ADDITIONS OR CORRECTIONS TO THE AGENDA:
PUBLIC PARTICIPATION:
MAYORAL COMMUNICATIONS/REQUESTED ACTION:
Mayor McDowell reminded everyone that Monday was a holiday and there will not be any
garbage pickup. More importantly it’s Memorial Day, so it was asked that residents attend the
ceremony at Jones Park and the ceremony at Lakeland if possible.

Volunteers are needed at 9am at the White Chappel Cemetery on May 25 to put flags on the
veterans graves.
CITY CLERK COMMUNICATIONS /REQUESTED ACTION:
City Clerk Andi Smith-Walters gave the Oath of Office to the new police officer, Gage
Hasselbacher.
DEPARTMENT HEAD COMMUNICATIONS/REPORTS:
Fire Chief Scott Roos reminded that with storm season approaching that any downed
powerlines to not approach and to call in to either Ameren or 911.
Public Utilities Director Joe Carruthers explained there were 2 letters mailed out to Canton
water customers regarding their water services, and if you received one of those letters, you
were either identified as having lead or you were unidentified and counted as an unknown. The
EPA has required that all lead service lines be removed in April of 2024. The search for grant
money is still ongoing to remove the lead lines. City Engineer Keith Plavec stated that if you
received and unidentified letter, to just let the water department know and they will someone
out to look at those lines.

PACKAGE STORE INC.
There was a hearing with the liquor commission and all paperwork and fees have been turned in.
This is new ownership for Chubbs.

application for a Class E Package Store Liquor License for Chubb’s Package Store, INC.

JUNE 14, 2024.
Everything is the same as previous years.

Special Event Permit for Canton Cruise in to be held June 14, 2024.

COMMUNITY & ECONOMIC DEVELOPMENT
ALDERPERSON JOHN LOVELL, CHAIR
ORDINANCE RESCINDING AN ORDINANCE APPROVING AND AUTHORZING THE EXECUTION OF
A REDEVELOPMENT AGREEMENT BY AND BETWEEN THE CITY OF CANTON, FULTON COUNTY,
ILLINOIS AND OLD DOG, LLC, AND PHILLIP P. IVERSON (23 W. PINE ST.)
This has essentially already been approved, but it has not yet been executed. Iverson has asked
to make a few changes to the agreement. Mainly, if Iverson were to sell the business later on
down the road, this agreement can be transferred to the new owner as long as it remains a
restaurant and distillery/microbrewery.
Motion and second were made by Alderpersons Hale/Lovell to approve an ordinance rescinding
an ordinance approving and authorizing the execution of a redevelopment agreement by and
between the City of Canton, Fulton County, Illinois and Old Dog, LLC, and Phillip P. Iverson (23 W.
Pine St.)

PUBLIC WORKS

APPROVAL TO PURCHASE FOUR (4) PANASONIC TOUGHBOOK COMPUTERS TO REPLACE THE
EXISTING OUTDATED COMPUTERS IN THE AMOUNT OF $15,992.00.
Police Chief Mike Eveland stated there were four computers purchased last year and that there
are eight total licenses for the squad cars, so they would like to purchase four more. The new
ones have a five-year warranty, and the computers purchased last year have a four-year warranty
remaining on them. These computers are already a budgeted item.

four (4) Panasonic Toughbook Computers to replace the existing outdated computers in the
amount of $15,992.00.

APPROVAL TO PURCHASE TWELVE (12) MOTOROLA LAPEL MICROPHONES FOR POLICE RADIOS
IN THE AMOUNT OF $4,446.00.
Eveland explained that this is also a budgeted item. Most of the ones that are in use right now
are worn out or need repairs. There were six purchased last year to replace the ones that weren’t
working and since then almost all the police issues have had issues with the old ones at some
point or another, these will be coming from a different company than previously used. If twelve
are purchased, then there will be a few extras incase any of the others need repairs or quit
working.

twelve (12) Motorola Lapel Microphones for police radios in the amount of $4,446.00.

RESOLUTION APPROVING AN OUTSOURCING PREPARATION STATEMENT OF WORK WITH
CLIFTONLARSONALLEN LLP FOR CERTAIN ACCOUNTING SERVICES.
Comptroller Beka Shultz stated that this was the annual agreement for the services, for the city,
with Shultz herself and other staff members the city may need from CliftonLarsonAllen LLP for
accounting purposes.
Motion and second were made by Alderpersons Nelson/Chamberlin for approval of a resolution
approving an outsourcing preparation statement of work with CliftonLarsonAllen LLP for certain
accounting services.

APPROVAL OF RFP FOR FINANCING THE OPERA HOUSE PROJECT.
Attorney Jump explained this was for the city to be able to request proposals regarding the
financing for the project. This is not the final approval; it is just requesting proposals to see what
comes back which will then be presented to the council to see where to go from there.
Motion and second were made by Alderpersons Grimm/Chamberlin for approval of RFP for
financing the Opera House Project.

with Midwest Engineering and Testing, INC. (MET) for geotechnical services for the Opera House

APPROVAL OF A PROJECT SERVICES AGREEMENT WITH FARNSWORTH GROUP FOR THE
OPERA HOUSE LOT (45 EAST SIDE SQUARE).
Bruce from Farnsworth said his group and himself all sat down and discussed this project. He
stated that they weren’t interested in charging the city any extra money than needs to be, and
the work is very weather dependent as the work will be done outside. Bruce believes the
contractors will want to get the work done within the timeframe, as that is their means of pay.
Alderwoman Lingenfelter asked that the council receive a monthly progress report to keep track
of how the project is coming along.

services agreement with Farnsworth Group for the Opera House Lot (45 East Side Square).
