ADDITIONS OR CORRECTIONS TO THE AGENDA:
Alderman Patrick Ketcham asked to move item C under the Property committee to the first
item under consideration.
PUBLIC PARTICIPATION:
MAYORAL COMMUNICATIONS/REQUESTED ACTION:
Mayor McDowell reminded council that at 6pm on April 23, 2024, there will be a public hearing
on the budget and following that will be a special council meeting at 6:30 to pass the budget.
CITY CLERK COMMUNICATIONS /REQUESTED ACTION:
DEPARTMENT HEAD COMMUNICATIONS/REPORTS:
Public Utilities Director Joe Carruthers explained that the Solar the City had installed is
operating at Kilroy’s and the Water Treatment Plant. They are receiving about 800 amps a day
at the Lake from the solar unit which is saving the city about $15,000 a month. Mayor
McDowell read a letter aloud from Dana Diefenbach, paraphrasing, stating “Hope you are doing
well, I want to provide you with a little update from Canton sites. As of Friday, Ameren granted
permission to operate the Water Treatment facility, both sides are now up and running full-
time. Our next step is to install the fence around the array of the Water Treatment Plant, which
we hope to be completed within the next two (2) weeks. We will be working with Joe
Carruthers to coordinate the plan and maintain the grounds at the Water Treatment Plant and
at Kilroy. There will be a small shed built/installed at the Water Treatment Plant to store spare
solar panels for both arrays. We want to thank you for the opportunity to work with you and
your staff with the city of Canton. Joe was a tremendous help to our installers throughout the
construction process. If you have any questions regarding the project, please feel free to
contact us.”

ORDINANCE APPROVING AND AUTHORIZING THE EXECUTION OF A CANTON TAX INCREMENT
FINANCING (TIF) DISTRICT 3 REDEVELOPMENT AGREEMENT BY AND BETWEEN THE CITY OF
CANTON, FULTON COUNTY, ILLINOIS AND NAGLE ACCOUNTING A TAX SERVICE, INC.
This was previously talked about and essentially the city is going to reimburse 65% of the project
up to, and not to exceed, $110,000. This will be a pay as you go.
Motion and second were made by Alderpersons Nelson/Lovell to approve an ordinance
approving and authorizing the execution of a canton tax increment financing (TIF) district 3
redevelopment agreement by and between the city of Canton, Fulton County, Illinois and Nagle
Accounting Tax Service, INC with 65% reimbursed not to exceed $110,000.

ORDINANCE RESCINDING AN ORDINANCE APPROVING AND AUTHORIZING THE EXECUTION OF
A TIF DISTRICT REDEVELOPMENT AGREEMENT BY AND BETWEEN THE CITY OF CANTON AND
GILLIAM CUSTOM FABRICATION, LLC, AND JOSHUA L. GILLIAM.
This has also been previously discussed, Gilliam Custom Fabrication backed out of this particular
deal and has decided to move on to another. This will be rescinding the agreement that the
council had originally approved.
Motion and second were made by Alderpersons Grimm/Lovell to approve an ordinance
rescinding an ordinance approving and authorizing the execution of a TIF district redevelopment
agreement by and between the city of Canton and Gilliam Custom Fabrication, LLC, and Joshua
L. Gilliam.

APPROVAL OF THE W. PINE TO W. WALNUT COMBINED SEWER LINING PROJECT BID FROM J.C.
DILLON, INC, IN THE AMOUNT OF $70,770.00.
City Engineer Keith Plavec explained there were two bids for this project. The estimate for the
project was $90,325 and the bid price was $70,770. This is a budgeted item out of the system
maintenance account.
Motion and second were made by Alderpersons Gosset/Hale for approval of the W. Pine to W.
Walnut combined sewer lining project bid from J.C. Dillon, INC, in the amount of $70,770.

APPROVAL OF THE 2024 SEWER CLEANING AND INSPECTION PROJECT BID FROM J.C. DILLON,
INC, IN THE AMOUNT OF $146,132.00.
Plavec stated this is a project to help understand our collections systems, sewer systems, and
storm sewer. This project is also focused on looking at all of the sanitary, storm, or combined
sewers that are either inside or crossing any state route in town. Just this year J.C. Dillon INC will
do about 10% of our sewage. The cities estimate on this project was $166,400 and the bid was
for $146,132. Depending on how things progress, the price might increase. Plavec asked to
approve the $146,132 but over time might increase another $20,000 to that $166,400 amount in
order to get another 3-4% of the sewer done. This is another budgeted expense from the system
maintenance account.

cleaning and inspection project bid from J.C. Dillon, INC, in the amount of $146,132.

