Edwards Way th 50 North 4 Avenue, Canton, Il 61520 A regular meeting of the Canton City Council was held on June 18, 2024 (6:30pm) at the Historic th Depot located at 50 North 4 Avenue Canton Illinois. STAFF IN ATTENDANCE: Mayor Kent McDowell, City Clerk Andi Walters, Treasurer Crystal Wilkinson, Fire Chief Scott Roos, Police Chief Michael Eveland, Utility Director Joe Carruthers, MEDIA IN ATTENDANCE: Fulton Democrat CALL TO ORDER PLEDGE OF ALLEGIANCE INVOCATION – Mayor Kent McDowell Mayor McDowell asked that everyone take a moment of silence for Alderperson Gossett’s mother who passed away last week. PUBLIC COMMENT MAYORAL COMMUNICATIONS The Mayor thanked MidAmerica National Bank for the fundraiser for the Canton fireworks display. They do this every year and we are grateful to the employees at the bank who take care of it. Mayor McDowell also stated he felt the car show went really well. The Chamber of Commerce did a great job on it like they always do. th Mayor reminded everyone that July 4 is on a Thursday and we will be having a meeting nd on July 2. The fireworks display will be on the 4th CITY CLERK COMMUNICATIONS DEPARTMENT HEAD COMMUNICATIONS/REPORTS Utility Director Joe Carruthers asked that everyone be patient as the public works department is working on painting the roads and they are working in the middle of the roads. Some of the guys from the department are coming in an hour earlier than normal to do the job. CITY COUNCIL COMMUNICATIONS/COMMITTEE REPORTS PUBLIC SAFETY AND LEGAL ALDERPERSON JUSTIN NELSON, CHAIR APPROVAL OF THE CLOSED MEETING MINUTES Attorney Jump stated this will be through December 19, 2023 and the next meeting will be approving up to June 18, 2024. Motion and second were made by Alderpersons Ketcham/Gossett to approve the Resolution Reporting the need of confidentiality or confidential treatment of closed minute meeting pursuant to the Illinois open meetings act. APPROVAL OF PROPOSING TO THE JOINT PLANNING AND ZONING COMMISSION, AN ORDINANCE AMENDING TITLE 10 BY ADDING CHAPTER 15.3 (SOLAR ENERGY CODE) TO THE CANTON MUNICIPAL CODE TO ALLOW FOR SOLAR ENERGY SYSTEMS Attorney Jump explained this would not be approving the Ordinance because it’s a zoning regulation so the first part of this process is proposing it to planning and zoning. They will review it and provide any recommendations as well. Attorney jump suggested approving this to include subject to any additional revisions the city attorney’s office may make with the zoning administrator. Once they make the recommendation then we’ll come back to it and council will approve. There will need to be a public hearing which will happen at the planning and zoning commission to allow for public comment on the change before it comes back to council. Jump went on to say in a nutshell we were instructed to come up with some ordinances regulating solar panels within the city limits and this addresses it from a variety of aspects not just the roof mounted typical ones which is more of build regulation permit that they would need to seek but if they were going to be a ground mount or commercial utilities scale farm within the city limits then they need to get a special use permit which will be more of a process to be allowed within the city. Alderperson Grimm asked Attorney Jump if County would have to come up with something similar to this. Jump replied the County is a little bit different. County has State regulations. There is a siting ordinance that goes through the State. Ours is just dealing more directly with in corporate limits of the City. If someone is out in the County where they are going to more subject to County zoning rules and County building codes then the County’s rules are going to apply. Grimm asked if there was any kind of permit for homeowners to put panels on their homes. Jump replied that is what this, in part provides for a separate but is more analogous to a building permit so, if they are wanting to do that they will need to provide the specifications to Jon so he can review them to make sure they aren’t going to damage the roof. RUGULATORY AND POLICY ALDERPERSON ANGELA HALE, CHAIR COMMUNITY AND ECONOMIC DEVELOPMENT ALDERPERSON JOHN LOVELL, CHAIR ORDINANCE APPROVING AND AUTHORIZING TH EXECUTION OF A CANTON TAX INCREMENT FINANCING (TIF) DISTRICT 3 REDEVELOPMENT AGREEMENT BY AN BETWEEN THE CITY OF CANTON, FULTON COUNTY, ILLINOIS AND KLINEDINST CHIROPRACTIC LLC AND DR. Michelle Spiva, Director of Spoon River Partnership of Economic Development discussed things happening around the city. Spiva stated that she attended the CUSD66 meeting this afternoon. They did receive funds through the climate