Edwards Way th 50 North 4 Avenue, Canton, Il 61520 A regular meeting of the Canton City Council was held on September 19, 2024 (6:30pm) at the th Historic Depot located at 50 North 4 Avenue Canton Illinois. STAFF IN ATTENDANCE: Mayor Kent McDowell, City Clerk Andi Walters, Treasurer Crystal Wilkinson, Fire Chief Scott Roos, Police Chief Michael Eveland, Utility Director Joe Carruthers, City Engineer MEDIA IN ATTENDANCE: Fulton Democrat MEETING CALLED TO ORDER PLEDGE OF ALLEGIANCE OPENED THE MEETING INVOCATION – Mayor Kent McDowell ROLL CALL Yes No Absent Alderperson Gossett x Alderperson x Lingenfelter Alderperson Ketcham x Alderperson Hale x Alderperson Grimm x Alderperson Lovell x Alderperson Nelson x Alderperson x Chamberlin ADDITIONS OR CORRECTIONS TO THE AGENDA: Item B and C were tabled under Alderman Nelson’s committee. PUBLIC PARTICIPATION: MAYORAL COMMUNICATIONS/REQUESTED ACTION: Mayor McDowell announced he got a message from Caleb Hale at the water plant stating he normally pays anywhere from $9,000-$10,000 a month for Ameren for the electric bill, and this month the electric bill was $982.00. The solar project is starting to pan out. Canton fourth grader Carter Fletcher wrestled at the Midwest Wrestling Nationals in nd Bloomington which is a huge tournament and placed 2 in his division. Mayor McDowell also stated the Canton Allstar Girls Softball, 12 and under, tended the Heart of st Illinois Girls Softball League Tournament in Bloomington and placed 1 place in their bracket along with a season record of 52-17. CITY CLERK COMMUNICATIONS /REQUESTED ACTION: DEPARTMENT HEAD COMMUNICATIONS/REPORTS: Fire Chief Scott Roos reminded everyone with the Fourth of July coming up to have a fun and safe holiday. Fireworks shall be properly disposed of and to keep track of the kids around the fireworks. Each year the fire department has several incidents and would like to try to prevent them this year with more adult supervision. To properly dispose of the fireworks, make sure to put them into water because they can still continue to burn, which can cause fires. Lastly, Roos explained there have been several issues with residents calling about the city’s burning ordinance. The ordinance was posted on the Facebook page as well as the city’s website. The ordinance states that if it grows in your yard it can be burned from sun up to sun down, but if its anything processed such as a 2x4 that it is illegal to burn. The city dump that is out by Cedar will also takes leaves, etc. If you do burn, you have to tend the fire at all times and you cannot walk away from it. Public Utilities Director Joe Carruthers announced the public works department will be closed on the Fourth of July as well as the city’s office. Garbage will be picked up on that Friday. No discussion Motion and second were made by Alderpersons Hale/Gossett to approve a special event and th road closure request from YMCA for the 70’s Run to be held on July 13. APPROVAL OF A SPECIAL EVENT AND ROAD CLOSURE FOR WHITE OAKS TAP FOR THE SUMMER THTHSTTH EVENT SERIES TO BE HELD JULY 20, AUGUST 10, SEPTEMBER 1, AND OCTOBER 9. Motion and second were made by Alderpersons Nelson/Lovell to approve a special event and th road closure request for White Oaks Tap for the Summer Event Series to be held July 20, August thstth 10, September 1, and October 9. COMMUNITY & ECONOMIC DEVELOPMENT ALDERPERSON JOHN LOVELL, CHAIR PUBLIC WORKS ALDERPERSON ANGIE LINGENFELTER, CHAIR RESOLUTION AUTHORIZING MEMBERSHIP IN EQUALIS GROUP FOR PURPOSES OF PROCUREMENT Attorney Jump explained Equalis Group is a cooperative purchasing organization that provides contracts competitively solicited by public agencies for a variety of products and services. Jumps understanding is there is no cost to joining Equalis as a member and will not lock the city into a purchase of any sorts. This is something the city is hoping to use for future purchases and try to expedite the competitive bidding process. Motion and second were made by Alderpersons Lingenfelter/Grimm to approve a resolution authorizing membership in Equalis Group for purposes of procurement. FINANCE ALDERPERSON ANDRA CHAMBERLIN, CHAIR IT AND CYBERSECURITY ALDERPERSON GREG GOSSETT, CHAIR LABOR AND EMPLOYMENT ALDERPERSON RALPH GRIMM, CHAIR Alderman Ralph Grimm didn’t have anything for council action, but wanted to let the council know the city has reached a tentative agreement with the AFSCME Union.
