ORDINANCE NO. 4428
AN ORDINANCE ESTABLISHING THE COMPENSATION OF CERTAIN ELECTED
OFFICIALS OF THE CITY OF CANTON,FULTON COUNTY,ILLINOIS
WHEREAS, the Illinois Municipal Code (65 ILCS 5/3.1-50-5 et seq.) provides that
compensation of elected municipal officers be fixed by ordinance and that said compensation be
fixed at least one-hundred-eighty (180) days before the beginning of the terms of the municipal
officers whose compensation is to be fixed;
WHEREAS, the Mayor, City Clerk, and four (4) of the eight (8) Aldermen/Alderwomen
of City Council will be elected to take office on May 6, 2025;
WHEREAS,the City Council has determined that it is in the best interests of the citizens
of Canton to establish the annual salaries of its elected municipal officers.
NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of Canton,
Illinois as follows:
Section 1: The City of Canton hereby finds as fact the recitals set forth above and are
incorporated herein as though fully set forth.
Section 2: Beginning on the May 6, 2025, for each new term thereafter, annual
compensation for the Mayor, City Clerk, and Aldermen/Alderwomen shall be as follows until
amended by future ordinance:
(a) The Mayor's salary shall be Twenty-Seven Thousand and No/100 ($27,000.00) per
year;
(b) The City Clerk's s salary shall be Fifty-Four Thousand Four Hundred Nine and No/100
($54,409.00) per year ("Clerk's Base Salary"), and each May 1 thereafter until April
30, 2029,the City Clerk's salary shall be adjusted annually to account for increases in
cost-of-living in an amount equal to the most recently published annual percentage
increase of the Cost-of-Living Adjustment(COLA), as published by the United States
Social Security Administration and that is based upon Consumer Price Index for Urban
Wage Earners and Clerical Workers(CPI-W)(e.g.3.2%for 2023).If the COLA ceases
to be published, the City Clerk' s salary shall not be further adjusted. The adjustment
provided for in this Section shall not decrease the City Clerk's salary to an amount less
than the Clerk's Base Salary
(c) The City Treasurer's salary shall be Fifty-Four Thousand Four Hundred Nine and
No/100 ($54,409.00)per year("Treasurer' s Base Salary"), and each May 1 thereafter
until April 30, 2029, the City Treasurer' s salary shall be adjusted annually to account
for increases in cost-of-living in an amount equal to the most recently published annual
percentage increase of the Cost-of-Living Adjustment (COLA), as published by the
United States Social Security Administration and that is based upon Consumer Price

Index for Urban Wage Earners and Clerical Workers ( CPI- W) (e.g. 3.2% for 2023).
If the COLA ceases to be published, the City Treasurer' s salary shall be not be further
adjusted. The adjustment provided for in this Section shall not decrease the City
Treasurer' s salary to an amount less than the Treasurer' s Base Salary; and
(d) The Aldermen/Alderwomen salaries shall be Three Hundred Fifty and No/100 Dollars
($350.00) per month. Aldermen/Alderwomen shall also be paid an additional One
Hundred Twenty-Five and No/100 Dollars ($125.00)per Special Meeting.
Section 3: In addition to the compensation set forth in Section 2,health insurance costs
for the Mayor, City Clerk and/or City Treasurer, should they choose to participate in the City' s
healthcare plans, will be paid as follows: the elected official shall contribute 20% of the health
insurance premium and the City of Canton shall contribute 80%of the healthcare premium.Elected
officials are eligible for the spousal opt out plan. Aldermen/Alderwomen are not eligible for the
City' s health insurance plans.
Section 4: This Ordinance shall be in full force and effect from and after its passage,
but the compensation set forth in this Ordinance shall not take effect during the current term of
any elected official's compensation that is being established by this Ordinance.
Section 5: That all ordinances or parts thereof in conflict herewith are hereby expressly
repealed.
Section 6: This Ordinance shall be published by the City Clerk of the City of Canton,
Fulton County, Illinois, as required by law.
