MAYORAL COMMUNICATIONS/REQUESTED ACTION:
Mayor McDowell asked everyone to keep Chris Jump and Joe Ginger in their thoughts and
prayers.
He also advised with school going back into session to be cautious of the crosswalks and
the parking lots as they could still be slick.
Lastly, Mayor McDowell announced that the City of Canton received a grant from IEPA for
$50,000 for lead services. There were only two cities in the county awarded and they were
Lewistown and Canton.
CITY CLERK COMMUNICATIONS /REQUESTED ACTION:
DEPARTMENT HEAD COMMUNICATIONS/REPORTS:
Fire Chief Scott Roos wanted to give a reminder on space heaters and their safety and
advised that they are directly plugged into the walls and not power strips.
Public Utility Director Joe Carruthers gave an update on the lead for the leak detection.
There were three items found last month by satellite detection and those three watermain
breaks were calculated based on the PSI, the size, and the type of break. They were running
about 250,000 gallons a day. They had been leaking underground through some drainage
culverts going to streams. It is unknown how long this had been going on for. Two of the
breaks amounted to a significant percentage of our water being lost. Calculations were
made based on the cost of water a day and it roughly amounted to $13,000 for that type of
loss. It made an impact on our water that was unaccounted for by approximately 5%.
Carruthers wanted to thank the team and Keith Plavec for all of their help.

ORDINANCE APPROVING AND AUTHORIZING THE EXECUTION OF A REDEVELOPMENT
AGREEMENT BY AND BETWEEN THE CITY OF CANTON, FULTON COUNTY, ILLINOIS AND
DON AND NANCY’S CAFÉ, LLC, AND JESSIE L. KIDD (124 N. MAIN STREET.).
This is 25% of project costs not to exceed $1,238.

approving and authorizing a redevelopment agreement with 25% of project costs not to
exceed $1,238 for Don and Nancy’s Café, LLC, and Jessie L. Kidd located at 124 N. Main
Street.

APPROVAL TO PROCEED WITH PURCHASE OF WATER TREATMENT PLANT TRACTOR
FROM LOW BIDDER IN THE AMOUNT OF $61,686.82 FROM MIDWEST EQUIPMENT.
There will be a trade in of our 1990 ford John Deere.

proceed with purchase of water treatment plant tractor from low bidder in the amount of
$61,686.82 from Midwest Equipment with the trade in of our 1990 ford John Deere.

RESOLUTION FOR IMPROVEMENT UNDER THE ILLINOIS HIGHWAY CODE.
Improvements consist of providing preliminary engineering for the repairs to the bridge
carrying Walnut Street over Big Creek in the City of Canton. Appropriates $12,936 from the
City’s allotment of MFT funds. Keith Plavec stated that we have $50,000 from covid relief
money from IDOT that’s supposed to be used before either the end of August or the end of
September 2024. The money is only able to be used on certain MFT projects and this one
qualifies for the funding. The resolution is essentially requesting IDOT to hold the money in
the MFT account.
Motion and second were made by Alderpersons Hale/Lingenfelter to approve resolution for
improvement under the Illinois Highway Code for the bridge carrying Walnut Street over Big
Creek for $12,936 in the MFT funds we have received due to covid relief.

RESOLUTION APPROVING LOCAL PUBLIC AGENCY ENGINEERING SERVICES
AGREEMENT.
This will be for the actual repairs Keith Plavec mentioned in the previous agenda item
through Maurer-Strutz. The resolution previously mentioned was stating that IDOT hold the
money in our MFT funds, this resolution is for the actual repairs to begin.

approving local and public agency engineering services agreement for the bridge repairs
carrying Walnut Street over Big Creek through Maurer-Strutz.

RESOLUTION APPROVING AN INCREASE IN THE RENTAL FEE FOR THE HISTORIC
DEPOT, ON BEHALF OF THE CITY OF CANTON, ILLINOIS.
Carol Kohler did research and the City is one of the lowest renters in town of the Historic
Depot. The current rental fee is $75, and the City would like to raise the rental fee to $100.
Motion and second were made by Alderpersons Nelson/Chamberlin to approve resolution
approving an increase in the rental fee for the Historic Depot on behalf of the City of Canton
raising it to $100.

Mayor McDowell explained that it’s an office that is used within the city building. This is a
recurring lease agreement.
