Steve pays taxes on both properties but expressed concerns about the areas not platted. He sent an appeal to the city to resolve the issue. Steve submitted a letter to the Mayor in May, and would like to have the Council address the issue to have the property surveyed. The lots need to be reviewed. Billy Oaks was on the agenda for public participation, but was not present. Public Safety & Traffic Alderman Jim Hartford, Chairman Police Report-Police Report 7-27-2010 Chief Dan Taylor distributed the attached report: Comments: Chief Dan Taylor thanked Fulton County ESDA for securing the building at 49 South Main Street last week. Dan Taylor gave special thanks to the auxiliary force. The positives of Jones Park are that it's a clean nice park, with the police patrolling the park. Clif and his staff clean the park, and Carol Kohler has master gardeners keeping the park nice. The park is nice because it's a team effort. The police department applied for a grant for mobile data devices for the police cars. Dan was advised yesterday that they will get 2 more computers totaling over $13,000.00 from granting opportunities. Software technology for 911 centers. The emergency medical dispatching software was presented by Marty Brown. Marty reported that 911 was started 20 years ago this month. Marty discussed the cards being used by the dispatchers, and how the new software replaces the card system, which have been in use for about 2 weeks. This is now automated on the screen, and answers are entered on the screen, which helps streamline the process to create a more efficient service. This tool helps reduce liability to the City, and is a great service to the citizens of Canton and Fulton County. The department will go completely live within 2 weeks. All dispatch staff received training on the new software and various agencies have worked together in the program. Dan Taylor stated it has a built in quality assurance to create a good check system to make sure calls are being handled properly. Fire Report-Fire Report 7-27-2010 Mike Elam presented this report: City Hall Phone System City Administrator Jim Snider stated that our insurance company decided to adjust the claim based upon what our current provider gave to repair the existing system. CT- Innovations are the only vendor that could provide the repairs. The adjuster is basing this settlement on a quote from CT Innovations to repair the system. 2 Beginning tomorrow citizens can contact the city with phones that have been installed during the interm period. City Administrator presented various options for the Council to review in moving forward with the phone system. Jim Snider stated that he contacted Jim Schreiner from Graham Hospital to get information about their new phone system. Further discussion took place and was distributed in the memo about various options. Ragan communications (currently works with the 911 system) gave a quote of $39,000.00 Timbuktech provided a quote for a voice over network system in the amount of $15,889.57. Fulton County provided a copy of their quote from Advanced Communications for a new Panasonic phone system in the amount of $30,459.45. CT Innovations provided a quote for a voice processing phone system in the amount of $17,579.07. City Administrator Jim Snider recommended a further review of the material distributed and could discuss this in more detail in the next few weeks. Alderman Schenck asked for an explanation of the actual damage to the phone system. City Administrator Jim Snider explained that the water leaking into the wall damaged the phone system -which was hanging on the wall where the leak occurred. The challenge is the technology with the system, and Jim stated this needs to analyzed, and he could get additional quotes if needed. Alderman Larry Sarff stated the cost is going to be around $17,000.00 that was not in the budget. He would recommend fixing the system, and holding off on the replacement. The fix would cost only the amount of the deductible. The three options discussed were to 1. Fix the system 2. Add a voice over system 3. Purchase a new system Dan Taylor stated that he put a phone system in the previous budget, due to the problems with calls coming in the police department. 3 City Administrator Jim Snider stated that it's not an easy decision, and we have had past issues with CT Innovations for service calls. 10-20 percent could be expensed out to the water and sewer fund, which would reduce the amount paid out of the general fund. City Administrator Jim Snider will gather additional information and bring back more details for further information. This will be discussed again next week. 49 South Main Street Update City Administrator Jim Snider stated that the property wall fell out into an alley, and meetings have taken place with the land owner. Keith Plavec prepared a report over the development. Keith Plavec gave an update: July 20, 2010 a partial wall collapsed. On July 14`" Sam Puleo came to the office of Maurer and Stutz regarding permits to the building and fixing a back wall of the property. On July 15t" a City of Pekin Inspector met with Sam Puleo to discuss plans, about getting building permits, and getting items in line for demolition. On July 16~' Sam brought in permit application and began the process. On July 20t" the wall collapsed, and a review took place with the building by a structural engineer. A walk thru of the property took place. Keith visited with Sam Puleo, and 1 tenant has not yet moved the items out of the building, but is hopeful they will be done by tomorrow. 