Edwards Way th 50 North 4 Avenue, Canton, Il 61520 A regular meeting of the Canton City Council was held on October 15, 2024 (6:30pm) at the th Historic Depot located at 50 North 4 Avenue Canton Illinois. STAFF IN ATTENDANCE: Mayor Kent McDowell, City Clerk Andi Smith-Walters, City Treasurer Crystal Wilkinson, Police Chief Mike Eveland, Fire Chief Scott Roos, Public Utilities Director Joe Carruthers. Public hearing for the renewal of cable television franchise agreement with Comcast of Illinois/Indiana/Ohio, LLC. Attorney Jump explained that the council should have all received the proposed agreement between Comcast and the City. This is done regularly. every few years. Attorney Jump proposed some minor edits, and the language was changed a little. This is for 10 years. Mayor Kent McDowell ended the public hearing at 6:45pm. ADDITIONS OR CORRECTIONS TO THE AGENDA: There won’t be any public comment from the people listed on the agenda. Mayor McDowell moved item C under finance to the beginning. PUBLIC PARTICIPATION: MAYORAL COMMUNICATIONS/REQUESTED ACTION: Mayor McDowell wanted to wish Joe Ginger a happy belated birthday. Mayor announced there was a recent meeting with FEMA and he wanted to thank Public Utilities Director Joe Carruthers. Fulton County ended up getting $800,000 in disaster relief funds which Carruthers helped play a role in. A lot of residents didn’t have insurance that had property damage and FEMA was able to write them a check to help get things cleaned up. The leaf program will begin the first week of November and as always, it will follow the garbage route. So, if your garbage pickup day is on Monday, make sure to have your leaves raked up on the terrace on Monday. Make sure the leaves are being kept out of the gutters and streets. There may not be many leaves at this point in time, but the program will continue until the first snowfall. CITY CLERK COMMUNICATIONS /REQUESTED ACTION: DEPARTMENT HEAD COMMUNICATIONS/REPORTS: Police Chief Mike Eveland wanted to remind everyone of the Trunk-or-Treat on October 26 from 5pm-8pm. For the entities that are a part of the event, set up will start at 4pm. Fire Chief Scott Roos stated, last week was Fire Prevention week. There were a lot of people who attended the open house and Jacob Leake was awarded firefighter of the year. Roos also wanted to remind residents to check their smoke alarms. Public Utilities Director Joe Carruthers announced the public works crew will be working on the West Walnut Bridge, which will cause traffic to be reduced. This is a repeat event. Motion and second were made by Alderpersons Ketcham/Lovell to approve a special event and road closure request for the Santa Parade to be held December 6, 2024. COMMUNITY & ECONOMIC DEVELOPMENT ALDERPERSON JOHN LOVELL, CHAIR ORDINANCE APPROVING AND AUTHORIZING THE EXECUTION OF A CANTON BUSINESS DEVELOPMENT DISTRICT NO. 1 REDEVELOPMENT AGREEMENT BY AND BETWEEN THE CITY OF CANTON, FULTON COUNTY, ILLINOIS AND GIANT INVESTORS, INC AND GIANT REAL ESTATE INVESTORS, INC AND JEROMIE HALE (101 E. ELM ST.) Giant Investors/Giant Real Estate/Jeromie Hale are looking to break their project down into different phases. The phase that is currently being submitted is for $42,200 and the agreement would reimburse them 25% or $10,550 whichever is less. In the future, their phases are anticipated to be around $50,000 plus. Motion and second were made by Alderpersons Lovell/Nelson to approve an ordinance authorizing the execution of a Canton Business Development District No. 1 redevelopment agreement by and between the City of Canton, Fulton County, Illinois and Giant Investors, INC and Giant Real Estate Investors, INC and Jeromie Hale (101 E. Elm St.) for the current phase being submitted for $42,200 with a 25% and/or $10,550 reimbursement agreement. SRPED FOR ECONOMIC IMPACT ANALYIS FOR A SPORTS COMPLEX: TIF/BDD APPLICATION AND/OR AGREEMENT. This is something that has also been previously talked about. This is purely just to get a survey done so SRPED can apply for grants. The cost of the survey is $3,999. Motion and second were made by Alderpersons Lovell/Grimm to approve the BDD application for SRPED for economic impact analysis for a sports complex in the amount of $3,999. There was no discussion. Motion and second were made by Alderpersons Chamberlin/Nelson to approve an ordinance establishing the compensation of certain elected officials of the City of