PUBLIC HEARING-
Public Hearing for Tentative Annual Budget for Fiscal Year Beginning May 1, 2024, and
ending April 30, 2025, at 6:03pm on April 23, 2024:
Beka Shults explained that this had already been previously talked about as far as individual funds,
department heads with their explanations for expenditures outside of the normal for the year. The
total budget has revenues estimated to be $37,834,765.00 with total expenses of $41,276,500.00,
with a di?erence of $3,441,735.00 to be made up from city reserves. There are ARPA funds that
need to be expended which are more than half of that deficit and the remaining is from previously
saved funds for purposes like this.

Public Hearing for Proposed Annexation Agreement (or “Pre-Annexation”) Agreement
Involving Real Property located at East Maple Street, Canton, IL 61520 (P.I.N. 09-08-33-201-
038), at 6:06pm on April 23, 2024:
Mayor McDowell amended this item to change to West Maple Street instead of East Maple Street.

RESOLUTION APPROVING A PRE-ANNEXATION AGREEMENT BETWEEN THE CITY OF CANTON
AND CAYD WALLJASPER AND LYNDSEY WALLJASPER INVOLVING REAL PROPERTY LOCATED AT
WEST MAPLE STREET, CANTON, IL 61520. (P.I.N. 09-08-33-201-038).
Was previously discussed involving a watermain.

approving a pre-annexation agreement between the City of Canton and Cayd Walljasper and

FENCE CO. IN THE AMOUNT OF $34,744.00.
There were two bids received with this one from American Fence CO. being the lowest in the
amount of $34,744.00. This property is located across from Aldis, in hopes of being used for a
impound lot for the police.

ORDINANCE AUTHORIZING UTILITIES DIRECTOR AND/OR MAYOR TO EXECUTE A LEASE
AGREEMENT NOT EXCEEDING TWO (2) YEARS OF THE CITY-OWNED FARM.
This was previously tabled. Attorney Jump presented since Utilities Director Joe Carruthers could
not be in attendance. Jump explained that historically the city has leased the city-owned farm. The
last time this was done, it was estimated that there were approximately 54 acres. This property has
been leased a variety of di?erent ways in the past. There has been di?iculty finding someone to
farm this property recently however, as it not an easy property to get to. It was proposed that in
exchange for allowing said person to farm the fields, that they would maintain certain areas in or
around the farm and around the east side of the wastewater treatment plant which has been done
in the past. Attorney Jump plans to put together a written lease. The Illinois Municipal Code with
leases under two years allows the city to authorize an o?icer to make/enter into the lease without
the formal publishing requirements. Jump will be working with Mayor McDowell to finalize the terms
of the lease agreement. There were potentially 47 tillable acres of hay, and in the past people
haven’t wanted to mow, which was part of the agreement. Its also been hard for people to
maneuver their equipment.

authorizing utilities director and/or mayor to execute a lease agreement not exceeding two (2)
years of the city-owned farm.

APPROVAL OF ASBESTOS INSPECTION PROPOSAL FROM KIRWAN ENVIROMENTAL
MANAGEMENT, INC FOR 35 EAST SIDE SQUARE, CANTON, IL IN THE AMOUNT $6,300.00.
City Engineer Keith Plavec explained that the first step towards this demolition process, since it is a
commercial building, is to have an asbestos inspection done. This same company worked on the
lumber yard as well, so we have used them previously. Kirwan can be in as early as Thursday since
they are going to be looking at another property as well, so the sooner this can get approved, the
better. Once we get the report we will be able to evaluate and begin the demolition of the back side
of the building. Plavec also stated that even though only the back side is getting demolished, they
are still having the entirety of the building inspected.

Canton, IL in the amount of $6,300.00.

Mayor McDowell gave thanks to Comptroller Beka Shultz, Treasurer Crystal Wilkinson, and
department heads for doing a fantastic job on the budget.