14-20 days is anticipated for demolition. Keith expressed the need to keep moving on this item, so it does not drag on for several months. Attorney Chrissie Peterson stated a notice was issued to the owners of the property where (Puleo's) the records show two owners of the property. The notice stated they have 15 days to put the building into repair. If after 15 days it's not moving forward, they will ask permission for demolition or an order for repair. Additional reports will come forward, and further discussion will take place. City Administrator Jim Snider stated he received information from Bio Fuels. The City Attorney further explained that this is set to expire on August 27t". Tom Shubert with the fire department would like to gather additional information before an agreement is issued. This will be added next week. Misquoto Spraying update from Clif O'Brien. 4 Clif stated that he would like to get a lower pool number from test samples, and the spraying that will take place is only a precaution. The Public Safety & Traffic Committee adjourned at 7:15 p.m. Streets & Garbage Alderman Craig West, Chairman Non-Home Rule Sales Tax Ordinance Alderman Eric Schenck stated that he would like to see language in part of the Ordinance (a statement) to help educate the public, and he would like to help communicate that the primary reason for the tax is to help with the municipal streets. He further discussed the importance of letting the general public know this is for street maintenance. Attorney Peterson advised on the language, and she will bring back different options next week for review with different language for roadways. Eagle Enterprise Update Alderman Craig West stated they need more people to sign up for the recycling program before they can begin. The cutoff date is August 1, 2010 for interested citizens to sign up. The cost is $6.00/month, and the billing will be made quarterly. People living outside the city limits could participate only once the City begins participation. Free recycling programs would be offered to the schools, once the recycling begins within the City. Information is available on the website or you can call Eagle Enterprise directly, or contact them on their website. The Streets & Garbage Committee adjourned at 7:25 p.m. Lake, Buildings & Grounds Alderman Rick Reed, Chairman Camp Store and Bait Shop in Old Beach House/Opening Beach Justin Bull is looking at the possibility of opening a bait shop in the old beach area, and is here to speak to the committee. Justin Bull stated that he would like to start with a basic bait shop, and gradually see how the revenue increases, and then open the beach part. Justin stated that he can't get the 5 insurance to cover him for the beach unless this part was leased to him. Having the beach open would bring more people to the area for boating, camping, fishing etc. Justin again expressed that he can't get insurance for the beach, so all he could do is open a bait shop. Alderman Reed stated that they have looked at this area and the possibility of improvements. This property has set vacant for many years, and it would be nice to have something on the property. Attorney Peterson stated that she did meet with Justin Bull and the insurance company. Opening a bait shop would be very simple; however opening the beach creates many challenges with the insurance company. Attorney Peterson stated you would need life guards, and establish admission prices. Alderman Sarff stated he would like to see the beach opened, but problems exist with getting life guards. A lot of people would not select swimming in the lake when we have a public swimming pool. Alderman Reed stated he is not sure that it would be feasible to maintain the beach. This area is a very good area to consider for paddle boats; canoes etc, and suggested doing more research to get information for a bait shop, paddle boat/canoes, and snack shop. Clif O'Brien stated that the septic tank is over 20 years old, and needs to have further information gathered. Alderman Schecnk stated we need to look at the infrastructure at the lake and see what the options are. A possibility would be to discuss a cooperative agreement with the Park District to see if they would be interested in providing services at the Canton Lake. Alderman Larry Sarff stated that the park district offers all of the options that are being discussed for the Canton Lake. The Park District has people trained and on staff to offer recreational services--- the city does not. Alderman Reed will discuss this item further with Justin, but will table the item for now. Clif O'Brien will review the condition of the building at the lake and give additional information to the Council. Justin Bull stated that the small building at the lake needs to have a new roof, and only has 1 set of shingles. The requirements state that 3 layers are needed. Justin stated that the funds are between $3-5,000 to start a bait shop, but it could be expanded over the years. Justin asked what the rental would be on the building. Alderman Rick Reed will bring this information back to him. 6 Clif O'Brien will bring a report next week to Council on the condition of the building at the lake. Discussion Pertaining to Public Participation (Steve Reed) Alderman Schenck discussed the concerns about the Lake Lease problems and figure out if plans are in place to