and equitable jobs act from a grant through DCEO in the amount of $1,400,000.00. Spoon River College also received just under $1,000,000.00 and Fulton County received just over $1,000,000.00. A lot of these funds will be spent on economic development. She went on to say that a new business named Duke’s Wing Stop opened last weekend and are open on Fridays and Saturdays. They are operating out of Big Cat’s Bowls serving wings and french fries. CVS will be closing at the end of this month. This is not a Canton thing. They are closing hundreds of stores nationwide. Spiva stated she has had a couple of inquiries on the property. It won’t be filled right away but she does have some national retailors that are interested in the space. Kobolds and Kabinets also closed. They were able to liquidate all of their inventory quite quickly. There is an operation similar to theirs that operates out of Peoria that offered to buy all of their inventory. Spiva does not anticipate this storefront being closed for long either. Alderperson Lingenfelter asked what the status is on the meat locker out on Linn St. Spiva replied she is not sure. She has spoken with the owner and they are looking to reopen. There is a grant to be had if moved inside city limits so there was talk of him moving his business inside of city limits instead of staying where he is but he has decided to stay at his current location so Spiva is now looking for additional grants for him if he keeps his current location which, is hard because he is not in TIF nor BDD and the current DCEO grant that is available for grocers and butchers he doesn’t qualify for at his current location. PUBLIC WORKS ALDERPERSON ANGIE LINGENFELTER, CHAIR TOTE DISCUSSION Alderperson Lingenfelter stated the City of Canton wishes to inform residents we will be transitioning to tote only containers pickup starting August 1, 2024 and a finalize date of January 1, 2025. The program change is a two-fold benefit to the citizens. It will help with disposal costs and keep the environment cleaner with more efficient trash removal. It is also a safety asset to personnel which, hopefully will help reduce work comp claims. Each resident is allowed two (2) totes of any combination. The large tote is 95 gallons/$71.00. The medium tote is 65 gallons/$64.00. The small tote is 35 gallons/$54.00. All totes come with a ten (10) year replacement warranty on normal wear and tear. Any resident age 65 or older will receive a 10% discount. There is an optional four-month payment plan that can be set up through your water/sewer/trash bill. The City will drop off purchased totes. Joe Carruthers stated after researching he found zero communities our size that don’t have a tote program. A letter will be sent out to residents with details. Alderperson Grimm stated he appreciated the 10% discount. He personally would like to see that discount higher if we are going to impose this on our senior citizens. He feels we should provide additional help beyond the 10%. Alderperson Lingenfelter replied it could be discussed with Nancy Mackey and Comptroller Beka Schultz. Mayor McDowell replied this is up for discussion to get all the ideas on the table. Alderperson Hale commented she has had a couple of people say they maybe have a half bag of garbage a week and to have to buy one of these is not only a big expense on them but they are worried about being elderly and being able to drag a tote safely out to the curb. Mayor McDowell replied, he’s had other people say they use it as a walker. Alderperson Nelson replied, these are actually safer than carrying a bag with no stability. Alderperson Lingenfelter suggested that as far as payment, if it is a senior citizen on a fixed income maybe we could extend out the amount of time to pay to soften the burden. FINANCE ALDERPERSON ANDRA CHAMBERLIN, CHAIR IT AND CYBERSECURITY ALDERPERSON GREG GOSSETT, CHAIR LABOR AND EMPLOYMENT: ALDERPERSON RALPH GRIMM, CHAIR Alderperson Grimm stated that the city has cooling centers available to the public at City Hall and the Salvation Army. Grimm also wanted to remind people to take care of their pets during this excessive heat this week. They should not be left outside. PROPERTY ALDERPERSON PATRICK KETCHAM, CHAIR Alderperson Ketcham provided an update to Council that was given to him by Farnsworth. Maurer Stutz donated the topo survey. The preliminary drawing for the shelter for the band shell design is being put together. Yesterday they bored holes for the soil samples. EXECUTIVE SESSION/CLOSED MEETING ADJOURNMENT Motion and second were made by Alderpersons Nelson/Chamberlin to adjourn without the need for executive session.
