ADDITIONS OR CORRECTIONS TO THE AGENDA:
Alderman John Lovell asked to strike item C under his committee.
Item B under Alderwoman Andra Chamberlin was tabled.
PUBLIC PARTICIPATION:
Carla Presnell gave a short presentation regarding “Balloons Blow”. She suggested different ways
the city can protect the environment. An informational packet was provided. Presnell requested
an ordinance be passed in the city of Canton that bans balloons to be released into the
atmosphere. Sky lanterns are already banned in the state of Illinois.
MAYORAL COMMUNICATIONS/REQUESTED ACTION:
Mayor McDowell announced that within the next few days public works crews are going to
start searching for the time capsule.

Clean up week was pushed back due to problems getting dumpsters and will be September 9
th
through the 13.
CITY CLERK COMMUNICATIONS /REQUESTED ACTION:
City Clerk Andi Smith-Walters gave the Oath of Office to Officer Kyle Orwig.
DEPARTMENT HEAD COMMUNICATIONS/REPORTS:
Acting Police Chief Greg Spahn announced officer Gage Hasselbacher was recently released
from FTO and is doing a great job. The city is picking great people. There are two officers who
just started FTO and one officer who just started at the academy. Spahn also mentioned the
department is ordering two new squad cars.
Fire Chief Scoot Roos stated there was some exciting news coming up. The memorial at the
firehouse is coming to a completion. There will be an open house with an unveiling on

September 7 at 2pm. This was put together by the Canton Firefighters Union.
Public Utilities Director Joe Carruthers shared a picture of the new dump truck that was
purchased.

APPROVAL OF A DOWNTOWN SPECIAL EVENT AND ROAD CLOSURE REQUEST FOR THE
CANTON HIGH SCHOOL HOMECOMING PARADE TO BE HELD SEPTEMBER 20, 2024.
This is an annual event utilizing the same route.

event and road closure request for the Canton Highschool Homecoming Parade to be held
September 20, 2024.

COMMUNITY & ECONOMIC DEVELOPMENT
ALDERPERSON JOHN LOVELL, CHAIR
Alderperson John Lovell gave the floor to SRPED Michelle Spiva to discuss a sports complex
within the city of Canton. Spiva explained stakeholders started approaching her with similar
ideas to what she had regarding sports centers from a business standpoint. Spiva has a group of
6 stakeholders that have an interest in a similar project. In addition to the ball field, there is
interest in basketball as well as soccer. The stakeholders have no intention of asking the city to
pay for the project. The project mapped out would be four ball fields, 3 indoor basketball
courts, and possibly, 2 soccer fields. There will be parking, playgrounds, concessions, and
maintenance. This project will not fit within a TIF or BDD district, however the marketing and
planning does. The stakeholders thought it would be fair to ask the city to pay the $3,999 for
the study considering the city would benefit from tax revenue. There are two possible locations,
the first one being through a privately purchased location and the other being a park district
location.
ORDINANCE APPROVING AND AUTHORIZING THE EXECUTION OF A CANTON-1

DOWNTOWN/5 AVENUE TIF DISTRICT REDEVELOPMENT AGREEMENT BY AND BETWEEN THE
CITY OF CANTON, FULTON COUNTY, ILLINOIS AND WHITE COURT, LLC AND FRANK MORGAN
(PHASE-1 RENOVATIONS AT 135, 141, 147, WHITE CT., CANTON, IL)
This TIF agreement was passed previously and was to renovate the entire white court apartments
consisting of 12 units. Currently there are 4 renovated. However, because of some tenant issues
as well as other issues caused the timeline of the other 8 units to be up in the air. Rather than
holding up the project, Morgan is asking that the city break this agreement into 3 phases that
way she can collectively complete each phase.

authorizing the execution of a Canton-1 Downtown/5 Avenue TIF District redevelopment
agreement by and between the City of Canton, Fulton County, Illinois and White Court, LLC and
Frank Morgan (Phase-1 renovations at 135, 141, 147, White CT., Canton, IL).

