Edwards Way th 50 North 4 Avenue, Canton, Il 61520 A regular meeting of the Canton City Council was held on December 17, 2024 (6:30pm) at the th Historic Depot located at 50 North 4 Avenue Canton Illinois. STAFF IN ATTENDANCE: Mayor Kent McDowell, City Clerk Andi Smith-Walters, City Treasurer Crystal Wilkinson, Police Chief Mike Eveland, Fire Chief Scott Roos, Public Utilities Director Joe Carruthers. The council raised $200 to be donated to Lingenfelter’s charity of choosing. McDowell thanked everyone who participated. Scotty McCoy, the scout master for Canton Troop 124. McCoy brought his scouts along to the meeting to obtain a badge for attending a council meeting. John Froehling has officially retired, and Nathan Woodside has taken over his position. The leaf program has officially ended, and Mayor McDowell wanted to thank everyone for their hard work. CITY CLERK COMMUNICATIONS /REQUESTED ACTION: City Clerk Andi Smith-Walters administered the Oath of Office to officer Cody Maxwell. DEPARTMENT HEAD COMMUNICATIONS/REPORTS: Police Chief Mike Eveland stated Keaton Canevit won an award for his work on the missing juvenile, who was found in Pheonix, Arizona. Public Utilities Manager Joe Carruthers explained the next public works report will include 12 months and Carruthers hopes to have totals for various items too help see what the upcoming year is going to look like. COMMITTEE REPORTS: PUBLIC SAFETY AND LEGAL ALDERPERSON JUSTIN NELSON, CHAIR REGULATORY AND POLICY ALDERPERSON ANGELA HALE, CHAIR COMMUNITY & ECONOMIC DEVELOPMENT ALDERPERSON JOHN LOVELL, CHAIR Michelle Spiva from SRPED gave updates to the council. Spiva passed out a draft copy of the strategic plan. Spiva explained she has been meeting with various stakeholders, business owners, and community members to see where they collectively would like to see Canton go and what they think the City’s strategies/goals should be. Spiva met with Mayor McDowell, and he thinks Spiva has a pretty good draft so far. The draft is a working plan which means the partnership will own a majority of the items presented. The five year strategic plan with four main goals are business recruitment, residential improvement, quality of place, and downtown revitalization. Each goal has four separate strategies with their own objectives, timelines, and measures. A majority of these are collaborative efforts between the partnership and local organizations. The strategies and measures will be evaluated on a yearly basis and will be adjusted as needed. Spiva would like to recruit five new businesses with more than four million dollars in gross annual revenue and more than 50 employees to increase the median household income, which is currently sitting at $53,000, to $75,000 by 2029. As a point of reference, the State of Illinois is at $78,000 at the moment. Spiva would like to complete the partnership with IDOT which is scheduled to go through in October of 2025. ORDINANCE APPROVING AND AUTHORIZING THE EXECUTION OF A CANTON 1- TH DOWNTOWN/5 AVENUE TIF DISTRICT REDEVELOPMENT AGREEMENT BY AND BETWEEN THE CITY OF CANTON, FULTON COUNTY, ILLINOIS, AND WEST CENTRAL POWERSPORTS, LLC AND KYLE D. BAINTER. This agreement was discussed at the last council meeting. The agreement presented was a total project cost of $103,197 with a reimbursement of 25% not to exceed $25,000. Motion and second were made by Alderpersons Lovell/Chamberlin for approval of an ordinance th approving and authorizing the execution of a Canton 1-Downtown/5 Avenue TIF District redevelopment agreement by and between the City of Canton, Fulton County, Illinois, and West Central Powersports, LLC and Kyle D. Bainter with a total project cost of $103,197 with a reimbursement of 25% not to exceed $25,000. ORDINANCE APPROVING AND AUTHORIZING THE EXECUTION OF A CANTON 2-RT.9/CHESTNUT ST. TIF DISTRICT REDEVELOPMENT AGREEMENT BY AND BETWEEN THE CITY OF CANTON, FULTON COUNTY, ILLINOIS, AND OAK-HINES FUNERAL HOME, LTD., AND STEVEN HINES. The total project cost is around $145,000 with a 25% reimbursement not to exceed $36,000. Motion and second were made by Alderpersons Lovell/Grimm for approval of an ordinance approving and authorizing the execution of a Canton 2-Rt.9/Chestnut ST. TIF District redevelopment agreement by and between the City of Canton, Fulton County, Illinois, and Oak- Hines Funeral Home, LTD., and Steven Hines with a total project cost of $145,000 with a 25% reimbursement not to exceed $36,000. DISCUSSION OF AN ORDINANCE APPROVING AND AUTHORIZING THE EXECUTION OF A BUSINESS DEVELOPMENT DISTRICT NO. 1 REDEVELOPMENT AGREEMENT BY AND BETWEEN THE CITY OF CANTON, FULTON COUNTY, ILLINOIS, AND THE JOSEPH COMPANIES, INC., AND BRAD M. JOSEPH (2073 N. MAIN ST. “STARBUCKS SITE”. Voting has been tabled on this item due to the timing of the agreement. The developer did