APPROVAL OF THE N. MAIN STREET SIDEWALK PROJECT BID FROM OTTO BAUM COMPANY,
INC, IN THE AMOUNT OF $149,770.50.
Plavec explained this was on the west side of North Main Street from Chestnut to the hotel. There
were three bids for this project and Otto Baum Company was the lowest with a bid amount of
$149,770.50. Approval is recommended. In the budget, there is $115,000 coming out of TIF 1 and
$35,000 coming from TIF 2 to cover this project.
Motion and second were made by Alderpersons Hale/Chamberlin for approval of the N. Main
Street Sidewalk project bid from Otto Baum Company, INC, in the amount of $149,770.50 with
$115,000 coming from TIF 1 and $35,000 coming from TIF 2.

APPROVAL OF THE LEAD LINE SERVICE WORK AGREEMENT WITH KINSEL TRUCKING &
EXCAVATING, LLC.
Plavec stated that this project was already done, there were 3 companies who bid. The city
received a grant of $50,000 for the lead service line inventory. There was a bid put together and
prices came in, $70,000 being our cheapest. Kinsel was one of the companies who actually bid
on the project and our doing some work on surrounding communities as well. We will send one
of our workers to tag along with Kinsel and we will fill the holes. It’ll be $152 per connection. The
rest of the grant money will be used on GIS services. Public Utilities Director Joe Carruthers
explained they mailed out a list/letter stating that the city workers and Kinsel will be working in
the area.

ALDERPERSON ANDRA CHAMBERLIN, CHAIR
ORDINANCE APPROVING A LETTER OF ENGAGEMENT FOR ENGAGING AN INDEPENDENT
REGISTERED MUNICIPAL ADVISOR BY AND BETWEEN THE CITY OF CANTON AND THE
ECONOMIC DEVELOPMENT, LTD.
The idea is that municipalities should be afforded the opportunity to be able to engage with an
independent advisor who can work for the city in a fiduciary role, they will have care and loyalty
to the city to help evaluate different proposals that might be considered for issuing bonds, bank
loans and other types of debt.
Motion and second were made by Alderpersons Grimm/Chamberlin to approve an ordinance
approving a letter of engagement for engaging an independent registered municipal advisor by
and between the city of Canton and the Economic Development, LTD.

APPROVAL OF MUNICIPAL AGGREGATION WITH DACOTT ENERGY.
Jeni Crosthwait from Dacott Energy presented. She explained the municipal power contract
performance that started in December, was signed at .72$ and has stayed below the Ameren
price to compare. Roughly over the last four months, the city has saved $37,000. We locked in
.12$ with constellation last April and within a few weeks of signing that contract, the capacity
option was published and Ameren’s price to compare immediately dropped. This year, that
situation is trying to be avoided. Suppliers are pricing numbers right now in the .9$ range which
is lower than what the city is currently at. It is recommended that the city waits for the capacity
option results, which should be within the next week, and then revisit this topic at the next
meeting. The downfall of this could be that this wont start until July, so all residents would drop
back down to the utility for one month, so there could potentially be some confusion. Residents
will get a notice from Ameren saying they are going back to the utility and then within a couple
weeks of that notice whatever supplier the city decides to lock in will send a follow-up letter
stating that they are picking up their load for a July start. For residents that already have
constellation, their plans will just go ahead and roll over. If a resident has opted out previously,
there is a hold with the utility so the resident will have to stay with the utility for 12 months. This
is for electric only.
This topic was tabled for the time being.
RESOLUTION APPROVING AN INSURANCE RENEWAL BETWEEN THE CITY OF CANTON AND BLUE
CROSS BLUE SHIELD OF ILLINOIS FOR THE POLICY TERM PERIOD MAY 1, 2024, TO APRIL 30,
2025.
Treasurer Crystal Wilkinson explained that she held an insurance meeting for the employees and
the employees would like to move forward with the Blue Cross Blue Shield policy. There were
two changes to the plan. The first being the HAS plan, the IRS stated that the deductible needed
to be $1600 for all of the plans so Blue Cross followed those guidelines and increased that to
$1600. The other plan, the PPO, Blue Cross grandfathered our old plan in, and they stopped this
year. Our old plan was a $500 deductible with a $1000 out of pocket maximum that was
discontinued. Our current plan is a $500 deductible with a $1500 out of pocket maximum. This
was the closest comparison that was provided to the city.

approving an insurance renewal between the city of Canton and Blue Cross Blue Shield of Illinois
for the policy term period May 1, 2024, to April 30, 2025.

APPROVAL OF FUNDING SOURCE(S) FOR OPERA HOUSE LOT DEVELOPMENT AND
AUTHORIZATION TO REQUEST BIDS.
There were a few options thrown out for funding sources, most of them stemming from the
cities BBD funds. Most of what was discussed, as far as the structure of the opera house lot, had
already been previously discussed. The Farnsworth group suggested having a construction
manager, but Attorney Jump said he needed to inquire with them about what that entails and
what it means for the city. There was talk back and forth about what would happen if this
project were bid out. Mayor McDowell stated there was a chance that if it were bid out, it could
potentially go for under $2 million which is what the project is estimated to cost. Ultimately the
council decided to use the BDD funds.
