Edwards Way th 50 North 4 Avenue, Canton, Il 61520 A regular meeting of the Canton City Council was held on March 05, 2024 (6:30pm) at the Historic th Depot located at 50 North 4 Avenue Canton Illinois. STAFF IN ATTENDANCE: Mayor Kent McDowell, City Clerk Andi Walters, Treasurer Crystal Wilkinson, Fire Chief Scott Roos, Police Chief Michael Eveland, Street Superintendent Dash Wilson, Utility Director Joe Carruthers, City Engineer Keith Plavec MEDIA IN ATTENDANCE: Fulton Democrat MEETING CALLED TO ORDER PLEDGE OF ALLEGIANCE OPENED THE MEETING INVOCATION Mayor Kent McDowell ROLL CALL Yes No Absent ADDITIONS OR CORRECTIONS TO THE AGENDA: PUBLIC PARTICIPATION: MAYORAL COMMUNICATIONS/REQUESTED ACTION: Mayor McDowell wanted to congratulate the Canton Little Giant basketball team. Mayor wanted to give thoughts and prayers out to Danny Phillips family. Mayor introduced Mr. McCoy to speak, and he stated he came in with his boy scouts to the meeting as the boys are working on their citizenship to obtain a new badge. Michelle Spiva was introduced as the new Director for Spoon River Partnerships of Economic Development. CITY CLERK COMMUNICATIONS /REQUESTED ACTION: DEPARTMENT HEAD COMMUNICATIONS/REPORTS: Fire Chief Scott Roos wanted to give a reminder that daylight savings was coming up and asked that everyone check their batteries in smoke alarms and test them out as well. Roos explained that the batteries should be changed out twice a year, using daylight savings as a great time to go ahead and change them. Public Utilities Manager Joe Carruthers stated that the campgrounds at Canton Lake are about to open again for the season. They are hoping for mid-March, which is a little bit earlier than normal. CONSENT AGENDA - APPROVAL OF THE MINUTES FOR THE SPECIAL MEETING HELD ON FEBRUARY 15, 2024 APPROVAL OF THE COUNCIL MEETING MINUTES HELD FEBRUARY 20, 2024 BILL LIST DISBURSEMENT REPORT PUBLIC WORKS REPORT POLICE REPORT FIRE REPORT Motion and second were made by Alderpersons Nelson/Grimm to approve the consent agenda. ROLL CALL Yes No Absent The motion carried. COMMITTEE REPORTS: PUBLIC SAFETY AND LEGAL ALDERPERSON JUSTIN NELSON, CHAIR REGULATORY AND POLICY ALDERPERSON ANGELA HALE, CHAIR COMMUNITY & ECONOMIC DEVELOPMENT ALDERPERSON JOHN LOVELL, CHAIR ORDINANCE APPROVING AND AUTHORIZING THE EXECUTION OF A FIRST AMENDMENT TO THE REDEVELOPMENT AGREEMENT BY AND BETWEEN THE CITY OF CANTON, FULTON COUNTY, ILLINOIS, AND MICHAEL HULVEY (35 S. MAIN STREET). This amendment is nothing more than just an extension of time. Motion and second were made by Alderpersons Nelson/Lovell to approve an ordinance approving and authorizing the execution of a first amendment to the redevelopment agreement by and between the City of Canton, Fulton County, Illinois, and Michael Hulvey (35 S. Main Street) for and added extension of time. ROLL CALL Yes No Absent The motion carried. PUBLIC WORKS ALDERPERSON ANGIE LINGENFELTER, CHAIR FINANCE ALDERPERSON ANDRA CHAMBERLIN, CHAIR ORDINANCE APPROVING TO PURCHASE AXON FLEET 3 ADVANCED CAMERAS FOR SQUAD CARS AND RELATED SYSTEMS/ACCESSORIES AND WAIVING COMPETITIVE BIDDING REQUIREMENTS. Police Chief Mike Eveland discussed this topic. He stated these were the second half of body cameras that were mentioned previously. They will synchronize with the older cameras worn now. However, they have been having issues with the older ones. These new cameras through Axon will have a 5-year contract and will also include the automatic license plate readers. The original offer stated that it would be $25,000 a year for the course of the 5-year contract. However, they ended up offering a 7% discount which takes the amount down to $23,035.20 per st year. The installation will not take place until June 1 which will fall under the next fiscal year budget. Motion and second were made by Alderpersons Nelson/Grimm to approve an ordinance approving to purchase axon fleet 4 advanced cameras for squad cars and related systems/accessories and waiving competitive bidding requirements. The cost of the Axon cameras will be $23,035.20 after a 7% discount has been applied for the course of a five-year contract. ROLL CALL Yes No Absent The motion carried. IT AND CYBERSECURITY ALDERPERSON GREG GOSSETT, CHAIR LABOR AND EMPLOYMENT ALDERPERSON RALPH GRIMM, CHAIR APPROVAL TO HIRE JON MCQUILKIN AS THE NEW DIRECTOR OF PLANNING AND ZONING. A resolution went out with this as well. Motion and second were made by Alderpersons Grimm/Gossett to approve hiring Jon McQuilkin as the new Director of Planning and Zoning. ROLL CALL Yes No Absent The motion carried. PROPERTY ALDERPERSON PATRICK KETCHAM, CHAIR EXECUTIVE SESSION/CLOSED MEETING ADJOURNMENT Motion and second were made by Alderpersons Hale/Nelson to adjourn without the need for executive session.