Canton, Fulton County, Illinois effective May 6, 2025. RESOLUTION APPROVING THE CABLE TELEVISION FRANCHISE AGREEMENT BETWEEN THE CITY OF CANTON AND COMCAST OF ILLINOIS/ILLINOIS/OHIO, LLC AND DIRECTING THE MAYOR, OR HIS DESIGNEE TO EXECUTE AND DELIVER SAID AGREEMENT ON BEHALF OF THE CITY OF CANTON, IL. This item was talked about during the public hearing. Motion and second were made by Alderpersons Chamberlin/Ketcham to approve a resolution approving the cable television franchise agreement between the City of Canton and Comcast of Illinois/Indiana/Ohio, LLC and directing the mayor, or his designee to execute and deliver said agreement on behalf of the City of Canton, IL. APPROVAL OF THE MUNICIPAL ELECTRIC RATES RENEWAL FOR THE CITY OF CANTON FROM DACOTT. Jenny from Dacott explained the municipal contract expires in December that is with constellation at 0.7298% which was below market for the entire term. For the renewal offers for the three terms 12, 24, and 36 are all below what the City is currently at. The 12 month rate is 0.6853 which is the lowest its been recently. However, Dacott is recommending a 24 month contract at 0.7017 which will give a little bit more security. If the City were to do the 12 month contract compared to the current contract, the City would save about $23,000 annually. With a 24 months contract compared to the City’s current contact, the City would save about $30,000 over two years. This will be for the municipal buildings. The rates for a 36 month contract are 0.7243 which is very similar to the contract we have now. Mayor McDowell stated that he feels comfortable with a 24 month contract. Motion and second were made by Alderpersons Chamberlin/Lovell to approve the municipal electric rates renewal for the City of Canton from Dacott for a 24-month contract at the 0.7017% rates with Homefield. IT AND CYBERSECURITY ALDERPERSON GREG GOSSETT, CHAIR LABOR AND EMPLOYMENT ALDERPERSON RALPH GRIMM, CHAIR RESOLUTION APPROVING A MEMORANDUM OF UNDERSTANDING (“MOU”) BETWEEN THE CITY OF CANTON (“CITY”) AND AMERICAN FEDERATION OF STATE, COUNTY AND MUNICIPAL EMPLOYEES, AFL-CIO COUNCIL 31/LOCAL NO. 1372 (“UNION”) REGARDING TEMPORARY HEAVY EQUIPMENT OPERATOR DUTIES. Motion and second were made by Alderpersons Grimm/Nelson to approve a resolution for a memorandum of understanding (“MOU”) between the City of Canton (“City”) and American Federation of state, county, and municipal employees, AFL-CIO council 31/local no. 1372 (“union”) regarding temporary heavy equipment operator duties. PROPERTY ALDERPERSON PATRICK KETCHAM, CHAIR Alderman Patrick Ketcham gave a brief update on the Opera House. Canton Opera House Plaza went out to bid on Monday 9/30. Addendum 01 was issued on 10/8 with Irrigation plans and details, and bidder inquiry information. Pre-Bid meeting was held at City Hall on 10/11 at 10am with a site visit to follow. 11 contractors were in attendance along with Carol Kohler (City), Keith Plavec (Mauer-Stutz), and Amy Wilson (FGI). Addendum 02 will be issued on Tuesday 10/15 with answers to bidder questions and bid document clarifications. There are 20 contractors, both primes and subs, that have pulled plans to date. Bids are due on 10/25 prior to 10am at Canton City Hall, and the public bid opening will follow at the Canton Historic Depot. RESOLUTION APPROVING PROPOSAL FOR THE SALE OF SURPLUS REAL ESTATE LOCATED AT 55 VAN BUREN CT. Attorney Chris Jump explained that awhile back there was an ordinance passed authorizing the sale of 55 Van Buren under the Illinois Municipal Code Surplus Provision which allows the City to have an appraiser go out and appraise the property. The property was appraised at $70,000 and under state law you can sell it at no less than 80% of that amount. There was only one proposal received which, came from Billy’s Tap who made an offer of $56,000. This does require 2/3 of voting which translates to 6 yes votes including the mayor. Motion and second were made by Alderpersons Ketcham/Nelson to approve a resolution proposing the sale of surplus real estate located at 55 Van Buren Ct. All proper documentation has been signed and is ready to go. Motion and second were made by Alderpersons Ketcham/Nelson to approve a request for subdivision of lots 1, 2, and 3 as part of the northwest quarter of section 35, township 7 north, range 4 east of the fourth principal meridian, Fulton County, Illinois for Billie Furgeson to Scott Anderson.
