ORDINANCE NO. 176$
AN ORDINANCE AMENDING FEES FOR THE CITY OF CANTON, ILLINOIS
WHEREAS, the Legal and Ordinance Committee has determined that it is
necessary and in the best interest of the City of Canton to amend sections in the
Municipal Code; and,
WHEREAS, the sections that are being amended have not been reviewed in
several years and due to the increase of the administrative cost associated with these
activities and the process to regulate and the enforcement of such activities a fee increase
shall be implemented; and,
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF CANTON, Fulton County, Illinois, as follows:
1. That the foregoing recitals are hereby found to be fact.
2. That sections of the Canton Municipal Code are hereby amended to read as
follows:
False Alarms
3-22-3(c) Fee for False Alarm: An alarm user shall be charged a response fee of one-
hundred dollars ($100.00) for each false alarm in excess of three (3) in any
year and a fee of two-hundred dollars ($200.00) for each false alarm in
excess often (10) in any year.
Facilities such as nursing homes and assisted-living facilities devoted to
the care of the elderly and mentally and/or physically handicapped shall be
exempt from this section only on accidental alarms not mechanical error.
Animal License
6-4-2(~ License Required: No dog or cat shall be permitted to be or remain in the
City without being licensed as hereinafter provided.
6-4-2(i) License Fees: All dogs and/or cats kept in the City shall be registered as to
name and address of the owner and name, sex and breed of the animal. At
the time of such registration such owner shall obtain a license for such
animal and pay a fee of five dollars ($5.00) for each such animal so
licensed. It shall be the duty of said owner to cause such license tag to be
securely attached around the neck of such animal and kept there at all
times during the license period.
Each such license period shall run from the date of issuance and shall be
valid for three hundred sixty five (365) days. Licenses shall be purchased
prior to the beginning of the license period.
No dog license shall be issued unless a current certificate of inoculation
for rabies is presented. Licenses shall be issued by the City Clerk and may
be issued by any licensed veterinarian having an office in the corporate
limits.
Any veterinarian electing to issue City animal licenses shall be entitled to
keep one dollar ($1.00) for each license issued; the balance of four dollars

($4.00) shall be remitted to the City Clerk on a periodic basis and shall be
remitted at least monthly.
Redemption of Impounded Animal
6-4-2-(L) Redemption of Impounded Animal: Any animal impounded under this
Chapter may be redeemed by such animal's owner or keeper by paying an
impoundment fee of ten dollars ($10.00) and the additional sum of two
dollars ($2.00) for each day of impoundment, or portion thereof.
However, no animal alleged to be a dangerous animal or vicious animal
shall be released from impoundment except by court order. After the five
(5) day period provided in subsection (K) above, and in lieu of destroying
such animal, such animal may be redeemed by a person desiring to keep
such animal as a domestic family pet. Nothing herein shall be construed
to prevent the owner or keeper of such impounded animal from having
priority in the redemption of such impounded animal.
No animal shall be released from impoundment unless proof of proper
rabies inoculation is first presented to the animal control officer. (Ord.

Camping Fees at Canton Lake
8-11-7-5(2)(a) Camping fees, payable in advance, shall be:
Eight dollazs ($8.00) per night for sites with no electric, Nine dollazs
($9.00) per night for tent sites using electric and Ten dollazs ($10.00) per
night for campers sites using electric.
3. That this Ordinance shall become effective immediately upon its passage by
the City Council of the City of Canton, Fulton County, Illinois, and approval
by the Mayor thereof.

meeting this 16th day of Septeriber , 2003, upon a roll call vote as follows:

The City of Canton has a local ordinance which provides, in part, that any alarm user shall be
charged a fee of $25.00 for each false alarm in excess of three in any one year and a fee of
$50.00 for each in excess of ten. This ordinance was enacted in 1994, however, for some reason
it has not been enforced for false alarms necessitating a police response. It has been the practice
for a number of years to collect for false fire alarms.
This letter is to inform you that I will be submitting the number of false alarms to the City Clerk
at the end of the year for collection. Because this has not been enforced in the past, I find it
difficult to go back to the beginning of the year to start counting the number of false alarms. For
the remainder of this calendar year we will start counting alarms from August 1St. I have
attached a printout of the dates and times of alarms at your business for the first six months of
the year.
The ordinance also requires a license of all persons who have an alarm system that is
commercially monitored and, when activated, would result in a Police of Fire Department
response. I have enclosed an application for Alarm System License if you need to obtain or
renew your license. You may get a copy of the ordinance from the City Clerk or at the Canton
Police Department.

of an alarm system which is commercially monitored or which is electronically connected to the
Police Department Communication Center. (City Ordinance No. 1406)

Veterinary:
The City Council passed an Ordinance on September 16"', 2003 amending License Fees
for Animal License. All dogs/or cats kept in the City shall be registered as to name and
address of the owner and name, sex and breed of the animal. At the time of such
registration such owner shall obtain a license for such animal and pay a fee of five dollars
($5.00) for each such animal so licensed. Any veterinarian electing to issue City animal
licenses shall be entitled to keep $1.00 for each license issued; the balance of four dollars
($4.00) shall be remitted to the City Clerk at least monthly.
The amendments area $5.00 fee instead of $2.50. Also new is cats being licensed.
This will not go into affect until January 1, 2004.
I do not Have tags to give you for cats at this time as they have to be ordered and it takes
several weeks to receive the tags. Sometime in December the tags for dogs and cats for
2004 will be available. Animal Control officer Dale Berry will bring the tags to your
office.
