Alderwoman Andra Chamberlin moved Item B under finance, to go first after the public
hearing.
PUBLIC PARTICIPATION:
PUBLIC HEARING:
Public hearing pursuant to the requirements of Section 147(f) of the Internal Revenue Code of
1986, as amended (the “Code”), to consider the proposed issuance by the City of Canton not to
exceed $12,650,000 aggregate principal amount of Health Care Facilities Revenue Bonds, Series
2024 (Graham Hospital Association Project).
The proceeds of the bond will be loaned to Graham Hospital Association in Illinois not for profit
corporation. The borrower is to finance or reimburse the acquisition construction, remodeling,
and equipping certain health facilities including but not limited to: A) various equipment and
system upgrades to the facility and related hospital infrastructure located at 210 W Walnut
Street, Canton, Illinois 61520, and B) the clinic expansion projects and related hospital
infrastructure located at 530 North Seminary Street, Galesburg, Illinois 61401, 1174 North
Seminary Street, Galesburg, Illinois 61401, 2028 North Seminary Street, Galesburg, Illinois 61401,

and 435 East 3 Street, Galesburg, Illinois 61401. Collectively the project and pay all or a portion
of the costs issuing the bonds. The Bonds will not constitute a debt to the city or the state of
Illinois within the meaning of any provisions of the Constitution statutes of the state of Illinois or
pledge of the faith and credit to the city or the state of Illinois or grant to the owners thereof of
any right to have the city levy any taxes or propriate any funds for the payment of the principal
thereof or interest therein. The bonds will be payable solely out of the revenues and other funds
pledged their payments in accordance with the bond and loan agreement with the borrower
under which the bonds will be issued. This public hearing is required by section 147(f) of the
Internal Revenue Code of 1986, as amended. At the time and place set for the public hearing,
residents, tax payers, and other interested persons will be given the opportunity to express their
views for or against the proposed plan of financing the issuance of the bonds and the purpose of
the issuance of the bonds.
MAYORAL COMMUNICATIONS/REQUESTED ACTION:
Michelle Spiva spoke about the Historic Building Event explaining that in previous council
meetings there has been discussion about plans for the Downtown Opera House lot and also
talked about creating a strategic plan for what the city would do with the BDD funds. Spiva
stated that there were 10 vacant storefronts around the downtown and how she attended a
conference in Springfield that talked about ways to refurbish old buildings along with programs
that might be available through the state of Illinois to help with some of the buildings in our
downtown that might have some deterioration and could potentially cost a lot of money to fix
up. A lot of the buildings are privately owned, and the owners are not currently interested in
doing the work or putting a business in themselves. She stated the city could use the BDD funds
or present programs to the building owners that might entice them to create a plan to fix those
thth
buildings up. On May 15, Landmarks Illinois will come to the Depot Building located at 50 N 4
Ave, Canton, Illinois from 10am-12pm where there will be a presentation. An RSVP for the
event was provided. The presentation will be interactive and geared towards Canton itself.
APPROVAL OF SEATING CHART FOR THE MUNICIPAL YEAR.
Mayor McDowell explained that the 2024-2025 seating chart and committees are to remain the
same for the new fiscal year and that everything has worked well.

Mayor McDowell stated he would like Alderman Lovell, Alderman Gossett, and Alderwoman

the 2024-2025 municipal year.

There has been significant growth over the last decade and today Graham is about a 1/3 of a
billion-dollar entity of the buildings with almost 900 employees. Graham is currently in five
counties, nine communities, and will have 15 brick and mortar clinics and convenient cares by
the end of this time next year. Some of the money is for a new MRI machine, mammogram
machine, and a new ultrasound machine.
Attorney Jump explained the city does not pay the bonds back and it does not affect the statutory
borrowing limits. The city has a separate reimbursement agreement that will be signed before
the final loan documents will be signed.

APPROVAL OF THE MUNICIPAL AGGREGATION WITH DACOTT ENERGY.
Last month it was decided to hold off on signing anything and the start date was pushed back
from June to July. Since then, there has been a 10% drop in prices. With numbers still not being
low, they are lower than what they were previously. The current recommendation is to lock in
with constellation for a full affixed price for 12 months and todays price is 0.08699 which is close
and in line with where the current Ameren price to compare is. Utility rates are expected to go
up this coming summer and rates are usually released mid-May. If there aren’t any immediate
savings shown, then come fall/winter this 0.08699 will be better looking. It doesn’t affect the
contacted rate for the entire city, but Constellation offers a green product as well, where
residents have the option if they are in the program and want to pay (a premium) that cost is
0.09073 which is there if anyone has a passion to be able to say that pricing is already high, but
at least they are green. At this time is suggested to go with the 12 months because it is hoped
that next spring there will be more savings possibly shown. If its locked in at a 12-month rate, the
residents have a few options and if they decide to opt out of the program it would either go back

to the utility or they can go out to try and find a rate themselves with a 3 party supplier, or if
eligible they can be part of the program. Canton is an opt out city, which means everyone whose
eligible come July will be enrolled in the program unless they opt out of it. Residents will be
provided with a flyer and if eligible they can either throw the flyer away and they will be enrolled
with Constellation for 12 months at the rate of 0.08699, or they can fill out the flyer and mail it
back. There is also an electronic way to do this process on the flyer provided. The only issue is
that if you have been off the program for two billing cycles, you are not aloud to rejoin for 12 full
months. There will be a link provided to put on the city website explaining all of this.