not have a chance to go over the project with the attorneys. Rather than trying to push this through tonight, the developers will have further discussion with the attorneys so it can be voted on at the next meeting. Michelle Spiva was able to provide stats regarding the Starbucks that was built in Macomb which had two existing coffee shops prior to the Starbucks being built. In 2019, one of the coffee shops had a little over 18,000 visits while the other shop had 42,000 visits. In 2021 the Starbucks was built, and the first coffee shop jumped up to almost 40,000 visits and 32,000 visits for the second shop while Starbucks had almost 225,000 visits. In 2022 the first shop went up to 54,000 visits, the second shop went up to 37,000 visits, and the Starbucks went up to 226,000 visits. Essentially by bringing in another coffee shop, it’ll also help to improve the other shops business as well. PUBLIC WORKS ALDERPERSON ANGIE LINGENFELTER, CHAIR APPROVAL OF SUCCESSFUL BIDDER FOR LEAD SERVICE LINE REPLACEMENT-PHASE 2 AND REJECTING REMAINING BIDS. There were six bids submitted and there is a MSI bid recommendation letter from Maurer-Stutz dated 12/13/2024 addressed to the City Council regarding the lead service line replacement project with IEPA loan #L17-6094 MSI job #24420003.04. The letter states that bids were received th on December 10 which included the replacement of 296 lead service water lines from the tap on the watermain to the watermain meter inside the house. 10 contractors expressed interest in this project and requested the documents. JC Dillon, Inc was the lower bidder with a bid of $1,907,477.50. Maurer-Stutz reviewed the bid and determined that each bid conformed to the bidding requirements. JC Dillon, Inc has completed multiple phases of lead service line replacement for the City of Galesburg as well as for the Illinois American Water Company. Maurer-Stutz recommends the lead service line replacement phase 2 project be awarded to JC Dillon, INC. A copy of the bid tab is enclosed for reference. The project will be funded with an IEPA public water supply loan. IEPA has informed the city they have reserved $3,027 in principle forgiveness funding for this project. The next step is to assemble bidding documents and submit along with a checklist to IEPA for review and approval. The project could take up to 90 days once IEPA approves of the bid items. At this time the City will only be issuing notice of intent to award to JC Dillon, INC. Motion and second were made by Alderpersons Lingenfelter/Hale to approve the notice of intent to award JC Dillon, INC for lead service line replacement phase 2 and the remaining five bids get rejected. FINANCE ALDERPERSON ANDRA CHAMBERLIN, CHAIR ORDINANCE ABATING ALL OF THE BOND LEVY FOR THE 2023-2024 FISCAL YEAR. Attorney Jump explained the bond council puts this ordinance together. City Treasurer Crystal Wilkinson said this is to essentially let the county know the City is paying a bond with money from TIF 1. If we did not do this, the county would add this to our levy under corporate. Motion and second were made by Alderpersons Chamberlin/Lovell to approve an ordinance abating all of the bond levy for the 2023-2024 fiscal year. ORDINANCE LEVYING AND ASSESSING TAXES FOR CORPORATE PURPOSES OF THE CITY OF CANTON, ILLINOIS FOR THE FISCAL YEAR BEGINNING MAY 1, 2024, AND ENDING APRIL 30, 2025. Comptroller Beka Shultz stated this was a levy based on the discussion from last month with a 4% increase. Motion and second were made by Alderpersons Chamberlin/Lovell to approve an ordinance levying and assessing taxes for corporate purposes of the City of Canton, Illinois for the fiscal year beginning May 1, 2024, and ending April 30, 2025. ORDINANCE AMENDING THE BUDGET FOR FISCAL YEAR MAY 1, 2024 – APRIL 30, 2025, AND RE-PURPOSING AND OBLIGATING ARPA FUNDS. Shultz explained due to the City’s change in timeframe, the city would not be able to make with the building. One of the allowed uses of the ARPA funds is payroll expenses, which this money could easily be used for within the next four months. While this ordinance was not required by the federal government in order to make it clear and say this is 100% what the City is using the money for. The City will be adjusting the internal payroll records as payroll is paid over the next four months. Motion and second were made by Alderpersons Chamberlin/Ketcham to approve an ordinance amending the budget for fiscal year May 1, 2024 – April 30, 2025, and re-purposing and obligating ARPA funds. Attorney Jump clarified this agreement is consistent with prior demolitions reimbursement agreements in the past. Motion and second were made by Alderpersons Ketcham/Gossett for approval of a demolition reimbursement agreement with Randy Klinedinst for 35 Middle Park Drive, Canton, IL 61520.
