AN ORDINANCE ESTABLISHING THE POSITION OF RECORDING
SECRETARY TO THE VARIOUS COMMISSIONS, COMMITTEES OR
BOARDS OF THE CITY OF CANTON, ILLINOIS
WHEREAS, it has been determined that it is necessary, desirable and in the best
interest of the City of Canton to create appointed positions of recording secretary to the
various commissions, committees or boards for the City of Canton; and,
WHEREAS, the Mayor with consent of the City Council shall appoint the
recording secretary at the first meeting in May beginning the fiscal year.
WHEREAS, by implementing this provision in the Codebook the City would be
assured that trained recording secretaries would follow the Open Meetings Act requirements.
WHEREAS, the Canton City Council has made a similar determination.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF CANTON, FULTON COUNTY, ILLINOIS as follows:
1. That the Recording Secretary shall keep minutes of the meetings of the
various commission, committee or board.
2. That the Recording Secretary shall receive and retain the administrative
paperwork of the commission, committee or board.
3. That the Recording Secretary shall not be deemed a member of the
commission, committee or board and shall not have the rights, duties and
responsibilities of any member of the commission, committee or board.
4. The recording secretary shall be appointed and an award of comp time or
overtime benefits may be established and approved by the Mayor with
consent of the City Council at the first meeting in May beginning the
fiscal year.
5. This Ordinance shall be in full force and effect immediately upon its
passage by the City Council of the City of Canton and approved by the
Mayor thereof.

regular meeting this 18t1z day of May , 20 04 , upon a roll
call vote as follows:
