Edwards Way th 50 North 4 Avenue, Canton, Il 61520 A regular meeting of the Canton City Council was held on September 3, 2024 (6:30pm) at the th Historic Depot located at 50 North 4 Avenue Canton Illinois. STAFF IN ATTENDANCE: Mayor Kent McDowell, City Clerk Andi Smith-Walters, City Treasurer Crystal Wilkinson, Police Chief Mike Eveland, Public Utilities Director Joe Carruthers. OTHERS IN ATTENDANCE: City Engineer Keith Plavec, Comptroller Beka Shultz, Jay Scholl from Davis & Campbell (Sitting in for Attorney Jump). ADDITIONS OR CORRECTIONS TO THE AGENDA: Alderman Patrick Ketcham asked to move item F under property to the beginning. PUBLIC PARTICIPATION: MAYORAL COMMUNICATIONS/REQUESTED ACTION: Mayor McDowell read off the suicide prevention week proclamation. thth Mayor McDowell announced that Monday, September 9 through Friday, September 13 from 8am-3pm the city will have their “Dumpster Days” at the street department located on Locust Street. The Mayor stated that on Saturday the 7th at noon the fire department will be dedicating the Strube Memorial and invited the public. Mayor McDowell explained the town is in dire need of some type of homeless shelter. There is currently a program transitioning people from shelters to help find their own residences. The Salvation Army and Graham Hospital have been working hard together. This is just a heads up as it will be brought up in the future. CITY CLERK COMMUNICATIONS /REQUESTED ACTION: DEPARTMENT HEAD COMMUNICATIONS/REPORTS: Police Chief Mike Eveland explained the department received a lot of questions on the spray painting/criminal damage to property over the weekend. There were two arrests made but they were unfortunately eleven year old juvenile females. No names can be given, but the females have been referred to a juvenile probation. Next week will be the friendship festival and Eveland stated to be careful and that plenty of officers will be around and to drive smart with parades going on. Public Utilities Director Joe Carruthers announced from this Friday from 11-2 the water treatment plant will be open to the public for their grand opening. This is an opportunity for the public to see what has been done with the plant as far as new renovations and where the city’s water comes from and what is done with it. COMMUNITY & ECONOMIC DEVELOPMENT ALDERPERSON JOHN LOVELL, CHAIR PUBLIC WORKS ALDERPERSON ANGIE LINGENFELTER, CHAIR FINANCE ALDERPERSON ANDRA CHAMBERLIN, CHAIR ORDINANCE AUTHORIZING FINANCING OF THE OPERA HOUSE LOT DEVELOPMENT IN THE AMOUNT OF $2.5 MILLION WITH MIDAMERICA NATIONAL BANK. Not all of the paperwork was completed, and this item is being tabled until the next meeting held th on the 17. Mayor McDowell stated that the appraisal came in. Jay Scholl explained that the appraisal came in at $70,000, meaning that the village cannot sell the property for less than 80% of that sale price. The city has owned this property since 1935 and was the old system maintenance building but is now being used for storage. Motion and second were made by Alderpersons Ketcham/Gossett for approval of a resolution authorizing sale of surplus public real estate located at or about 55 Van Buren Court, Canton, IL 61520. ORDINANCE AUTHORIZING THE PURCHASE OF 210 N. AVENUE F, CANTON, IL 61520. This was a property that was previously discussed. Currently, Gary Slack owns this property. His father and himself ran an excavation business on the property. Gary and his family are moving out of state so Gary approached Mayor McDowell and Joe Carruthers to see if they would be interested in the property. The city will be tearing the street department down in the very near future and the city will need a place to store the equipment. Slack is asking $65,000 for the property and it has already been surveyed. Motion and second were made by Alderpersons Ketcham/Gossett to approve an ordinance authorizing the purchase of 210 N. Avenue F, Canton, IL 61520. DISCUSSION AND APPROVAL TO OBTAIN DEMOLITION BIDS FOR 35 EAST SIDE SQUARE. City Engineer Keith Plavec explained this was the former Shandy’s building that the city currently owns. All of the bid documents are good and ready to go. Attorney Jump was not present but suggested this item get brought back to council. There is interest in bidding this out as a base bid and then two alternate bids. Plavec described the layout of the building and provided pictures. He explained the bidding process as well as what would be bid out. Motion and second were made by Alderpersons Ketcham/Gossett for approval to obtain demolition bids for 35 East Side Square. ORDINANCE AUTHORIZING ACQUISITION OF 108 N. MAIN STREET AND 108 ½ N. MAIN STREET, CANTON, IL 61520 BY THE CITY OF CANTON. Ketcham explained this is the building known as the “Odd Fellows” building. Scholl stated this is a property the owner is willing to donate to the City of Canton. There is a little bit of a time issue/time crunch as property taxes have not been paid over the course of three years. The expected cost of the back taxes as well as interest is around $23,000. Before anything is signed and accepted, Plavec will be going in and making sure everything is structurally sound. The mayor has the authority to accept this donation but does not have to. Motion and second were made by Alderpersons Ketcham/Grimm to approve an ordinance authorizing acquisition of 108 N. Main Street and 108 ½ N. Main Street, Canton, IL 61520 by the City of Canton with guidance from the Mayor to allow any final decisions based off of any city engineering, provided that the Mayor through his advisors deem to inquire about the property. This property is owned by Timothy Bishop who will also be running the repair shop. There were no objections made by zoning. Motion and second were made by Alderpersons Ketcham/Gossett to approve an ordinance approving a special use home occupation permit to allow for an automotive repair shop located at 423 S. Second Avenue, Canton, IL, currently zoned R-2.
