MAYORAL COMMUNICATIONS/REQUESTED ACTION:
Mayor McDowell gave condolences to Quin Mayhew’s family and asked to keep Crystal
Wilkinson, Justin Nelson, Angie Lingenfelter and Andi Smith-Walters in your thoughts and
prayers.
Mayor also wanted to welcome Joe Ginger back.
He also mentioned that the City has gotten a lot of compliments for public works regarding the
snow removal and watermain breaks and that they have been doing an outstanding job.
CITY CLERK COMMUNICATIONS /REQUESTED ACTION:
DEPARTMENT HEAD COMMUNICATIONS/REPORTS:
Alderman Ralph Grimm stated that he wanted to also compliment Public Utilities Director Joe
Carruthers and his team. Grimm explained that he has brought this up before and that he
would like to bring it up again, but that he thinks it’s time to start a study of our water and
sewer infrastructure. It has been several years since there were any studies or any major
renovations done and that it is a costly project but if we don’t begin to look at it, it won’t get
any cheaper and will continue to have issues. Grimm was just throwing that out there and
Carruthers said that agreed with that and that it was budgeting time right now for the City and
some kind of study on the water/sewer side and with aging infrastructure with not being done
in a long time would be beneficial. Carruthers would like to start that process. Mayor McDowell
stated that we have been proactive with the water and now sewer plant and that we have
replaced lines that we’ve had problems with and anticipate replacing another line out west and
that he also agrees. Mayor commended Carruthers and city engineer Keith Plavec for looking
for capital projects and that it is time to look into a study.

APPROVAL OF WASTEWATER TREATMENT PLANT FUNDING.
Carruthers explained there was a loan application for the wastewater treatment plants funding
project. They talked about the aging infrastructure and that the wastewater treatment plant
needs a major upgrade. Maurer-Stutz generated a design for the plant improvement or a plant
revision and essentially a new plant altogether. The loan is through IEPA, and the loan is low
interest. The application has a component in it where the $45,000,000 project will have
forgiveness of about $9,000,000-$10,000,000. They are asking permission to be able to start and
there are details in the packet about starting bids, and when they would like to be able to start
the project. Carruthers believes this can be done by 2024 if they get things started now.
Carruthers encouraged everyone to look over the application which includes total project cost,
and it spells out everything they are wanting to do. Plavec then explained that this isn’t the first
time this has been seen or brought up. They call this loan a PID and was an environmental
investigation and they had to have a public meeting for those to be a member. It is a long process
and there were no public comments. They are now continuing up a design and the EPA has stated
that we are eligible up to 30% principal forgiveness. If looked through the charts provided, they
have a pretty good estimate and what they are seeing are costs are becoming higher the longer

they wait. There’s a nomination form that’s due by March 31 that will be submitted that’s
essential telling EPA where they are at, and it is one big step to show them that we are
committed. Having this agreement helps them get closer to being able to start bidding.

AN ORDINANCE DECLARING SURPLUS REVENUE IN THE CANTON 1-DOWNTOWN/5 AVENUE
TIF DISTRICT SPECIAL TAX ALLOCATION FUND AND AUTHORIZING PAYMENT OF THAT SURPLUS
REVENUE TO THE FULTON COUNTY TREASURER FOR DISTRIBUTION TO AFFECTED TAXING
DISTRICTS ON A PRO RATA BASIS FOR TAX YEAR 2022 PAYABLE 2023.
Comptroller Beka Shultz said this is an annual ordinance that distributes the excess TIF money
from each of the three TIFs back to the other taxing bodies that agreed to get the TIFs.

fund and authorizing payment of that surplus revenue to the Fulton County treasurer for

REVENUE TO THE FULTON COUNTY TREASURER FOR DISTRIBUTION TO AFFECTED TAXING
DISTRICTS ON A PRO RATA BASIS FOR TAX YEAR 2022 PAYABLE 2023.
This is the same as the previous item but with TIF-2.
