ADDITIONS OR CORRECTIONS TO THE AGENDA:
Under the finance committee, alderwoman Chamberlin tabled item D.
Mayor McDowell made a correction under the finance committee regarding item E correcting
the address.

Public Hearing regarding Proposed Annexation Agreement (or “Pre-Annexation”) Agreement
involving real property located at East Cypress Road, Canton IL 61520 (P.I.N. 09-08-15-100-007).
MAYORAL COMMUNICATIONS/REQUESTED ACTION:
Mayor McDowell explained that Parlin Ingersoll Library had an opening and that he would like to
appoint Carol Davis to the position and would like to entertain a motion for it.
Motion and second were made by Alderpersons Hale/Gossett to appoint Carol Davis for the
position that opened at Parlin Ingersoll Library.

Carol Davis then spoke to the council and introduced herself and gave thanks for allowing her
to speak. Carol explained some of her background history and how she ended up in Canton and
how she ended up at the library.

This year they would like to close the east side of the square for those days. The businesses gave
their approval.

and road closure for Art on Main to be held on June 1-2, 2024.

COMMUNITY & ECONOMIC DEVELOPMENT
ALDERPERSON JOHN LOVELL, CHAIR
ACTION TO BE TAKEN BY COUNCIL ON THE FOLLOWING TIF/BDD APPLICATIONS AND/OR
AGREEMENTS: WILLIAM NAGLE ACCOUNTING AND TAX SERVICE, INC. (150 MARTIN PLACE).
Lovell explains that after meeting with Steve Klein and going over applications that the project
they have decided to do within this particular agreement includes a larger project where they
will be adding an addition to their existing building. Some of these expenses are not TIF eligible
and Lovell believes that the total investment of the project is around $600,000 and there is
around $204,000 TIF eligible expenses. He explains that rather than going to the BDD right now,
they were instead looking at a pay as you go 65% up to $110,000 reimbursement on the TIF
eligible expenses over 10 years. This will not cost the city any additional revenue.

William Nagle Accounting and Tax Service, INC for 65% up to $110,000 reimbursement over 10
years.

ALDERPERSON ANGIE LINGENFELTER, CHAIR
APPROVAL OF RETAINING LAVERDIERE CONSTRUCTION TO INSTALL MANHOLE COVER OVER
EXISTING 42” INSIDE DIAMETER BRICK SEWER ALONG W. WALNUT STREET.
They received two different bids and Laverdiere was the lowest one and fit the criteria.
Motion and second were made by Alderpersons Hale/Lingenfelter to approve Laverdiere
construction to install manhole cover over existing 42” inside diameter brick sewer along W.
Walnut Street in the amount of $21,500.

RESOLUTION APPROVING A PRE-ANNEXATION AGREEMENT BETWEEN THE CITY OF CANTON
AND JOSH JOCHUMS AND TRINA JOCHUMS INVOLVING REAL PROPERTY LOCATED AT EAST
CYPRESS ROAD, CANTON, IL 61520 (P.I.N. 09-08-15-100-007).

approving a pre-annexation agreement between the City of Canton and Josh Jochums and Trina
Jochums involving real property located at East Cypress Road, Canton, IL 61520 (P.I.N. 09-08-15-

APPROVAL OF A CONTRACT FOR SOLID WASTE DISPOSAL, OPTION #2.
There were two different companies that were interested. The one that we have used for the last
five years, and with the option for an additional five years is Period Disposal Company doing
business as Area Creek Landfill. Over the last five years this company has been significantly lower
than our second option and will remain lower for the next five years as well.
Keith Plavec explained option 2 and that this project was bid out back in 2013 and 2014 and at
that point in time the City had never bid for solid waste tippage. They did a base bid with two
five-year options. The City was sending their material to Waste Management at the time and they
were taking it to Macomb and PCB which is now GFL came in at $30 and were $8 a ton which is
saving a bunch of money. As a result of this being done 10-15 years ago, the City has saved about
$55 per ton.

solid waste disposal, option #2 which is the Peoria Disposal Company DBA Indian Creek Landfill
in Hopedale.

RESOLUTION MAKING THE TENTATIVE BUDGET AVAILABLE FOR PUBLIC INSPECTION AND
APPROVING NOTICE OF PUBLIC HEARING.

Attorney Chris Jump states that the Public Hearing would be at 6pm on the 23 of April and then
around 6:30 that same evening there will be a special council meeting to approve the budget. It
is not a regularly scheduled meeting.
Motion and second were made by Alderpersons Hale/Chamberlin to approve a resolution making
the tentative budget available for public inspection and approving notice of public hearing to be
held on April 23, 2024 at 6pm with a special meeting to follow afterwards.

ORDINANCE ADOPTING THE BUDGET FOR ALL CORPORATE PURPOSES OF THE CITY OF
CANTON, FULTON COUNTY, ILLINOIS IN LIEU OF AN APPROPRIATION ORDINANCE FOR THE
ST
FISCAL YEAR BEGINNING MAY 1, 2024 AND ENDING APRIL 30, 2025 (1 READING).
There was no discussion and is more of a place holder. This item was not up for council action.

RESOLUTION APPROVING A DEMOLITION REIMBURSEMENT AGREEMENT RELATED TO

PROPERTY LOCATED AT 335 N. 4 AVENUE.
Alderwoman Chamberlin states that the information for this was in the packet that was provided.
Mayor McDowell explains that this property is owned by Judy and John Dudek, and they got a
bid for $10,000, we’re going to pay 50% up to $5,000. We have done something similar in the
past for other residents on West Olive.

Mayor McDowell wanted to give thanks to Ralph Grimm and Chris Jump for their hard work in
getting this first step 3 contracts finished in a timely fashion along with giving thanks to Scott
Roos for his inputs.

approving a collective bargaining agreement between The City of Canton and the Canton Fire

Attorney Jump explains that based off their discussions he would recommend a motion denying
the Step 2 grievance and authorizing alderman Grimm with consultation to issue the response to
the union, of the City Step 2 answer.

PROPERTY
ALDERPERSON PATRICK KETCHAM, CHAIR
APPROVAL OF MASTER PLAN FOR THE OPERA HOUSE LOT DEVELOPMENT PRESENTED BY
FARNSWORTH GROUP.
Farnsworth presented at the last council meeting for the Opera House Location. Carol Kohler
explained that this space is going to be green haven and how important a greenspace is to have
a downtown area and talked about the benefits of having a green space. Michelle Spiva stated
that she wasn’t sure what the economic outcome would be like but that there was a big trend
in Illinois surrounding downtowns hubs. They want to showcase what Canton is about and bring
a community together post Covid. Mayor McDowell says that the City is actively looking for
grants and that we have collectively outgrown jones park.
This approval is just for the master plan, not any type of funding.

for the Opera House lot development presented by Farnsworth Group.
