ROLL CALL Yes No Absent Alderperson Grimm x Alderperson Lovell x Alderperson Nelson Arrived at 5:45pm Alderperson x Chamberlin  Also present are Comptroller Beka Shultz, Treasurer Crystal Wilkinson, Attorney Chris Jump, Mayor Kent McDowell, City Clerk Andi Smith-Walters, Police Chief Mike Eveland, and Alderwoman Angela Hale. FINANCE COMMITTEE REPORTS / ACTION ITEMS RECOMMENDATION TO COUNCIL THE TENTATIVE ANNUAL BUDGET FOR ALL CORPORATE PURPOSES OF THE CITY OF CANTON, FULTON COUNTY, ILLINOIS IN LIEU OF AN APPROPRIATION ORDINANCE FOR THE FISCAL YEAR BEGINNING MAY 01, 2024, AND ENDING APRIL 30, 2025, SUBJECT TO FINAL REVISIONS AND APPROVAL OF THE CANTON CITY COUNCIL. Comptroller Beka Shultz sent out the information and stated there were 3 additional changes that she made. Public Utilities Director Joe Carruthers asked for $30,000 for the Sebree road watermain, Fire Chief Scott Roos asked for $16,000 to replace the fire alarm in the fire station, and while reviewing budget files with Police Chief Eveland there was an over estimation with a reduction of $11,000. At this point we have a slight deficit budget of $18,000, but with negotiations going on this is strictly just an estimate. Mayor McDowell asked if we had any wiggle room and Joe Carruthers spoke up. Carruthers explained they could lower their pipe down to around $27,000 and stated that the original pipe price for th the additional watermain was $27,900. This project will extend from 20 Avenue to Boat Dock Road. This was put into this year’s budget because the city paid for the pipe that’s currently being installed in the fiscal 2024 budget and the system maintenance crew along with the city sta? has been directed to work on it as time allows. Carruthers explained that they could cut down on footage of pipe or they could find something else to prioritize. Mayor McDowell states that we could take $28,000 out of the infrastructure budget for the pipeline. Our total revenue budget is $37.8 million, and our total expenses are $41.3 million, Beka Shultz announced to the committee. Alderman Ralph Grimm asked Shultz what the overall budget was in which she replied saying it was $3,441,735. The council talked about di?erent accounts they could use the money from. They want to look into the infrastructure account for the pipeline and the canavas account for the police and fire. Motion and second were made by Alderpersons Grimm/Chamberlin to recommend to council the tentative annual budget for all corporate purposes of the City of Canton, Fulton County, Illinois in lieu of an appropriation ordinance for the fiscal year beginning May 01, 2024, and ending April 30, 2025, subject to final revisions and approval of the Canton City Council. EMPLOYMENT AND LABOR COMMITTEE REPORT / ACTION ITEMS CLOSED MEETING (EXECUTIVE SESSION) PURSUANT TO 5 ILCS 120/2(C)(1) AND 5 ILCS 120/2(C)(2). Motion and second were made by Alderpersons Nelson/Lovell to go into closed meeting pursuant to 5 ILCS 120/2(c)(1) and 5 ILCS 120/2(c)(2). ROLL CALL Yes No Absent Alderperson Grimm x Alderperson Lovell x Alderperson Nelson x Alderperson x Chamberlin The motion carried.  Special Meeting reconvened at 6:10pm. RECOMMENDATION TO THE CITY COUNCIL REGARDING A RESOLUTION APPROVING A COLLECTIVE BARGAINING AGREEMENT AND RELATED AGREEMENTS BETWEEN THE CITY OF CANTON AND THE CANTON FIREFIGHTERS, LOCAL 1897, I.A.F.F. A.F.F.I., AFL/CIO. Motion and second were made by Alderpersons Nelson/Lovell to approve a recommendation to the City Council regarding a resolution approving a collective bargaining agreement and related agreements between the City of Canton Firefighters, Local 1987, I.A.F.F.,A.F.F.I.,AFL/CIO. ADJOURNMENT Motion and second were made by Alderpersons Nelson/Chamberlin to adjourn meeting at 6:15 pm on April 2, 2024.
