Edwards Way th 50 North 4 Avenue, Canton, Il 61520 A regular meeting of the Canton City Council was held on November 19, 2024 (6:30pm) at the th Historic Depot located at 50 North 4 Avenue Canton Illinois. STAFF IN ATTENDANCE: Mayor Kent McDowell, City Clerk Andi Smith-Walters, City Treasurer Crystal Wilkinson, Police Chief Mike Eveland, Fire Chief Scott Roos, Public Utilities Director Joe Carruthers. PUBLIC PARTICIPATION: Leyla Gulen spoke on behalf of FEMA. She explained that her and her team have been in Illinois to help with the counties affected by the storms that occurred back in July. She stated there was a deadline that was supposed to be today to apply for assistance, which has now been pushed th back to December 13 instead. The deadline was pushed back because FEMA continues to see more survivors. So far to date, Fulton County has received 313 registrations. Leyla suggested spreading the word to the public so assistance can be given. It also does not matter whether you are a homeowner or a renter to apply for assistance. MAYORAL COMMUNICATIONS/REQUESTED ACTION: th Mayor McDowell announced that on December 17 there will be an ugly Christmas sweater contest for the council members. All money can be turned into Police Chief Mike Eveland, and the winner can donate the money to a charity of their choosing if they wish. CITY CLERK COMMUNICATIONS /REQUESTED ACTION: DEPARTMENT HEAD COMMUNICATIONS/REPORTS: Police Chief Mike Eveland wanted to give thanks for the first responder trunk or treat. Eveland also announced the City’s code enforcement/animal control Drake Wilson is currently off of on rd work comp until December 3, so if there are any complaints or animal complaints , the PD is working with Fulton County animal control officer, and they will be handling any pressing matters. COMMITTEE REPORTS: PUBLIC SAFETY AND LEGAL ALDERPERSON JUSTIN NELSON, CHAIR RESOLUTION APPROVING AN AGREEMENT BETWEEN IMPACTLIFE AND THE CITY OF CANTON FOR RENTAL OF THE HISTORIC DEPOT FOR 2025. This is an annual agreement that we have with ImpactLife. Motion and second were made by Alderpersons Nelson/Chamberlin to approve a resolution for an agreement between ImpactLife and the City of Canton for rental of the Historic Depot for 2025. REGULATORY AND POLICY ALDERPERSON ANGELA HALE, CHAIR COMMUNITY & ECONOMIC DEVELOPMENT ALDERPERSON JOHN LOVELL, CHAIR Michelle Spiva from Spoon River Partnerships for Economic Development gave a brief update to the council. She stated that she has been in contact with FEMA and the SPA. Information that was presented is available in her office if anyone would need to look it over. Spiva is working alongside FEMA to form a long-term recovery group for Fulton County that way the county can be more prepared for any future events. Spiva explained that she has been working on a strategic plan with the City and it has been narrowed down to five general goals. Those goals include recruitment of new industry to increase the median household income to $75,000 and we are currently at $52,000, improvement of residential housing, downtown revitalization, increase quality of life efforts, and working on business improvement and expansion. ORDINANCE APPROVING AND AUTHORIZING THE EXECUTION OF A CANTON 1-DOWNTOWN / TH 5 AVENUE TIF DISTRICT AND CANTON BUSINESS DEVELOPMENT DISTRICT NO. 1 REDEVELOPMENT AGREEEMENT BY AND BETWEEN THE CITY OF CANTON, FULTON COUNTY, ILLINOIS AND BREW-N-CUE, INC AND MARK ANDERSON AND TERRI ANDERSON. This is for renovations being done to the second floor of the building with a total investment of $280,000 with a reimbursement not to exceed $70,000. Motion and second were made by Alderpersons Lovell/Hale to approve an ordinance approving th and authorizing the execution of a Canton 1-Downtown / 5 Avenue TIF district and Canton Business Development District No. 1 redevelopment agreement by and between the City of Canton, Fulton County, Illinois, and Brew-N-Cue, INC, and Mark & Terri Anderson with a total project investment of $280,000 with a reimbursement not to exceed $70,000. ROBERT C. BOBELL, O.D. This is a total investment of $40,000 with a reimbursement not to exceed $10,000. Motion and second were made by Alderpersons Lovell/Grimm for approval of an ordinance th approving and authorizing the execution of a Canton 1- Downtown / 5 Avenue TIF district redevelopment agreement by and between the City of Canton, Fulton County, Illinois, and Progressive Vision Center, LTD and Dr. Robert C. Bobell, O.D. with a total project investment of $40,000 not to exceed $10,000. AND TIM M WELLS AND KERRIE WELLS. This is for a total investment of a little over $88,000 with a reimbursement not to exceed $22,500. Motion and second were made by Alderpersons Lovell/Gossett for approval of an ordinance th approving and authorizing the execution of a Canton 1- Downtown / 5 Avenue TIF district redevelopment agreement by and between the City of Canton, Fulton County, Illinois, and World Hunting Group Enterprises, INC, and Tim M Wells and Kerrie Wells with a total project investment of $88,000 with a reimbursement not to exceed $22,500. ORDINANCE APPROVING AND AUTHORIZING THE EXECUTION OF A FIRST AMENDMENT TO THE REDEVLOPMENT AGREEMENT BY AND BETWEEN THE CITY OF CANTON, FULTON COUNTY, ILLINOIS, AND CODY GIEBELHAUSEN AND CIVIC DIGITAL DISPLAYS, LLC (MAIN STREET PROJECT). This amendment is to extend the deadline to the end of the year. The project is almost completed and they have all of the receipts, but they still need an extension. Motion and second were made by Alderpersons Lovell/Chamberlin for approval of an ordinance approving and authorizing the execution of a first amendment to the redevelopment agreement by and between the City of Canton, Fulton County, Illinois, and Cody Giebelhausen and Civic Digital Displays, LLC (Main Street Project). The amendment is to include an extension on the deadline. (ECONOMIC IMPACT ANALYSIS FOR SPORTS FACILITY). Motion and second were made by Alderpersons Lovell/Ketcham for approval of an ordinance approving and authorizing the execution of a Canton Business Development District No. 1 redevelopment agreement by and between the City of Canton, Fulton County, Illinois, and Spoon River Partnership for Economic Development, INC. (Economic Impact Analysis for Sports Facility). PUBLIC WORKS ALDERPERSON ANGIE LINGENFELTER, CHAIR FINANCE ALDERPERSON ANDRA CHAMBERLIN, CHAIR Dan Kiesewetter presented to the council and passed out a 5 year claims history for review. The packet passed out shows there is an expiring premium. The packet contains most if the information that was presented. The overall increase for property casualty insurance is 13% over last year, last year it was up 20%. The average renewal for commercial insurance this year is between 10-15%. There were a few property claims that have resulted in the City’s deductible increasing from $5,000 to $10,000. Equipment coverage was added. RESOLUTION APPROVING A RENEWAL FOR THE CITY OF CANTON’ PROPERTY CASUALTY INSURANCE WITH ILINOIS COUNTIES RISK MANAGEMENT TRUST. Motion and second were made by Alderpersons Chamberlin/Nelson for approval of a resolution approving a renewal for the City of Canton’ Property Casualty Insurance with Illinois Counties Risk Management Trust. Motion and second were made by Alderpersons Chamberlin/Grimm to approve a resolution approving a renewal for the City of Canton’ Workers’ Compensation Insurance with the Illinois Public Risk Fund.
