MEDIA IN ATTENDANCE: Fulton Democrat The Meeting was called to order by Mayor Kent McDowell to discuss:  Josh Mercer explained that the City of Canton is submitting an application to the Department of Commerce in Economic Opportunity for a rural shelter acquisition and th renovation grant. All applications are due on November 14. Up to $2,000,000 may be requested within one application for acquisition and construction with a total of $5,000,000 available statewide on a competitive basis for non-metropolitan areas for rural shelters. Under the CDBG (community development block grant) rural shelters, the funding priority for this component is to prevent, prepare, and respond to covid-19. Acquisition, construction, re-construction, and rehabilitation to provide rural homeless shelters. To be eligible, the applicant must document at least 51% of the persons to benefit from this project has a low to moderate income. The City of Canton is the grant applicant will have to minimize the displacement of any low to moderate income individuals as a result of this project, no displacement is expected. The copy of the CDBG records can be accessed at the Canton City Hall. The detail of listing of other community development housing needs must be developed at this public hearing. This grant will be used to purchase a building located at 209 East Chestnut Street in Canton, Illinois. There will be renovations to create an area with 15 shelter beds. The CDBG grant fund can be used for acquisition, construction, and administration and will cover the entire cost of $1,801,084, moderate level for the City of Canton. The City would be required to pay any engineering or architectural fees. The shelter itself would be both congregate and non-congregate. The city would be considered the grantee, so everything would be done through the city.  There were no public comments made. ________________________________________ City Clerk, Andi Smith-Walters
