WIRE On July 22, Mr. Ritchie and the writer met with Alderman Paul Hurst and Waterworks Superintendent Orval Kuhn at the Canton Water Treatment Plant to discuss the need for certain plant improvements. As a follow up of our discussions, we are enclosing a proposed Resolution and Agreement for Engineering Services for the consideration of the City Council. It appears that it is in the best interest of the City to investigate the need for certain improvements to the Water Treatment Plant. The need for the improvements has been made apparent by the following circumstances: 1. Current market conditions have made it desirable for the City to purchase hydrated lime in carload lots. Sufficient storage space is not available at the water plant so storage in town is necessary. This, of course, entails additional labor, storage, handling and transportation. It appears that consideration should be given to providing additional storage capacity at the water treatment plant to handle bulk lime either in the hydrated state or as "quick" lime with slaking equipment. Z. Chlorine prices are advancing. The City will be purchasing chlorine in one ton cylinders for use at the sewage treatment plant. Considerable savings can be realized if one ton cylinders are also utilized at the water treatment plant in lieu of 150 pound cylinders now in use. WITIvLJJu,TH: That whereas the OWNER desires the following described pro- fessional engineering services: 1. Investigations and recommendations far various alternatives for improvements to the Canton water treatment facilities including: a. Lime storage and/or handling facilities. b. Ability to utilize one ton chlorine cylinders. c. Facilities for handling lime sludge and filter backwash water in accordance with current Water Pollution Regulations of Illinois. d. Need for additional filter capacity. e. Valve installation for old accelator. f. Desirability of replacing older pumping equipment, valves, etc. 2. For those improvements specif ically authorized by the City, preparation of bidding or purchase documents and such other engineering services as may be required by the City to cause the improvements to be made. NOW THEREFORE: THE ENGINEER AGREES to provide the above described services. THE OWNER AGREES to compensate the ENGINEER for providing the above described services on a bane and expense basis to be computed at the technical payroll cost to the ENGINEER times a multiplier of 2.0. Technical payroll cost is defined as the cost of salaries (including sick leave, vacation and holiday pay applicable thereto) for times directly chargeable to the project, plus unemployment, excise and payroll taxes and contribution for social security, workmen's compensation, insurance, retirement benefits and medical insurance benefits. Reimbursement of the coat of stakes, blueprints, supplies, toll calls, transportation and sub- sistence directly incidental to the performance of the services shall ba at the actual cost of the ENGINEER. IT IS MUTUALLY AGREED THAT: Payment for services rendered shall be made monthly in accordance with invoices rendered by the ENGINEER. Invoices which are not paid within 30 days after the date of issue shall bear interest at the rate of lI for each month or fraction thereof from the date 30 days after issue to time of payment. The OWNER and the ENGINEER each binds himself, his partners, successors, executors, administrators and assignees to each other party hereto in respect to all the covenants and agreements herein and, except as above, neither the OWNER nor the E:GINEER shall assign, sublet or transfer any part of hie interest in this AGREEMENT without the written consent of the other party hereto.