come up to solutions. Attorney Peterson stated that she is researching the lake leases, and would need additional time to review. Alderman Ellis suggested discussing this at the next legal and ordinance committee. Keith Plavec stated he would like to do some research on the plats. Keith will talk with the surveyor and bring more information back for further discussion. Once information is gathered and presented the plat process could begin. Canton Lake Fisheries and the Future of Canton Lake Rob Hilsabeck distributed the following report. Rob gave a general overview on the history of the Canton Lake during his presentation. Recommendations for the future-Rob stated the better the condition of the boat ramp and other lake facilities help create a better fishing location. Rob stated that regulations need to be posted- and can create challenges. Alderman Schecnk asked if Rob would have any suggestions for the habitat at the Canton Lake. Rob stated that the area is not too bad, but improvements could be made and challenges to overcome. LAKE MANAGEMENT STATUS REPORT Update on BRAD Grant from Maurer and Stutz Inc. Boat Ramp Access- North End Keith Plavec reported that meetings have taken place regarding the South End of the Boat Ramp. Boat Ramp upgrades, handicap accessible, parking, picnic tables etc are all being discussed. The grant is due September 1, 2010, so information will be presented in two weeks to set aside funds and have manpower available. The grant will only take into consideration 1 portion of the project. A meeting is scheduled for next Wednesday at Maurer and Stutz to discuss this in more detail. The grant dollars would not come into play until next spring. Senator Kohler and Representative Mike Smith are supporting this effort. 7 The Lake, Buildings & Grounds Committee adjourned at 8:25 p.m. Public Works, Water & Sewer Alderman Gerald Ellis, Chairman Application for Payment No. 10 & Final in the amount of 554.210.10 from Leander Construction. Inc. for 61 East Side Square proiect Keith Plavec reported that this is the final pay request and a walk thru of the building was completed. Keith recommends the final pay. Motion and second was made by Alderman Ellis/Hartford to send the request from Leander Construction in the amount of $54,210.10 to Council for consideration. The motion carried by voice vote and was unanimous. Application for Pavment No. 19 in the amount of 524.299.16 from Reynolds. Inc. for Proposed Radial Collector Well proiect Keith stated this would be at 96% complete and would be paid from the bond funds. Motion and second was made by Alderman Ellis/West to send the request for Reynolds Inc. in the amount of $24,299.16 to Council for consideration. The motion carried by voice vote and was unanimous. Application for Pavment No. 2 & Final in the amount of 556.002.18 from Denton Gunther Undereround for Kilroy Force main proiect Keith Plavec reported that this is the final pay request, and will give additional information to the Council that was not previously included in the packet. The project is complete and the force has been in operation for at least two months. This will be paid from bond funds Motion and second was made by Alderman Ellis/Reed to send the request from Denton Gunther Underground in the amount of $56,002.18 with provisions they have the lien waivers The motion carried by voice vote and was unanimous. Application for Pavment No. 7 in the amount of 533.580.80 from Leander Construction. Inc. for Lime Slaker and Accelator Rehab. Proiect Keith Plavec stated this is paid from bond funds and is 80% complete. Motion and second was made by Alderman Ellis/Hartford to send the request from Leander Construction Inc. in the amount of $33,580.80 to Council for consideration. The motion carried by voice vote and was unanimous. Application for Payment No. 1 in the amount of $29.300.40 from Leander Construction Inc. for Wastewater Chlorination System Improvements proiect Keith Plavec reported that this project is 14% complete and is paid from bond funds. Motion and second was made by Alderman Ellis/Reed to send the request from Leander Construction in the amount of $29,300.40 to Council for consideration. The motion carried by voice vote and was unanimous. Application for Pavment No. 2 in the amount of 5428.987.88 from Otto Baum for 3'd Avenue Extension Contracts B-1 & 6-2 Keith Plavec reported that this project is at 42% complete. This will be split funding and information will be sent to City Treasurer Aaron Anderson. Motion and second was made by Alderman Ellis/West to send the request from Otto Baum in the amount of $428,987.88 to Council for consideration. The motion carried by voice vote and was unanimous. City Attorney Chrissie Peterson stated she received an email from the Cemetery Board. On August 4th from 6-8:00 pm they would like to use the property for the Big Read Event. Volunteers would give a brief biography of the grave site they were visiting, and the group would end up at the mausoleum. Further discussion took place regarding involvement from the police department and other staff. The event will be focused on the history of citizens of Canton. Support from the committee was received for the event, and Chrissie will relay the information back to the Cemetery Board and the Big Read committee. Alderman Reed reported the need for a street light check. Public Works, Water and Sewer Committee adjourned at 8:45 p.m. Executive Session 9 To Discuss: PERSONNEL.
