Edwards Way th 50 North 4 Avenue, Canton, Il 61520 A regular meeting of the Canton City Council was held on June 4, 2024 (6:30pm) at the Historic th Depot located at 50 North 4 Avenue Canton Illinois. STAFF IN ATTENDANCE: Mayor Kent McDowell, City Clerk Andi Walters, Treasurer Crystal Wilkinson, Fire Chief Scott Roos, Police Chief Michael Eveland, Utility Director Joe Carruthers, City Engineer Keith Plavec MEDIA IN ATTENDANCE: Fulton Democrat MEETING CALLED TO ORDER PLEDGE OF ALLEGIANCE OPENED THE MEETING INVOCATION – Mayor Kent McDowell ROLL CALL Yes No Absent Alderperson Gossett x Alderperson x Lingenfelter Alderperson Ketcham x Alderperson Hale x Alderperson Grimm x Alderperson Lovell x Alderperson Nelson x Alderperson x Chamberlin ADDITIONS OR CORRECTIONS TO THE AGENDA: PUBLIC PARTICIPATION: MAYORAL COMMUNICATIONS/REQUESTED ACTION: Mayor McDowell had a video emailed to him from Jenny at Dacott that he shared with council. The video explained how the City of Canton signed a new contract with Constellation that has been talked about in previous council meetings. This video will be displayed on the City website th for residents to view in order to better understand. Residents will have until June 10 to opt out. th Mayor McDowell reminded everyone Thursday, June 6, will be the 80 anniversary of D-Day. Mayor McDowell stated that Art on Main was Successful with a lot of people and familiar faces in attendance. Next Friday will be the Cruise-In. Mayor McDowell communicated that the North Gate out at the lake will now be closed from 10pm-6am due to theft and vandalism. CITY CLERK COMMUNICATIONS /REQUESTED ACTION: DEPARTMENT HEAD COMMUNICATIONS/REPORTS: th Public Utilities Director Joe Carruthers gave an update on the watermain extension on 20 avenue. It is now moving forward, and there is interest in people wanting to hook up and get connected to our water. City Engineer Keith Plavec explained that from North Main Street to Chestnut from the hotel to Don and Nancy’s, the barricades will be moved. On Thursday Otto Baums crew will finish the pour for the sidewalk project. Dash Wilson and his crew will go through and strike the parking spots like they have already been doing downtown. This project was quicker than anticipated, and Plavec said the business owners were great to work with. Plavec then announced that he and Carruthers were notified that the Waste Plant loan money has been approved through the EPA, along with the principle forgiveness up to 30%. Plavec and Carruthers are working towards submitting their plans in the middle of June to work towards the permit, and then ultimately the project will be bid sometime this winter and construction should start next year. COMMITTEE REPORTS: PUBLIC SAFETY AND LEGAL ALDERPERSON JUSTIN NELSON, CHAIR RESOLUTION APPROVING AN INSURANCE RENEWAL BETWEEN THE CITY OF CANTON AND KIESWETTER INSURANCE AGENCY TO SERVE AS AGENT FOR THE CITY’S WORKER’S COMPENSATION AND LIABILITY INSURANCE FOR THE POLICY YEARS DECEMBER 1, 2024, TO DECEMBER 1, 2027. Dan Kieswetter was present to give an overview and explained there was a quarterly loss run for worker’s compensation and general liability claims and passed the information to the council. The three-year agent/broker service is up for renewal and Kieswetter gave a little background stating that his company has worked for the city since 2017 and it’s been there pleasure to serve the city and would like to continue to do so. Motion and second were made by Alderpersons Gossett/Lovell to approve a resolution approving an insurance renewal between the City of Canton and Kieswetter Insurance Agency to serve as agent for the City’s Worker’s Compensation and Liability Insurance for the policy years December 1, 2024, to December 1, 2027. REGULATORY AND POLICY ALDERPERSON ANGELA HALE, CHAIR APPROVAL OF A SPECIAL EVENT ROAD CLOSURE REQUEST FROM BILLY’S TAP FOR RED DOG CF TO BE HELD FRIDAY, JULY 12. This is a repeat event with no changes. Motion and second were made by Alderpersons Hale/Gossett for approval of a special event road closure request from Billy’s Tap for Red Dog CF to be held Friday, July 12. APPROVAL OF A SPECIAL EVENT ROAD CLOSURE REQUEST FROM BILLY’S TAP FOR CANTON TRAVELING BASKETBALL FUNDRAISER TO BE HELD SATURDAY, OCTOBER 19. This is also a repeat event with no changes. Motion and second were made by Alderpersons Hale/Ketcham for approval of a special event road closure request from Billy’s Tap for Canton Traveling Basketball Fundraiser to be held Saturday, October 19. COMMUNITY & ECONOMIC DEVELOPMENT ALDERPERSON JOHN LOVELL, CHAIR ACTION TO BE TAKEN BY COUNCIL ON THE FOLLOWING TIF/BDD APPLICATIONS AND/OR AGREEMENTS: RANDY KLINEDINST CHIROPRACTIC, LLC (106 MARTIN AVE). The project being looked at, is to replace the roof, along with the cost of repairs which is estimated to be $17,685.00. Lovell believes Klinedinst filled out a BDD application, but would be more interested in pursuing a TIF agreement not to exceed 25% or $4,421.00. Motion and second were made by Alderpersons Grimm/Lovell to approve a TIF application and/or agreement for Randy Klinedinst Chiropractic, LLC (106 Martin Ave) with a total project cost of $17,685 not to exceed 25% or $4,421. PUBLIC WORKS ALDERPERSON ANGIE LINGENFELTER, CHAIR RESOLUTION APPROVING THE 2024 MFT MAINTENANCE PROGRAM. Keith Plavec explained the program and where all the maintenance will take place. Dash and his crews will be assisting. This will all be MFT dollars. The first thing that would need approved is a resolution for maintenance under the Illinois Highway Code, which would authorize $500,000 of motor fuel tax funds for the purpose of maintaining streets and highways under the Illinois Highway Code. Motion and second were made by Alderpersons Grimm/Chamberlin for approval of a resolution approving the 2024 MFT Maintenance Program authorizing $500,000 of motor fuel tax funds for the purpose of maintaining the streets and highways under the Illinois Highway Code. PUBLIC AGENCY GENERAL MAINTENANCE ESTIMATE OF MAINTENANCE COSTS. This was also included in the packet. It’s a breakdown of the spray patching and the total estimate for the construction is $433,907 and also includes milling and HMA resurfacing. There will also be an engineering inspection and material testing which will be outsourced. The total maintenance cost is estimated to be $481,380.52. Motion and second were made by Alderpersons Hale/Lovell for approval of estimated maintenance costs with construction estimated to be around $433,907 and maintenance costs estimated to be around $481,380.52. MAINTENANCE ENGINEERING TO BE PERFORMED BY CONSULTING ENGINEER. This is the contract that is between the City of Canton and Maurer-Stutz. This was included in the packet as well.
