DISCUSS, CONSIDER AND VOTE ON AN ORDINANCE AUTHORIZING AND DIRECTING THE SALE
OF A 1996 PIERCE SABER PUMPER (ENGINE 2).
Fire Chief Roos explained that due to its age of this vehicle and the other Engines that are
coming in they are go to try and sell it through social media and other areas that don’t have a
cost.

LEGAL & ORDINANCE
ALDERPERSON RALPH GRIMM, CHAIR
DISCUSS, CONSIDER AND VOTE ON THE APPROVAL OF THE 10-18-2022 AMENDED MINUTES
TO REFLECT THE MAYOR’S VOTE ON EXECUTING A NOTICE OF FEDERAL INTEREST, IN
RELATION TO THE WATER TREATMENT PLANT PROJECT BEING PARTIALLY FUNDED BY THE
U.S. DEPARTMENT ADMINISTRATION, AND TO RECORD SAID NOTICE OF FEDERAL INTEREST
IN THE LAND RECORDS OF FULTON COUNTY, ILLINOIS.
Attorney Jump explained that he had to write a legal opinion about the recording and had
discovered that the Mayor’s vote was not reflected in the minutes even though he did vote and
this was confirmed by the City Clerk that he did vote based on the recording. Therefore, we just
need to vote to amend the minutes to reflect that the Mayor did vote.
Motion and second were made by Alderpersons Grimm/Lovell to approve the 10-18-2022
amended minutes to reflect the Mayor’s vote on executing a notice of federal interest in relation
to the water treatment plant project being partially funded by the U.S. Department
Administration and to record said notice of federal interest in the land records of Fulton County,
Illinois.

NEGOTIATIONS, GRIEVANCE & PERSONNEL
ALDERPERSON JUSTIN NELSON, CHAIR
DISCUSS, CONSIDER AND VOTE ON A RESOLUTION TO APPROVE AN INTERGOVERNMENTAL
AGREEMENT BETWEEN THE CITY OF CANTON AND CANTON UNION SCHOOL DISTRICT #66
FOR A SCHOOL RESOURCE OFFICER PROGRAM.
Attorney Jump stated that under the current agreement the reimbursement is 66.6% of a
probationary officer’s salary. The new agreement would be 66.6% of whatever officer is
assigned to the SRO’s position base salary and benefits. When you tie it into base salary and
continue to do twice a year payment as it was discussed the concern was whether or not it
would capture overtime, which it would not. Attorney Jump went on to say that the last
contract has expired. Jump said there is some language in the new agreement for a little over
$36,000.00 to address the time period of August 1, 2022-December 31, 2022 within the first
contractual payment under the new program due May 1, 2023. Attorney Jump said the school
district is still reviewing this and doesn’t know what their position is yet. Attorney Jump added
that they put in some language about special event coverage.

an intergovernmental agreement between the city of Canton and Canton Union School District
#66 for a School Resource Officer Program.

REQUIREMENTS AND AUTHORIZING THE PURCHASE OF A FORD F-350 FROM DAVIS FORD.
Alderwoman Lingenfelter stated that this would be for our fiscal year 2023. The funding would
come out of the fleet program. The total cost would be $56,069.00 which includes a snow
package.
Alderman Nelson asked which department this would be going to.
Public Utility Director Joe Carruthers replied it will go to the system maintenance department.
The truck it replaces will go to the street department and a 1991 Ford F-150 will be removed
from the fleet and auctioned next year.

TO SIGN AN INTERGOVERNMENTAL AGREEMENT BETWEEN THE CITY OF CANTON AND
CANTON TOWNSHIP FOR GARBAGE PICKUP.
Keith Plavec explained that they are seeking permission to start negotiating with them to
develop a contract and to develop a fee to pick up their solid waste.

Canton and township for garbage pickup with the agreement not to exceed two years.

DISCUSS, CONSIDER AND VOTE ON A RESOLUTION ACCEPTING A CONTRACT PROPOSAL FOR
THE SALE OF SURPLUS PUBLIC REAL ESTATE LOCATED ON NORTH DAL BAR ROAD.
Attorney Jump explained that this is in relation to a resolution that was passed a few months
back regarding roughly a half-acre lot that is located on north Dal Bar Road adjacent to the
property that John Davis purchased. He went on to say that we received a contract proposal
from John Davis. John McCarthy has been representing the city in discussions with Mr. Weber
and have delivered a contract to the Mayor’s office. As required by statute the proposal must
be at least 80% of the appraised value of the property as determined by a licensed real estate
appraiser. Chad Beekman did the appraisal. The offer was at $11,000.00 which would be above
the 80%.

accepting a contract proposal for the sale of surplus real estate located on North Dal Bar Road
to John W. and Gloria Davis, land trust number one for the purchase price of $9,250.00.

MAYOR COMMUNICATION

Mayor McDowell wanted to remind everyone that the 26 is a City Holiday for workers.
Therefore, there will be a double garbage run on Tuesday, meaning your Monday garbage will

be picked up on Tuesday, December 27. January 2 is also an employee’s holiday and there
rd
will be a double garbage pickup on January 3.
Mayor McDowell gave the floor to Public Information Officer, Ed Glad to announce the winner
of the Ugly Sweater Contest.
Ed thanked everyone who got involved and participated. He announced Fire Chief Roos as the
winner.
Mayor McDowell stated it is $200.00 to go to his favorite charity.
Chief Roos stated he would like the winnings to go to C.A.R.E. which is a non-profit organization
for Fulton County that provide recreational and camping experiences for people with special
needs.
Mayor McDowell thanked everyone for their participation and said it always goes to a good
cause.
The Mayor went on to wish everyone a Merry Christmas and Happy New Year. He stated he felt
this had been a very progressive year. He said he has been excited about council and what they
have been able to accomplish together with the BDD. Mayor also thanked Attorney Jump and
Keith Plavec for the work on Navistar.
He also thanked Joe Carruthers and encourage anyone who hasn’t had a chance to go out and
see the water plant to do so. He said Joe would be happy to show anyone around to see the
progress. He went to thank all of the street guys for their hard work and thanked Acting City
Clerk Andi Walter, Treasurer Crystal Wilkinson and Comptroller Beka Schultz for their hard
work.
