. “STARBUCKS SITE”). This item was tabled. There have been a few revisions that need to be finalized for this agreement. One of the issues is that the original agreement stated the City would be the second in line for the mortgage and it was requested that rather than the City having a mortgage, both developers would personally guarantee the loan and provide financial statements. As long as the documents are valid Lovell does not believe there will be a problem. Attorney Jump clarified they are still working through some language on the warranties and representations. Also, a few regarding what the City wants with the financial statements. PUBLIC WORKS ALDERPERSON ANGIE LINGENFELTER, CHAIR FINANCE ALDERPERSON ANDRA CHAMBERLIN, CHAIR APPROVAL TO PURCHASE FOUR PORTABLE RADIOS FROM RAGAN COMMUNICATIONS IN THE AMOUNT OF $14,033.85 TO BE PAID FROM THE 911 FUND. Fire Chief Scott Roos explained these are to replace the current radios. They no longer have any spares to use. The department recently just got one through the budget. These radios are a bit of a higher cost, but they will last. Roos has been waiting for a grant to come up, but that has not yet happened. The 911 fund is what pays for 911 telecommunicators so the department plans to resource that. The department looked into bids and Ragan Communications were the lowest by approximately $2,000. Motion and second were made by Alderpersons Chamberlin/Ketcham for approval to purchase four portable radios from Ragan Communications in the amount of $14,033.85 to be paid from the 911 fund. IT AND CYBERSECURITY ALDERPERSON GREG GOSSETT, CHAIR LABOR AND EMPLOYMENT ALDERPERSON RALPH GRIMM, CHAIR PROPERTY ALDERPERSON PATRICK KETCHAM, CHAIR ORDINANCE AUTHORIZING THE MAYOR TO MAKE A LEASE NOT EXCEEDING TWO (2) YEARS WITH FULTON COUNTY COURT SERVICES. This is an office the City rents out to them to use for probation. This is done annually and the 2 years in the motion is purely statutory. Motion and second were made by Alderpersons Ketcham/Gossett for approval of an ordinance authorizing the mayor to make a lease not exceeding two (2) years with Fulton County Court Services.
