Mayor McDowell announced that the leaf program will commence on November 1. He asked
that the public know not to pile the leaves on the gutters so that water can run freely, but to put
them on the terraces. For more information it will be posted on our website.
Mayor gave a reminder that if you wanted to participate in Trick or Treating, turn your house
light on, otherwise not to go up to houses that don’t have their lights on.
CITY CLERK COMMUNICATIONS /REQUESTED ACTION:
DEPARTMENT HEAD COMMUNICATIONS/REPORTS:
City Treasurer Crystal Wilkinson stated that the bill list will be moving to a bi-monthly bill list.
Police Chief Eveland wanted to give a reminder for the Trunk or Treat event being held October

28 from 5-8pm.
Fire Chief wanted to let the public know that if anyone saw any of the firefighters wearing pink,
that it is to bring awareness for breast cancer for the month of October. He followed up with
the fire open house that had went well with over 400 people that went through the fire house.
Mayor asked how training went and Fire Chief stated that it went really well. He explained that
it was a two-part training with half the fire department going over to Dunlap, where they were
able to use their fire department training facility for free. Which is somewhere they can go to
do live fire training that simulates actual scenarios. Following up the next day, the second crew
was able to go over and do their fire training as well.
Public Utilities Director Joe Carruthers wanted to point out a few things in the public works
report. The first one, being the Water Plant Improvement Project, is wrapping up with final
completion being last week. A brief presentation was put together with City Engineer Keith
Plavec pointing out the equipment that was put in along with financing and a project summary.
The second item discussed was the camping season being wrapped up out at Canton Lake and
wanted to talk in favor and commend Jack Freeman for things running smoothly out at the
campsite. Lastly, Carruthers talked about how revenue from 2008 for the publics work report
was at $37,000 and this year it was in the 6-digit range, but that they don’t have a final number
yet. However, revenue has gone up significantly over the years. Mayor McDowell said that
there has been a lot of appreciation from the public regarding how pristine things are out at the
lake and the water treatment plant and wanted to thank Carruthers and his crew for their hard
work out there and that the infrastructure should last another 50 years. Mayor said that their
next goal is to start out at the wastewater plant and make sure that their infrastructure will also
last them another 50 years so that both places will be good for another generation.

This is rehabilitating the apartments on Whitecourt. This agreement is going to be in the form of
up to $45,000 on a five-year forgivable loan.
Motion and second were made by Alderpersons Lovell/Chamberlain to approve and authorize
the TIF redevelopment agreement by and between the city of Canton, Fulton County, Illinois, and
White Court. LLC and Frank Morgan for the agreement of up to $45,000 on a five-year forgivable
loan.

This is a BDD application with a total amount of $5,817.00 in the form of a grant for a new roof.

Melissa Davis. DVM, D.B.A. Canton Veterinary Clinic for $5,817.00 in the form of a grant.

ORDINANCE APPROVING AND AUTHORIZING THE EXECUTION OF REDEVELOPMENT
AGREEMENT BY AND BETWEEN THE CITY OF CANTON, FULTON COUNTY, ILLINOIS AND OLD
DOG, LLC AND PHILLIP P. IVERSON.
This is a BDD application with the total amount of $200,000 with $150,000 of that amount being
in the form of a 10-year forgivable loan and the remaining $50,000 is in the form of a BDD
reimbursement 25% of the BDD revenue they could generate until they hit that $50,000 mark.
Motion and second were made by Alderpersons Lovell/Chamberlain to approve the ordinance
for the execution of redevelopment agreement by and between the city of Canton, Fulton
County, Illinois, and Old Dog LLC, and Phillip P. Iverson for the BDD application with the total
amount of $200,000 with $150,000 of that amount being in the form of a 10-year forgivable loan
until they can generate $50,000 from the revenue earned.

This is a BDD agreement in the form of a $40,000 five-year forgivable loan. This is an addition to
the TIF agreement that they already have for this project.

agreement by and between the city of Canton, Fulton County, Illinois, and JBP Properties LLC,
and Jacob Postin and Brooke Postin for a BDD agreement for a $40,000 five-year forgivable loan.

ORDINANCE APPROVING AND AUTHORIZING THE EXECUTION OF A TIF REDEVELOPMENT
AGREEMENT BY AND BETWEEN THE CITY OF CANTON, FULTON COUNTY, ILLINOIS AND 309
DEVELOPMENTS, LLC AND JEDEDIAH RHOADES AND MAX KUMER.
Lovell didn’t want to take council action on this one yet, but he did want to go over it and discuss.
This one will be a $45,000 forgivable loan. The agreement that is drawn up is for a ten-year loan,
but he would like to change the amount and have it taken down to a five-year forgivable loan.
309 Developments would like to build a building and then lease it out. They will initially own the
building with the plan to rent or lease it and then sell it in the future.
ORDINANCE APPROVING AND AUTHORIZING THE EXECUTION OF A TIF REDEVELOPMENT
AGREEMENT BY AND BETWEEN THE CITY OF CANTON, FULTON COUNTY, ILLINOIS AND GILLIAM
CUSTOM FABRICATION, LLC AND JOSHUA L. GILLIAM.
This is out at the old Siesta property, and the property hasn’t been closed on yet. Lovell doesn’t
think that they are ready to move on with a redevelopment agreement. This will be a TIF
application for $25,000. Mayor McDowell said Gilliam will also be eligible for the tax exempt for
the enterprise zone as well. Attorney Jump stated that both the TIF and BDD were combined for
this agreement. Once this property is closed on, they will bring the application back to the council.
Lovell also mentioned Apex Seed Company is doing a project at enterprise park that had been
tabled, but that they would like to move forward with the application.
One last announcement was made regarding John Lovell and Angela Hale discussing BDD. They
talked with business owners and stated that if any owners are entrepreneurs, please reach out
so that they can expand and grow their companies with assistance. They want to see businesses
succeed.

These are for the dell latitude laptops that are $375.00 a piece. With getting a new IT company,
Gossett would like to see everyone with new working devices. The laptops are refabricated and
will have a warranty up to April 2024.

laptops for board members from synergetic technologies in the amount of $3000.00.

ORDINANCE GRANTING EASEMENT TO AMEREN ILLINOIS OVER MUNICIPAL PROPERTY.
Attorney Jump stated that the substation that was once there is already gone, and a new line
that connects to a transformer out at the water treatment facility has been put up. Due to the
removal of the substation, Ameren would like the easement for their line that comes onto the
city property next to the water treatment plant. This will be so that Ameren can come in and
maintain the line and make repairs as needed.

granting easement to Ameren Illinois over municipal property.

DISCUSS AND CONSIDER A PROJECT SERVICE AGREEMENT WITH FARNSWORTH GROUP FOR
THE CANTON OPERA HOUSE SITE.
Carol Kohler talked about working with Studio K regarding redeveloping the lot at the Canton
Opera House Site. She had a packet with some different ideas that her and her group had come
up with. They would like to have an open space so they can have different activities such as
farmers markets, music and a place for food and drinks. Carol also asked if they could put up a
pavilion and discussed different parking options. She talked about going with Farnsworth for
their blueprint needs and gave praise for the work that they do and brought attention to some
of the projects they have worked on such as the Moton Plaza. Farnsworth would be able to act
as project manager for all entities involved. The cost for this agreement will be $15,000 coming
out of TIF 1. This is just up for discussion and will be brought back to the council at a later time
to be voted on.
