ADDITIONS OR CORRECTIONS TO THE AGENDA:
Attorney Jump requested to go into closed session earlier than normal as the council will be
taking action on one of the items discussed.
Under Alderwoman Hale’s committee, the date changed for the Jesus Fest to be held on

September 7, 2024, instead of August 24.
Under Alderwoman Chamberlin’s committee, an ordinance authorizing the purchase of two (2)
new police vehicles have been tabled for the time being.
Under Alderman Nelson’s committee, an ordinance amending Title 10 by adding Chapter 15.3
(Solar Energy Code) to the Canton Municipal Code to allow for Solar Energy Systems has been
tabled.

PUBLIC PARTICIPATION:
MAYORAL COMMUNICATIONS/REQUESTED ACTION:
Mayor McDowell was notified by a citizen earlier in the week who had observed a young boy
running near Dunkin Donuts who appeared to be toddler. The gentleman got out of his vehicle
attempting to flag down the child to prevent him from getting hurt due to the dangerous location.
The gentleman stated Miss Ella Dixon, Miss Ella Wheeler, and Miss Brooklyn Denis who work for
the park district happen to be driving by and stopped because they saw that there was a
potentially dangerous situation occurring. The woman got out of the car and helped the
gentleman get the child to safety. The gentleman wanted to express gratitude to the ladies for
pulling over to help as did Mayor McDowell.
There has been a lot of confusion about the mandatory totes. Mayor McDowell wanted to clarify
that this is not finalized and is something that is a work in progress. The city is continuing to look
into all avenues. The mandatory totes are being put on hold until council can sit down together
to discuss options. The city is however, asking the public to continue to buy totes. The Mayor
would like for totes to be mandatory because it helps the city look more uniformed and
aesthetically pleasing as well as easier on the city workers. Again, this is not mandatory rather,
encouraged for the time being.
APPOINTMENTS FOR JOINT PLANNING AND ZONING.
Mayor McDowell appointed Brette Orwig, Susan Duquenne, and Brenda Nuttall for Joint Planning
and Zoning.

CITY CLERK COMMUNICATIONS /REQUESTED ACTION:
DEPARTMENT HEAD COMMUNICATIONS/REPORTS:
Fire Chief Scott Roos wanted to remind the public there were some power lines down due to
the recent storms. In the event that a power line is down, Roos advised not to approach it. The
lines are considered “live” until Ameren deems them otherwise.
Public Utilities Director Joe Carruthers stated, with all the rain we just had and the effects of the
storm, almost every city department was out of power last night. Around 8:00 pm, the
wastewater plant had power failures which burned up equipment. When the new plant is
underway, there will be generators installed to prevent this from happening again. The sewer
crew is still catching up as there was a lot of water that came through the sewers. In the middle
of the night the street department assisted with tree clean up so traffic was able to get through
the areas.

COMMUNITY & ECONOMIC DEVELOPMENT
ALDERPERSON JOHN LOVELL, CHAIR
Michelle Spiva provided a brief update to the council on partnership activities. Over the last
month, she has continued with the strategic planning process for the city of Canton for possible
programs for the use of TIF and BDD funds. There are currently five strategic planning meetings,
two of which had general stakeholders, one with restaurant holders, one with retail business
owners and one with real estate professionals. The next two meetings will be with teachers and
then Spoon River Partnership contributors. The highest priorities have been residential programs
such as housing development/addressing properties that are in disrepair and downtown
revitalization with a possible façade program. Another priority is filling in empty store fronts,
business retention and expansion, and marketing support as well as mentoring for businesses.
What Spiva has personally been working on in her office is contacting economic development
departments and inquiring about programs they have and whether or not they are successful.

ORDINANCE AUTHORIZING THE PURCHASE OF A KOMATSU WHEEL LOADER AND TRADE-IN OF
CITY’S PERSONAL PROPERTY AS PARTIAL PAYMENT TOWARDS PURCHASE OF KOMATSU WHEEL
LOADER.
This will be with the procurement purchase through Source Well Membership. For the time
being, the city plans to hold off on the trade-in. The amount for the wheel loader is $192,900.

PROPERTY

MONTHLY PROGRESS REPORT REGARDING THE OPERA HOUSE PLAZA PROJECT.
There have been no significant changes. Lingenfelter thought it was alarming that there wasn’t
any type of concession stands, restrooms, and benches. Michelle Spiva explained that if the
budget allows, things like benches will be added. For the restroom aspect, porta potties are
expected to be placed for the public. Spiva pointed out that if you look at the design for the Opera
House project there are two rooms in the back that could potentially be utilized but it is
something that still needs discussed. There will also be two water stations.