ORDINANCE APPROVING AND AUTHORIZING THE EXECUTION OF A CANTON BUSINESS
DEVELOPMENT DISTRICT NO. 1 REDEVELOPMENT AGREEMENT BY AND BETWEEN THE CITY OF
CANTON, FULTON COUNTY, ILLINOIS AND GIANT INVESTORS, INC. AND GIANT REAL ESTATE
INVESTORS, INC. AND JEROMIE HALE (101 E. ELM ST.)

ORDINANCE APPROVING AND AUTHORZING THE EXECUTION OF A CANTON BUSINESS
DEVELOPMENT DISTRICT NO. 1 REDEVELOPMENT AGREEMENT BY AND BETWEEN THE CITY OF
CANTON, FULTON COUNTY, ILLINOIS, AND DIANE K. BELL (D.B.A. DI’S BOUTIQUE) (70 N. MAIN
ST.)
Di’s Boutique was relocated to a building on the square. There are some renovations to the
property costing about $41,700 and Lovell was looking at approving an agreement to reimburse
25% not to exceed $10,000.
Motion and second were made by Alderpersons Chamberlin/Lovell to approve an ordinance
approving and authorizing the execution of a Canton business development district NO. 1
redevelopment agreement by and between the city of Canton, Fulton County, Illinois, and Diane
K. Bell (D.B.A Di’s Boutique). Renovations are $41,700 with an agreement to reimburse 25% not
to exceed $10,000.

PUBLIC WORKS
ALDERPERSON ANGIE LINGENFELTER, CHAIR
APPROVAL TO START BIDDING PROCESS FOR CITY’S HEAVY EQUIPMENT FOR FY25.
Utilities Director Joe Carruthers said with the council’s approval, the department would like to
move forward with the purchase of four new dump trucks in the FY25 budget. One truck for
system maintenance, two in the street department, and one truck at the wastewater treatment
plant. Public Works has used the state purchasing for the tanker previously bought with success
and that is being utilized the best they can. However, there are some trucks that may have to go
out for bids.
Motion and second were made by Alderpersons Nelson/Lovell for approval to start bidding
process for City’s heavy equipment for FY25.

FINANCE
ALDERPERSON ANDRA CHAMBERLIN, CHAIR
ORDINANCE AUTHORIZING FINANCING OF THE OPERA HOUSE LOT DEVELOPMENT IN THE
AMOUNT OF $2.5 MILLION WITH MIDAMERICA NATIONAL BANK.

APPROVAL OF A DEMOLITION REIMBURSEMENT AGREEMENT WITH MARTIN K. HESSEN FOR
236 E. LOCUST STREET, CANTON, IL 61520.
Attorney Jump explained this is something similar to what has been done in the past. This
gentleman contacted the city and is interested in tearing the property down. Hessen acquired
the property and asked if he could have a little assistance from the city. This is coming out of the
demolition fund. There is a cap, which is 50% of the cleanup cost to a maximum of $5,000. This
agreement is just to allow Hessen to be reimbursed for a portion of those costs.

reimbursement agreement with Martin K. Hessen for 236 E. Locust Street, Canton, IL 61520.

RESOLUTION APPROVING A COLLECTIVE BARGAINING AGREEMENT BETWEEN THE CITY OF
CANTON AND THE ILLINOIS FRATERNAL ORDER OF POLICE LABOR COUNCIL, UNIT #840 FOR
MAY 1, 2024 – APRIL 30, 2028.
Motion and second were made by Alderpersons Grimm/Hale to approve a resolution approving
a collective bargaining agreement between the city of Canton and the Illinois Fraternal Order of
Police Labor Council, Unit #840 for May 1, 2024 – April 30, 2028.

PROPERTY
ALDERPERSON PATRICK KETCHAM, CHAIR
MONTHLY PROGRESS REPORT REGARDING THE OPERA HOUSE PLAZA PROJECT.
Bruce Brown provided an update to Alderman Ketcham who passed along the information in
the council packet where drawings were provided. The project is still on budget, and they plan
to start bidding around October. Attorney Jump explained he had a meeting last week to go
over some questions and Jump expects in the near future more things to get finalized. In
September they expect movement to start happening.
