Mechanical Committee
City Council Chambers
October 27, 1992

Public Safety & Traffic Committee

The first item on the agenda was the fire report. Bob DeRenzy stated
the report was self explanatory. No action was necessary by the
Committee.
The police report was next. Mike Elam stated that the monthly report
was self-explanatory. No action was necessary at this time on the
report by the Committee.
The ESf~114 report was next. Howard Williams stated that the report was
self-explanatory. No action was necessary by the Committee at this
time.
Mike Elam addressed the Committee with a request to purchase police
report forms. The cost for 10,000 is $798.00. A motion was made by
Jim May and seconded by Dick Coay recommending approval of the
request. Voice vote. Motion carried.
The next item was an update from PJlike Elam on the condemnation
properties. Mike stated that the ownership of the six properties have
been verified. He has provided the city attorney with a voluntary
consent form for code enforcement for review. The first step will be
to talk to the owners to see if repairs have been done and if so, to
review the property using the voluntary consent form. No additional
action was necessary by the Com~nittee at this time.
No further action was taken by the Committee and the Public Safety and
Traffic Committee was adjourned.

Streets and Garbage Committee
Richard Coay, Chairman
The first item was a request for the placement of a street light at
South Main and East Beech intersection. Dick Coay stated that there
is not a light on this corner. A motion was made by Dick Coay and
seconded by Jim May to refer the installation to the City Council for
approval. Voice vote. Motion carried.
The next item was a discussion of the garbage fees and the possibility
of putting the tipping fees out for bids. Clif O'Brien informed the
Committee that the city has averaged 4,000 tons of garbage in the last
six years that has been taken to the landfills. He stated that Fulton
County Landfill, which is 15 miles from Canton, charges $20.00 per ton
while Peoria County Landfill, which is 32 miles from Canton, charges
$14.00 per ton. He stated that the Fulton County Landfill rate will
be increasing to $22.00 per ton. Clif stated that if the city goes
out for bids on the fees, he would suggest a three year guaranteed
contract with a one time two year option. This would provide the city
with a set rate for five years. He stated that in 1995 the city will
be required to cut their tonnage by 29% and he thinks this can be
accomplished by picking up paper and aluminum cans. Clif informed the
Committee that they have two garbage trucks, both 1985 models, that
will have to be overhauled after the first of the year. He stated the
city may want to look at locating a transfer station at the east side
plant. He suggested that the city take advantage of the companies
involved in transfer stations and recycling centers in order to gather
as much information as possible. Clif suggested that representatives
from Fulton County Landfill, Gallatin and Peoria Disposal make
presentations to the city on the options available. Doug Hermann of
Gallatin stated that the facility in Fairview is scheduled to open
around January 1st. He stated that Fulton County will be developing a
solid waste management plan and the city should be involved. This
plan will mandate the disposal of solid waste in the county. Harry
Steck stated he wanted the yard waste researched also. He receives
calls almost daily. Mayor Edwards stated that research was done on
yard waste and the City Council voted not to pick it up. Doug Herman
stated that Gallatin has a compost facility for anyone who wants to
bring their yard wastes to the facility. The Committee discussed the
use of a "Blue Bag" program similar to the Chicago area which contains
only recyclables. Doug Herman stated that most papers have a
breakdown of the circulation and weight for papers in the area. He
also stated that in some areas farmers are using shredded paper for
livestock confinement operations. He stated he did not know if Norris
Farms would be interested in this type of operation. No action was
taken by the Committee at this time. Presentations will be set up for
the interested parties at a future date.
No further business was discussed and the Streets and Garbage
Committee was adjourned.

Lake, Buildings & Grounds Committee

The first item on the agenda was the sludge permit for the lake. Ray
McKinney stated that a couple of ladies on the hill have complained to
the EPA concerning air pollution etc. due to the sludge being placed
in this area. He stated he met with Lyle Ray and it was determined
that there is no room for "on site" storage of the lime sludge. Ray
stated that two beds have been cleaned out this year and sludge from
the pits have been stored on the hill to dry out for the past couple
of years. He stated that the permit had expired last August and had
not been renewed. He informed the Committee that a letter from the
pollution section of the EPA will be coming in the next two to three
weeks. Harry Steck suggested that an ad be placed in the paper
letting the local farmers know that dried sludge, used as agricultural
lime, is available free of charge. Ray stated that most farmers do
not have the trucks to haul the sludge. A motion was made by Harry
Steck and seconded by Chuck Chapman to put an ad in the paper to give
away the lime sludge. Voice vote. Motion carried.
The lake lot lease extensions were next on the agenda. James stated
that his father, Jim Elson, is more informed on this matter than he
is. The Committee decided that this matter be tabled until the next
meeting.
Ray McKinney addressed the Committee with a request to replace the
marble tabletops with Corine tops for the valve controls. He stated
that the new valves have round controls while the old controls are
oblong in shape. The new valves will not fit through the holes of the
marble. Ray requested permission to purchase a 36" by 145" piece of
Corine to replace six of the tabletops at a cost of $1400-1500.
Discussion followed. A motion was made by Chuck Chapman and seconded
by Jim May to approve the expenditure. Voice vote (1 nay). Motion
carried.
No business was discussed and the Lake, Buildings and Grounds
Committee was adjourned.
Public Works - Water and Sewer Committee

The first item was the discussion of the Kingsley trailer park. Ray
stated that Mr. Kingsley had requested individual meters for each
trailer with the city reading each meter, billing the individual,
reading the master meter and billing the difference to Mr. Kingsley.
Ray stated that he would prefer that the park be handled the same as
Sherwood Forrest, where the city bills for the master meter only and
the owner of the park reads the individual meters and bills the

individuals. Ray also stated that Mr. Kingsley wanted to pay for the
meters over a period of time. Discussion. A motion was made by Harry
Steck and seconded by Chuck Chapman recommending that Kingsley's
trailer park be handled the same way as Sherwood Forrest. Discussion.
Voice vote. Motion carried.
Ray McKinney addressed the Committee concerning a problem with several
houses on one service line with only one shut off. In the case along
West Walnut there is a house on West Walnut and two houses on Robinson
Court all on the same service line with one shut off. There are two
different owners of the three houses. If one resident does not pay
their bill, the city can not shut them off for nonpayment without
shutting the other two off as well. Discussion followed on putting
separate valves on each house that would enable each one to be shut
off without affecting the others. It was decided that Ctif O'Brien
and Ray McKinney will look at the situation.
Gary Orwig addressed the Committee with a request for payment of a
repair to a blower motor. The cost was $483.66. A motion was made by
Harry Steck and seconded by Dick Coay to approve the expenditure.
Voice vote. Motion carried.
No further business was discussed and the Public Works - Water and
Sewer Committee was adjourned.
