Edwards Way th 50 North 4 Avenue, Canton, Il 61520 A regular meeting of the Canton City Council was held on October 01, 2024 (6:30pm) at the th Historic Depot located at 50 North 4 Avenue Canton Illinois. STAFF IN ATTENDANCE: Mayor Kent McDowell, City Clerk Andi Smith-Walters, Police Chief Mike Eveland, and Public Utilities Director Joe Carruthers. OTHERS IN ATTENDANCE: City Attorney Chris Jump and City Engineer Keith Plavec. Venovich Road (P.I.N. 10-09-29-203-005). ADDITIONS OR CORRECTIONS TO THE AGENDA: Alderman Patrick Ketcham asked to table Item B under property. PUBLIC PARTICIPATION: MAYORAL COMMUNICATIONS/REQUESTED ACTION: th Mayor announced there will be an open house at the fire station on Tuesday, October 8 from 4pm-7pm. nd The Canton Girls Golf Team placed 2 in regionals and will be moving on to sectionals. Natalie th Downing placed 5 at regionals and will also be going individually to sectionals. It is National Domestic Violence Awareness Month. There were two representatives from the th Woman Crisis Center attending that gave a short speech on domestic violence. October 17 is wear purple day to support awareness. Citizens are asked to take a picture in their purple and upload it to social media using the hashtag #every1knowssome1 and #DVAM. Purple ribbons were passed out. Mayor McDowell stated that the Cemetery Walk and the Taste of Canton that took place over the weekend were huge successes. CITY CLERK COMMUNICATIONS /REQUESTED ACTION: DEPARTMENT HEAD COMMUNICATIONS/REPORTS: Police Chief Mike Eveland had a few things he wanted to discuss. The first being that children are also victims of domestic violence and the Women’s Crisis Center is beneficial for the city. At one point in time the police would have to interview these children, but they didn’t have all the training they needed. The women at the Crisis Center are better equipped to handle these situations. Next, Eveland made a comment regarding a missing juvenile who ended up being more of a runaway was found with a known adult. Eveland wanted to give thanks and shout out for the Flock Safety cameras as they were able to track when the guy came into town. He was tracked from Canton all the way to Missouri to Phoenix, Arizona. Detectives, Canevit and McCabe coordinated with the Pheonix PD where the man was located at a hotel. The girl is safe. th Lastly, Eveland announced the “Trunk-or-Treat” will be from 5pm-8pm on October 26. If people are wanting to participate, there are applications made available online through the Chamber of Commerce. The city updated their website to reflect that FEMA is in town and going door to door and it is legit. Public Utilities Director Joe Carruthers wanted to let the council as well as the public know that the city’s website provides a monthly report regarding the wastewater treatment plant. They are mostly discharge monitoring reports. The report goes over what is being discharged into the city’s waterways. There will also be a federal report going on the website within the next week or so. Carruthers is really happy with the compliance record Canton has for federal testing. These reports are also made to public each month on the city of Canton’s website and Carruthers encourages everyone to go take a look at those. Motion and second were made by Alderpersons Hale/Nelson for approval of a special event and road closure request for the Old-Fashioned Christmas Walk to be held Friday, December 6. GORSAGE, JR. INVOLVING REAL PROPERTY LOCATED AT 25795 N. VENOVICH ROAD, CANTON, IL 61520 (P.I.N. 10-09-29-203-005). Motion and second were made by Alderpersons Lingenfelter/Ketcham to approve a resolution for a pre-annexation agreement between the City of Canton and Donald I. Gorsage Jr, involving real property located at 25795 N. Venovich Road, Canton, IL 61520 (P.I.N. 10-09-29-203-005). FINANCE ALDERPERSON ANDRA CHAMBERLIN, CHAIR IT AND CYBERSECURITY ALDERPERSON GREG GOSSETT, CHAIR RESOLUTION APPROVING A SERVICE AGREEMENT WITH SYNERGETIC TECHNOLOGIES FOR IT SERVICES FOR THE CITY OF CANTON EFFECTIVE OCTOBER 1, 2024, THROUGH APRIL 30, 2025. This will be for a 6 month period for budgeting purposes. The new budget will take effect on May 1, 2025. The next fiscal year this will be a budget line item. APPROVAL OF THE QUOTE FROM SYNERGETIC TECHNOLOGIES FOR THE SETUP AND INSTALLATION OF CISCO MERAKI MX SERIES FIREWALL SECURITY APPLIANCE, 2X CISCO MERAKI 24P POE NETWORK SWITCHES, AND 2X CISCO MERAKI MR SERIES WIRELESS ACCESS POINTS AT THE CITY OF CANTON WATER TREATMENT PLANT IN THE AMOUNT OF $8,662.67 TO COME OUT OF THE WATER TREATMENT PLANT FUND. This is to upgrade an old and useless system currently in place. Motion and second were made by Alderpersons Gossett/Ketcham for approval of the quote from Synergetic Technologies for the setup and installation of Cisco Meraki MX Series Firewall Security Appliance, 2x Cisco Meraki 24p POE network switches, and 2x Cisco Meraki MR Series wireless access points at the city of Canton Water Treatment Plant in the amount of $8,662.67 to come out of the Water Treatment Plant Fund. This network as well as the firewall has been a topic of discussion for about two years now. There has been a lack of firewall protection at the firehouse. This is a system that will protect the interest of the fire department. LABOR AND EMPLOYMENT ALDERPERSON RALPH GRIMM, CHAIR PROPERTY ALDERPERSON PATRICK KETCHAM, CHAIR PRESENTATION BY VICTORIA LIVINGSTON FROM PRARIE HILLS RC&D ON LAND BANKS. This item was tabled. REVIEW, DISCUSS, AND APPROVE ACCEPTING BID AND ENTERING INTO CONTRACT FOR STRUCTURAL DEMOLITION AND ASBESTOS REMOVAL AT 35 EAST SIDE SQUARE. This is the back side of the Shandy’s building. City Engineer Keith Plavec explained that there were 3 bids from River City Demolition, JIMAX Landscape, LLC and Kinsel Trucking & Excavating, LLC. The project was bid into three different items. RiverCity wants $112,000 for the backside to get done with the asbestos included. $150,000 was already budgeted for this building to come out of the general fund. There was much conversation on whether or not to tear it completely down. Some alderpeople do not want any additional eye sores on the square or have to tear any buildings down. Motion and second were made by Alderpersons Gossett/Hale to approve a bid from RiverCity in the amount of $112,000 and rejecting other bids for the structural demolition and asbestos removal at 35 East Side Square. REVIEW AND APPROVE EXPENDITURE OF FUNDS AT 108 N. MAIN STREET (ODD FELLOWS BUILDING) TO MAKE REPAIRS TO BUILDING. Keith Plavec explained the plan is to take a portion out of the roof, peel it back and open it enough to where new trusses can go in scissoring them together. One of the companies the city is looking to go with is Kemper. Kemper was on the cheaper side with a time and materials type of contract. Both of the contractors budgeted the project to take 10 days. Kempers is around $29,000 and the city would have to cover the costs of materials. The overall project is estimated to cost around $40,000. The other contractors were estimated around $60,000. Motion and second were made by Alderpersons Ketcham/Hale to approve accepting a bid from Kemper with a threshold of $50,000 max and to waive competitive bidding for 108 N. Main Street (Odd Fellows Building) to make repairs to the building.
