A RESOLUTION setting forth the boundaries of tie
commer a~b'light area found to exist within t;ie
City of Canton as a result of the initial study
and survey provided for by Resolution Number r63 ;
setting forth the factors that exist in the blig t
area that are detrimental to public health,
safety, morals and welfare; setting forth a pro-
posed redevelopment plan for the blight area; r~.nd
providing for a public hearing on commercial
blight and the proposed redevelopment plan.
WHEREAS the City of Canton, Illinois (hereinafter
referred to as the "City") is authorized by The Commercial Renewal.
and Redevelopment Areas Act, appearing as Division 74.2 of
Article 11 of the Illinois Municipal Code, as amended, (here-
inafter referred to as the "Act"), to determine whether or not
any commercial blight areas exist within the City, on the basis
of an initial study and survey for that purpose; acid
WHEREAS the City is further authorized by the Act to
set forth the boundaries of any commercial blight areas found to
exist within the City as a result of the study and survey, and.
to set forth the factors tivhich make the area detrimental to the
public health, safety, morals and welfare; and
WHEREAS the City is further authorized by the Act to
submit a proposed redevelopment plan, for eliminati3ig the blight
areas found to exist, at a public hearing on commercial blight;
and
WHEREAS it has now been determined on the basis of the
initial study and survey provided for in Resolution No. 663 of

the City, that a commercial blight area does exist within the
City, and that the above actions regarding commercial blight within
the City should be taken:
NOW, THEREFORE, Be It Resolved by the City Council of
the City of Canton, Fulton County, Illinois, as Follows:
Section 1. As a result of the initial study and survey
provided for by Resolution No. 663, the following area was found
to be a commercial blight area:
The territory located within the corporate
limits of the City of Canton, Illinois,
aggregating 7.4 acres, bounded on the
North by East Locust Street, bounded on
the South by East Pine Street, bounded
on the West by North and South Main
Streets, and bounded on the East by
North and South First Avenue.
Section 2. The area above-described was found to be a
commercial blight area because of the existence of the following
factors within its boundaries which are detrimental to public
health, safety, morals and welfare, to wit, certain buildings
and improvements which were vacant and in extremely poor repair
and buildings which were burned out and buildings which represented
a serious fire hazard and buildings of old age, dilapidation and
obsolescence and deleterious land use and layout.
Section 3. In order to eliminate the above-described
commercial blight area and the factors which attend it and are
detrimental to the public health, safety, morals and welfare, the
City Council, assisted by the Citizens Committee created pursuant
to Resolution No. 663, hereby adopts a proposed commercial re-
development plan for the blight area, which plan is attached here-

Section 4. In order for the City Council to introduce
the testimony and evidence that entered into its decision to declare
the above-described area as a commercial blight area, and to
enter into the record all proposed commercial redevelopment plans
received by the Council, and to allow all interested persons to
appear and testify for or against any proposed commercial re-
development plan, a public hearing is hereby called for December 17,
1974, at 7 o'clock p.m., in the City Council Chambers, 200 E.
Chestnut Street in Canton. The City Clerk is hereby directed
to give notice of the hearing by publication in a newspaper of
general circulation within the City at least 20 days before the
hearing.
