ADDITIONS OR CORRECTIONS TO THE AGENDA:
Alderperson Patrick Ketcham asked that the Opera House be presented and discussed first
under his committee.

PUBLIC HEARING REGARDING PROPOSED ANNEXATION AGREEMENT (OR “PRE-ANNEXATION”)
AGREEMENT INOLVING REAL PROPERTY LOCATED AT N. COUNTY ROAD 6, CANTON, IL 61520
(P.I.N. 14-14-13-100-002).
MAYORAL COMMUNICATIONS/REQUESTED ACTION:
Mayor McDowell wanted to give out thanks to the department heads and alderpeople for doing
a good job and staying on top of the budget.
Mayor also announced that the lake was now open during daylight hours.
CITY CLERK COMMUNICATIONS /REQUESTED ACTION:
DEPARTMENT HEAD COMMUNICATIONS/REPORTS:
Fire Chief Scott Roos wanted to remind with the upcoming season and with limbs being down
and anything in yards that could be burned to do so 20 feet from any structures that complies
with the burning from dusk to dawn ordinance. There is also a drop off on Cedar where
residents can take their twigs, grass, etc., as well. This is a prominent time of year where people
burn and have accidents.
Public Utilities Director Joe Carruthers announced that starting next week, public works will be

sending out letters to residents in the North 20 Avenue Road area north of Chestnut Street.
City crews will begin to install water main extension with the goal of $40,000-$50,000 each year
regarding purchasing water pipes. The ultimate goal is to go through Chestnut Street and then
loop back. It will be a several year phase. They would like to have 1500 feet of watermain
installed this year.

RESOLUTION APPROVING A PRE-ANNEXATION AGREEMENT BETWEEN THE CITY OF CANTON
AND SOJOURN FULTON COUNTY, LLC.
This was previously talked about in the public hearing.

approving a pre-annexation agreement between the City of Canton and Sojourn Fulton County,
LLC.

APPROVAL OF MASTER PLAN FOR THE OPERA HOUSE LOT DEVELOPMENT PRESENTED BY
FARNSWORTH GROUP.
Carol Kohler was introduced and presented. In October of 2023 the council approved the
master plan service agreement with Farnsworth Group for a design plan for the Opera House
lot. Since then, Carla Bobell, Amanda Sampson, Michelle Spiva, and Carol Kohler have been
working with Bruce Brown to redevelop and tweak final design plans that include cost
estimates so that they can move ahead with bidding of the project and so they can also pursue
grants. Carol stated that the design they created not only brings beauty and purpose, but it
brings some history back into our downtown. There will be more space than there is at Jones
Park where they can hold events and be able to have performances. It will open the door to
new events and new activities.
Bruce Brown was introduced to speak. Bruce is a landscape architect with Farnsworth Group
out of Peoria and he gave a little background on Farnsworth Group itself. He then presented
what they call a vision book to the council. They want to create a space that honors the old
Opera House and has flexible outdoor space that can be used during all the season with enough
amenities that people will want to come and use this space and feel comfortable doing so. They
would like to recreate the arch from the old Opera House making that the centerpiece with a
bit of a more modern flare along with a walkway that leads to a stage. They anticipate that this
project will take until June of 2025 if everything were to go as planned.
