Members Present: Joanne Shores, Chet Phillips, Jim Hartford, Jim May Others Present: Don Edwards, Jim Elson, Ray McKinney, George Spahn, Kayma Duncan, Bob DeRenzy, Clif O'Brien, Gary Orwig, John Froehling, Bob Molleck, Jerry Bohler The first item of discussion was a request from the Chamber of Commerce. Chad Murphy addressed the Committee informing them the Chamber is sponsoring an "open house" on June 24th. The realtors will have residential open houses, dollar day sales will be held and golf will be available at Wee-Ma-Tuk. An informational booth will be set up in J.C. Penneys. The purpose of the open house is to highlight Canton's best points. Mr. Murphy presented copies of flyers. He stated that approximately $1,500 will be spent to advertise the open house in papers in Galesburg, Peoria, Pekin and locally. The open house is being tied into the cruise-in on June 23rd. He stated that the open house is modeled after the 1991 open house held in Chillicothe. If this is successful, plans are to expand it further next year. Mr. Murphy requested the city's participation in the advertising costs in the amount of $200.00. To date $1,050 of the $1,500 needed has been committed. A motion was made by Chet Phillips and seconded by Bob Molleck recommending approval of the expenditure. Roll call vote was held and the motion was approved by a unanimous vote. Public Safety & Traffic Committee Joann Shores, Chairman The first item on the agenda was the fire report. Bob DeRenzy was not present due to the fact that he was attending a chief's conference in Peoria. No action was necessary. The police report was next. The report was self explanatory. Howard Williams informed the Committee that the square will be closed to traffic on the evening of June 23rd for the Chamber's cruise-in. He stated that five officers/auxiliary personnel will be donating their time to this event. No action was necessary by the Committee. The ESMA report was next. The report was self-explanatory and no action was necessary by the Committee at this time. No further action was taken by the Committee and the Public Safety and Traffic Committee was adjourned. Streets and Garbage Committee Chet Phillips, Chairman The first item was a review of the MFT program for this year. Clif O'Brien stated that approximately $140,000 is available for this year's program. He stated he would rather into maintenance for now. Clif stated that he should have some maintenance. He stated he would 2 get a price on milling and overlaying Avenue A from Pine to Locust as well as 3rd Avenue from Linn to Holly. This street has rebar showing through the surf ace. Discussion followed on microsurf acing and slurry seal. Clif stated he will be looking at a slurry seal surface in the next few days. Clif stated he will have written options for the Council's review at the next meeting. He stated that this should be approved soon so that the work can be done in late July or August. Committee agreed. Clif addressed the Committee concerning the street sweeper. He stated the air header is wore out and needs replaced. The cost is $1,800. A motion was made by Chet Phillips and seconded by Jim May recommending approval of the expenditure. Voice vote. Motion carried. Clif O'Brien informed the Committee that he has specifications for new garbage trucks compiled and would like to get them out for bid. He stated that the depreciation fund has $155,000 for the purchase of two trucks and he can bring the specifications back for review. He stated it takes approximately eight months to get the trucks after the award. A motion was made by Chet Phillips and seconded by Jim May to refer to the City Council with a recommendation to put the garbage truck specifications out for bids. Voice vote. Motion carried. Mayor Edwards asked what the cost would be to put the old sweeper on the street. Clif stated that the hopper is a lesser grade of steel and would need to be replaced. Mayor Edwards stated that several persons are interested in purchasing. No action was taken at this time by the Committee. Mayor Edwards informed the Committee that he has approved the purchase of 29 flags at a cost of $6.00 each. This purchase will be reimbursed by the Canton Pride Committee. A motion was made by Chet Phillips and seconded by Jim May recommending approval. Voice vote. Motion carried. Mayor Edwards informed the Committee that he has instructed the city attorney to proceed with legal action on the properties at 323 Johnson Court and the abandoned trailer in the 500 block of Dean Court. No further business was discussed and the Streets and Garbage Committee was adjourned. Lake, Buildings & Grounds Committee Jim Hartford, Chairman The first item of discussion was the beach opening. Ray McKinney stated that he presently has four lifeguards and would like to have eight. He stated that he has advertised and contacted the YMCA. On the matter of user fees, Ray McKinney stated that he has given suggested changes to Harlan Banister for review. No action was taken on this matter. 3 Mayor Edwards stated that he has received a zoning complaint at 6th and Elm Street. He stated that the property owner has placed a guard rail type barricade on the property. He stated that the city attorney has a conflict of interest in this matter and a legal opinion is needed. Walt Barra has agreed to provide the legal opinion needed. A motion was made by Chet Phillips and seconded by Jim Hartford to hire Walt Barra for the legal opinion on this matter. Voice vote. Motion carried. No business was on the agenda and the Lake, Buildings and Grounds Committee was adjourned. Public Works - Water and Sewer Committee Jim May, Chairman The first item was an update on the north end sewer. Mayor Edwards stated that the EPA has approved the plans and the Economic Development Authority is in the process of reviewing the plans. He stated that a resolution concerning the state highway 78 right of way will have to be passed keeping th sewer line as close to the right of way as possible. He also stated that construction easements will be need and Bob Anderson and Jim Elson are working on them. Along with this project, Bob Anderson has included the sealing of the manholes to prevent ground water from entering the system and the placement of liners in the sewer lines in the residential area which are not leaking ground water. Mayor Edwards stated that the bids could be let in late July with partial construction yet this year. The Patterson water problem was discussed next. Jerry Bohler stated that approximately two years ago a developer built a duplex at the corner of Avenue H and Walnut Street. He did not get the proper driveway permits needed and subsequently changed the natural flow of the water. Letters have been written to the contractor to correct the problem but it has not been done. Lyle Ryearson stated that the grade of the lot has been changed and the water flows into his property. In the alley the rock has been built up and the culvert is not working. Water can not get away and get to the storm sewer down the street. Clif O'Brien stated that he can put a culvert in the old alley way, which is now vacated. He stated that if this does not completely eliminate the water, culverts can then be put in the driveway and possibly liens placed on the property. The Committee agreed for Clif to change the culvert in the alley way. A water bill problem was heard at this time concerning Dan Farmall. Bob Molleck stated that he received a $700 plus water bill. The meters were checked and it was found that the wire had been disconnected from the outside head. Mr. Farmall has admitted he had a minor leak in the toilet. Ray McKinney established the average water bill for this property and subsequently reduced the bill by approximately one half.
